Instructions for the Departmental Union Congress for the 2012 - 2014 term

Implementing the 10th Charter of the Vietnam Trade Union; implementing the direction of the Hanoi National University Trade Union on organizing the Congress of grassroots Trade Unions towards the 4th Hanoi National University Trade Union Congress, the Standing Committee of the University Trade Union guides the content and process of conducting the Congress of departmental Trade Unions.

I. CONTENT AND COMPOSITION OF CONGRESS PARTICIPANTS

1. Contents: (1) Discuss the report of the Executive Committee (EC) of the Departmental Trade Union for the term 2009 - 2012 and the direction and tasks of the Departmental Trade Union for the term 2012 - 2014. (2) Discuss and contribute comments to the Draft Report summarizing the activities of the Trade Union for the term XXVIII and the direction of activities for the term XXIX (2012 - 2014) of the School Trade Union Executive Committee. (3) Elect the Executive Committee of the Departmental Trade Union for the term 2012 - 2014 (each unit elects no more than 03 comrades). (4) Introduce personnel to the School Trade Union Executive Committee for the term XXIX (inside or outside the Faculty/Department) but must ensure the following criteria: + Have a strong political stance, enthusiasm, dedication to the cause of building the Trade Union organization; have prestige and the ability to unite and gather a large number of union members; have the spirit of fighting to protect the legitimate rights and interests of union members. + Have the capacity to participate and organize the implementation of the Party's Resolutions, the State's and the Union's legal policies; have the skills to perform professional union work. + Have a sense of responsibility, fulfill the tasks assigned by the collective and the organization. + Have time to participate in union activities and fulfill the tasks of a union official. + Members of the Executive Committee must be old enough to serve a full term (2.5 years according to the provisions of the Charter). (5) Election of delegates to the 29th School Union Congress: election according to the ratio of 04 union members to elect 1 delegate, if there are 2 remaining, 1 more delegate can be elected (comrades in the School Union Executive Committee for the 28th term are ex officio delegates) 2. II. CONGRESS PLAN

- The Departmental Unions will hold their Congresses from February 6, 2012 to February 29, 2012. The School Union Executive Committee plans the Departmental Union Congress schedule as follows:

Based on the actual situation, if any unit needs to change the Congress schedule, the Union President is requested to send a registration letter to the School Union Office before February 6, 2012. - To facilitate the Departmental Unions to hold the Congress, the School Union Standing Committee will support funding at the following levels: + Departmental Unions with more than 30 members will be supported with 500,000 VND + Departmental Unions with less than 30 members will be supported with 300,000 VND

III. SOME POINTS TO NOTE

1. The 29th Congress of the School Trade Union is expected to be held in mid-March 2012. In order to prepare for the Congress successfully, the Standing Committee of the School Trade Union requests the Executive Committee of the Department Trade Union to carry out the following tasks: - Report to the Party Committee the Congress plan, and the expected personnel of the new term Executive Committee. - One week before the Congress, the Executive Committee of the Department Trade Union sends the Draft Congress report and Congress program to the School Trade Union Office. 2. Three days after the Congress, the Executive Committee of the Trade Union of each unit is requested to submit the Congress documents in writing to the School Trade Union Office and in soft copy via the email address hang242@gmail.com, the documents include: - Congress minutes - Minutes of the vote counting and ballots for the new term Trade Union Executive Committee - Congress resolution - Minutes of the meeting assigning tasks to the Trade Union Executive Committee, ballots for the Chairman and Vice Chairman of the Department Trade Union. - List of the new term's union executive committee - List of delegates elected to attend the 29th School Union Congress - List of cadres introduced to the School Union Executive Committee for the 2012 - 2014 termDownload here.
