Guidelines for the Departmental Trade Union Congress for the 2012-2014 term

In accordance with the 10th Charter of the Vietnam Trade Union; and following the direction of the Hanoi National University Trade Union regarding the organization of congresses of grassroots trade unions leading up to the 4th Congress of the Hanoi National University Trade Union, the Standing Committee of the University Trade Union provides guidance on the content and procedures for conducting congresses of departmental trade unions.

I. CONTENT AND PARTICIPANTS OF THE CONFERENCE

1. Content: (1) Discuss the report of the Executive Committee of the Departmental Trade Union for the term 2009 - 2012 and the direction and tasks of the Departmental Trade Union for the term 2012 - 2014. (2) Discuss and provide feedback on the Draft Report summarizing the activities of the Trade Union for the 28th term and the direction of activities for the 29th term (2012 - 2014) of the School's Trade Union Executive Committee. (3) Elect the Departmental Trade Union Executive Committee for the term 2012 - 2014 (each unit elects no more than 03 comrades). (4) Introduce personnel to the School's Trade Union Executive Committee for the 29th term (from within or outside the Faculty/Department) but must ensure the following standards: + Have firm political conviction, enthusiasm, dedication to the cause of building the Trade Union organization; have prestige and the ability to unite and gather a large number of union members; Having a fighting spirit to protect the legitimate rights and interests of union members. + Having the capacity to participate in and organize the implementation of Party resolutions, State and Trade Union policies and laws; having professional skills in trade union work. + Having a sense of responsibility, completing tasks assigned by the collective and organization well. + Having time to participate in trade union activities and complete the tasks of a trade union official well. + People participating in the Executive Committee must be old enough to serve a full term (2.5 years according to the regulations of the Charter). (5) Election of delegates to the 29th School Trade Union Congress: elected according to the ratio of 1 delegate for every 4 union members, if there are 2 remaining, 1 more delegate will be elected (the comrades in the School Trade Union Executive Committee term 28 are ex officio delegates) 2. Composition: All trade union members in the unit

II. CONFERENCE PLAN

- Departmental trade unions will hold their congresses from February 6th, 2012 to February 29th, 2012. The School's Trade Union Executive Committee has planned the schedule for the departmental trade union congresses as follows:

Based on the actual situation, if any unit needs to change the Congress schedule, the Chairman of the Trade Union is requested to send a registration letter to the School's Trade Union Office before February 6, 2012. - To facilitate the holding of Congresses by the departmental trade unions, the Standing Committee of the School's Trade Union will provide financial support according to the following regulations: + Departmental trade unions with more than 30 members will receive 500,000 VND + Departmental trade unions with fewer than 30 members will receive 300,000 VND

III. SOME POINTS TO NOTE

1. The 29th Congress of the University's Trade Union is scheduled to be held in mid-March 2012. To ensure successful preparation for the Congress, the Standing Committee of the University's Trade Union requests that the Executive Committees of the departmental trade unions carry out the following tasks: - Report to the Party Committee on the Congress plan and the proposed personnel for the new Executive Committee term. - One week before the Congress, the Executive Committees of the departmental trade unions should send the draft Congress report and Congress program to the University's Trade Union Office. 2. Three days after the Congress, the Executive Committees of the units are requested to submit the Congress documents in writing to the University's Trade Union Office and soft copy via email to hang242@gmail.com. The documents should include: - Minutes of the Congress - Minutes of the vote count and ballots for the new Executive Committee term - Resolution of the Congress - Minutes of the meeting assigning tasks to the Executive Committee, ballots for the President and Vice President of the departmental trade union. - Summary list of the new Executive Committee of the Trade Union - List of delegates elected to attend the 29th Congress of the University's Trade Union - List of cadres nominated for the Executive Committee of the University's Trade Union for the 2012-2014 termDownload here.
