On April 11, 2018, Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) signed a Memorandum of Understanding (MOU) on behalf of the University with the Chungbuk Provincial Department of Education (South Korea). Representatives from the Training Department, the Cooperation and Development Department, the Faculty of Oriental Studies, and the Faculty of Vietnamese Studies and Language also attended the signing ceremony.

Speaking at the signing ceremony, Professor Pham Quang Minh highly appreciated the visit from the Chungbuk Provincial Department of Education. The Rector took the time to introduce the University of Social Sciences and Humanities, a leading institution for Korean Studies in Vietnam. The Korean Studies Department of the Faculty of Oriental Studies has provided Korean language training to employees of Samsung Electronics (Korea) in Vietnam, as well as officials from Vietnamese government agencies. The University hopes to welcome citizens from Chungbuk Province to visit and learn about Vietnamese culture and country. The Rector proposed that both sides implement cooperation programs and student exchange programs based on 2+2 and 3+1 models.

On behalf of the Korean delegation, Mr. Ju Myung-hyun (Deputy Director of the Chungbuk Provincial Department of Education) expressed his gratitude for the warm welcome from the University of Social Sciences and Humanities. He stated that Chungbuk Province currently has approximately 1,500 children from Vietnamese-Korean multicultural families, with a high demand for learning Vietnamese. Therefore, the Korean side wishes to cooperate with the University of Social Sciences and Humanities to develop a Vietnamese language training program for high school students in the province. This would also contribute to the overall bilateral relationship between Korea and Vietnam.

On behalf of the University of Social Sciences and Humanities, Professor Pham Quang Minh instructed the relevant units, namely the Faculty of Vietnamese Studies and Vietnamese Language, the Faculty of Oriental Studies, and the Office of Cooperation and Development, to develop specific plans to implement the cooperation proposals from Chungbuk Province. The Rector also hoped that, through the signing of the cooperation agreement between the two sides, the model of cooperation between the university and the province would be replicated in the future.

Professor Pham Quang Minh exchanged cooperation agreements and souvenirs with Mr. Ju Myung-hyun.

Following this, representatives from both sides signed a memorandum of understanding. This memorandum aims to build a cooperative relationship, share human resources and educational resources, and implement exchange programs to serve multicultural education and nurture future talent. Specifically, the two sides will carry out the following activities: sharing learning materials and human resources, nurturing future global talents, exchanging education between the two Parties, and promoting linguistic, historical, and other cultural exchanges between the two countries. This memorandum takes effect from April 11, 2018.
