Speaking at the signing ceremony, Prof. Dr. Pham Quang Minh highly appreciated the visit of the Department of Education of Chungbuk Province. The President took the time to introduce the University of Social Sciences and Humanities, a leading training address for Korean studies in Vietnam. The Department of Korean Studies, Faculty of Oriental Studies of the University has trained Korean for employees of Samsung Electronics Company (Korea) in Vietnam, as well as officials of Vietnamese government agencies. The University hopes to welcome citizens of Chungbuk Province to visit and learn about the culture and country of Vietnam. The President proposed that the two sides implement cooperation programs and student exchanges according to the 2+2, 3+1 models.
On behalf of the delegation, Mr. Ju Myung-hyun (Deputy Director of the Chungbuk Provincial Department of Education) expressed his thanks for the warm welcome of the University of Social Sciences and Humanities. He said that Chungbuk province currently has about 1,500 children from multicultural Vietnamese-Korean families, with a very high demand for learning Vietnamese. Therefore, the delegation wants to cooperate with the University of Social Sciences and Humanities to develop a Vietnamese language training program for high school students in the province. This also contributes to the bilateral relationship between Korea and Vietnam in general.
On behalf of the University of Social Sciences and Humanities, Prof. Dr. Pham Quang Minh directed relevant units, including the Faculty of Vietnamese and Vietnamese Language, the Faculty of Oriental Studies, and the Office of Cooperation and Development, to make specific plans to implement cooperation proposals from Chungbuk Province. The President also hopes that through the signing of a memorandum of cooperation between the two sides, the cooperation model between the university and the province will be expanded in the near future.

The leaders of both sides then signed a memorandum of understanding. This memorandum aims to build a cooperative relationship, share human resources and educational resources, and implement exchange programs to serve multicultural education and nurture future talents. Specifically, the two sides will carry out the following activities: sharing learning materials and human resources, nurturing future global talents, educational exchanges between the two parties, and promoting language, historical, and other cultural exchanges between the two countries. This memorandum will take effect from April 11, 2018.
