On August 21, 2017, Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities) signed a memorandum of cooperation with Dao Minh Quang Foundation on behalf of the University. Also attending the signing ceremony were representatives of the Board of Directors, the Department of Cooperation and Development and new students of the Faculty of History.

At the signing ceremony, Prof. Dr. Pham Quang Minh affirmed that expanding relations with domestic and foreign partners is part of the development strategy of the University. Therefore, the Rector welcomed the contribution and sharing of the Fund for the training and research activities of the University and the general development of Social Sciences and Humanities in Vietnam. Dr. Dao Minh Quang expressed his thanks for the enthusiastic reception of the Board of Directors, lecturers and students of the University. He congratulated the new students on being admitted to a leading university in Social Sciences and Humanities and wished them success in their studies and future careers. He also shared his own stories of success from graduating from university to establishing the Fund.

As a long-term partner, Dao Minh Quang Fund wants to continue to promote cooperation between the two sides to encourage the learning and teaching spirit of lecturers and students and contribute to society in general. Next, the leaders of the two sides signed the official cooperation agreement, according to which: The Fund will support the School financially with a total limit equivalent to 380 million VND/year to implement projects such as sponsoring the Valedictorian award (for the entrance valedictorian, annual valedictorian and exit valedictorian), sponsoring the "Dao Minh Quang Scholarship" with 20 scholarships each year, sponsoring the organization and implementation of scientific research activities, sponsoring the Faculty of Vietnamese Studies and Vietnamese Language as awards in the Vietnamese Writing Contest organized by the Faculty, and sponsoring administrative costs during the cooperation process. In addition, within its capacity, the Fund cooperates to advise and support the University in conducting activities to seek cooperation projects on training and research with Germany or other countries, whose beneficiaries are mainly students and lecturers of the 16 Faculties and Departments of the University. Finally, the Fund consults and cooperates with the University in developing the project and promoting the establishment of a Center for Cooperation on Research and Training with the Federal Republic of Germany and the European Union under the University. The Minutes take effect from the date of signing and will be the framework agreement for signing other detailed Agreements.

Dao Minh Quang Foundation was established under the German Civil Code, has independent legal capacity, and pursues only public interest and charitable goals. In December 2016, Dao Minh Quang Foundation was officially recognized by the Ministry of Justice and Consumer Protection of the State of Berlin as having independent legal capacity and was recognized by the Berlin State Department of Finance as a public interest fund for carrying out charitable activities. The Foundation promotes development cooperation between Germany and Vietnam. The Foundation's operational goal is to promote development cooperation between the founder's two homelands, Vietnam and Germany, especially in the fields of education, sustainable agricultural development, music and culture.
