Professor Dr. Nguyen Van Kim, Secretary of the Party Committee and Vice Rector of the University, and Professor Dr. Pham Quang Minh, Deputy Secretary of the Party Committee and Rector of the University, also attended and coordinated the conference.
At the conference, party members listened to Comrade Phung Huu Phu, Standing Vice Chairman of the Central Party Theoretical Council, disseminate and explain the Resolution of the Fourth Plenum of the 12th Central Committee of the Party. The resolution emphasized two main areas: continuing to build and rectify the Party, preventing ideological, political, moral, and lifestyle degradation; and continuing to thoroughly study and implement the exemplary thoughts and morals of Ho Chi Minh.
Beginning his presentation, Comrade Phung Huu Phu emphasized the importance of the conference to disseminate and thoroughly understand the Party's Resolution for the school's activities: "In some recent bidding activities for state-level scientific research projects, the school has demonstrated its position as a strong research and training environment in terms of basic knowledge, but in terms of practical application, more limitations have been revealed. One of the reasons for this limitation is that we have not fully and systematically updated the new information on the Party's guidelines and policies. Therefore, thoroughly understanding and updating new knowledge, helping to correctly and deeply grasp the Party's guidelines and viewpoints, is very important."
Comrade Phung Huu Phu stated that building and rectifying the Party, and preventing ideological, political, moral, and lifestyle degradation, is an issue that needs to be addressed regularly.
The founders of the communist organization always warned that the Communist Party, while possessing revolutionary and scientific qualities, must always be vigilant and prevent three dangers: errors in policy; detachment from reality and the people; and falling into bureaucracy and self-degeneration. Therefore, the issue of building and rectifying the Party is an ongoing task for the Party.

According to Comrade Phung Huu Phu, President Ho Chi Minh had a profound understanding of this issue. For him, the work of rectifying the Party was always given priority, especially during periods when the revolution was transitioning to new stages.
History has proven that, after peace was restored, before embarking on the socialist transformation and the construction of a socialist economy, Uncle Ho also mentioned this issue. Even in his last work, he said:The first task after the victory in the resistance war against the US and the reunification of the country was to reorganize the Party..
Since embarking on the reform process, our Party has repeatedly undertaken rectification. From the 6th Plenum of the 8th Central Committee to the present, every Party Congress has addressed the issue of Party rectification. Most recently, the 11th Party Congress also raised the issue: "Some urgent issues concerning Party rectification today." However, the reality remains that despite numerous resolutions, policies, slogans, and campaigns, the actual results of Party rectification work have been minimal.
Meanwhile, the global, regional, and national situations present many challenging issues for the Party. "It can be said that never before has the Party needed such a high degree of unity and social consensus as it does now," Comrade Phung Huu Phu shared.
In light of this situation, among the six key tasks for this term, the Party has clearly stated that the top priority is building a clean and strong Party. This is partly reflected in the Central Committee Resolution No. 4 of the 12th Party Congress: firstly, this is the first time the resolution has systematically identified and specifically analyzed the manifestations of degradation and self-evolution within the Party. No other resolution has detailed the existing weaknesses within the Party as this one. Secondly, it provides guiding principles to focus on combating degradation within the Party. Thirdly, it presents a comprehensive and robust system of solutions, including breakthroughs aimed at transforming the situation. And fourthly, this resolution is highly action-oriented, in line with the spirit of matching words with deeds.

Overview of the conference
After approximately two hours of continuous work, Comrade Phung Huu Phu, Standing Vice Chairman of the Central Party Theoretical Council, provided all Party members of the University of Social Sciences and Humanities with updated and useful knowledge surrounding the Resolution of the Fourth Plenum of the 12th Central Committee of the Communist Party of Vietnam. He also integrated the contents of the resolution into the University's activities, serving its research and teaching work.
On behalf of all Party members of the University, Professor Dr. Nguyen Van Kim, Secretary of the Party Committee and Rector of the University, expressed sincere gratitude to Comrade Phung Huu Phu for taking the time to exchange views with the University's faculty and staff. He also hoped that in the future, Comrade Phung Huu Phu would continue to have such exchanges so that all Party members of the University could be updated with timely and comprehensive knowledge.
