With the purpose and requirement of raising awareness, creating unity among Party members and students of the School in concretizing the contents of the Resolution of the 16th Hanoi Party Congress, term 2015-2020 and resolutions of Party Congresses at all levels, effectively promoting resources in implementing the political tasks of the School Party Committee. Deploying the specific contents of the action plan to units and individuals to create changes in participating in effectively implementing the tasks of building and developing the capital in the period 2015-2020.

Main objectives: to build a clean and strong Party organization, improve the leadership capacity and fighting strength of grassroots Party organizations and Party members, contribute to promoting the heroic cultural tradition, the strength of great solidarity, effectively participate in the cause of innovation, industrialization, modernization, and build the capital to be increasingly rich, beautiful, civilized, and modern.
Main tasks and solutions: Effectively implement five main tasks and three breakthroughs in the spirit of the Resolution of the 16th Congress of the Hanoi Party Committee.
