Disseminate, thoroughly understand, and implement the Resolution of the 16th Congress of the Hanoi City Party Committee.

Attending the conference were Comrade Pham Thanh Hoc, Deputy Head of the Propaganda Department of the Hanoi City Party Committee; Assoc. Prof. Dr. Pham Quang Minh, Deputy Secretary of the Party Committee and Rector of the University; and Prof. Dr. Nguyen Van Kim, Secretary of the Party Committee and Vice Rector of the University.

The conference listened to Comrade Pham Thanh Hoc's presentation, explanation, and implementation of the Resolution of the 16th Congress of the Hanoi City Party Committee. The report focused on two main areas: firstly, reporting on the key achievements of the Hanoi City Party Committee Congress in the past term; and secondly, presenting the key tasks and breakthrough solutions of the Hanoi City Party Committee in the upcoming term.

The past term,The Hanoi City Party Committee has strived to creatively apply and focus on the synchronized and effective implementation of Central Committee Resolutions and City Party Committee Resolutions, with a focus on researching and concretizing the Resolution of the 15th National Congress. It has led the successful implementation of the City Party Committee's 9 work programs, 5 main tasks, and 2 breakthroughs, creating a new transformation in all areas of the Party Committee's activities. The appearance of the capital city has changed rapidly, becoming increasingly modern and prosperous. The stability and development of Hanoi City during the past term has made a significant contribution to the overall stability and development of the country.

In the coming term, the 16th Hanoi City Party Committee is determined to build a truly clean and strong Party organization, enhance the leadership capacity and fighting strength of Party organizations and Party members; promote the cultural and heroic traditions and the strength of national unity; mobilize all resources, comprehensively and synchronously promote the reform process, the cause of industrialization and modernization; and build the Capital city to be increasingly prosperous, beautiful, civilized, and modern. The economic structure will continue to shift towards: services - industry - agriculture, with many products having high technological content, added value, and competitiveness. Economic and social infrastructure will become increasingly synchronous, modern, and environmentally sustainable. Culture and society, education and training, health, science and technology will continue to develop; social security will be ensured, people's lives will be increasingly improved and enhanced; national defense and security will be firmly consolidated. External relations have been expanded, enhancing the position and prestige of the capital city. It has further promoted its role as the leading engine and development center of the Red River Delta region and the entire country.

Based on a thorough understanding and comprehensive leadership and guidance in implementing tasks and solutions, the Political Report also identified issues requiring focused leadership and guidance to create breakthroughs in development, based on the following three major orientations: Developing and gradually modernizing urban and rural infrastructure; Continuing to promote administrative reform, creating a strong transformation in discipline, order, awareness, responsibility, and the quality of service to the people by the team of officials and civil servants; improving the investment environment, promoting and enhancing the efficiency of investment and production and business in the Capital; Improving the quality of human resources, building elegant, civilized, and comprehensively developed Hanoi people to meet the requirements of the new era.

On behalf of the University Party Committee, Associate Professor Pham Quang Minh presented the action plan for implementing the Resolution of the 16th Hanoi Party Congress, term 2015-2020. The plan aims to raise awareness and create unity among Party members, students, and staff in concretizing the contents of the Resolution of the 16th Hanoi Party Congress, term 2015-2020, and resolutions of Party Congresses at all levels, effectively utilizing resources in carrying out the political tasks of the University Party Committee. The plan also aims to disseminate specific contents of the action plan to units and individuals to create positive changes in effectively participating in the tasks of building and developing the capital city during the 2015-2020 period.

The following action plan has been implemented:

Main objectives: to build a clean and strong Party organization, enhance the leadership capacity and fighting strength of grassroots Party organizations and Party members, contribute to promoting the heroic cultural traditions and the strength of great unity, and effectively participate in the process of renovation, industrialization, modernization, and building a more prosperous, civilized, and modern capital city.

Main tasks and solutions: Effectively implement the five main tasks and three breakthroughs in accordance with the spirit of the Resolution of the 16th Congress of the Hanoi City Party Committee. This includes focusing on contributing to the following tasks: Maximizing the potential and strengths of the capital city, promoting the development of a knowledge-based economy; Actively developing the cultural sector, building elegant and civilized Hanoi citizens, ensuring social security, achieving social progress and equity, fundamentally and comprehensively reforming education and training, developing science and technology, culture and society, improving the quality of human resources, and promoting the industrialization and modernization of the capital city; Continuing to contribute to creating strong changes in Party building and rectification, promoting the study and emulation of Ho Chi Minh's moral example, and implementing Resolution IV of the 11th Central Committee on some urgent issues concerning Party building today.

Based on the Resolution of the 16th Congress of the Hanoi City Party Committee, as well as the Resolutions of Party Congresses at all levels; and based on the practical requirements for the development of the School, the School's Party Committee is responsible for developing comprehensive work programs and projects to concretize the implementation of the above tasks and solutions.
