[Book] Social Development Management in Vietnam: Current Situation, Issues and Policy Orientations

For any political regime, social development management plays a decisive role in the development of society. Social development management is a large, complex issue, related to many fields, covering all aspects of social life. Social development management is the oriented, organized impact of the management subject on the object with the goal of sustainable social development; harmoniously developing the social structure; orienting and controlling social changes; implementing social security guarantees; implementing social policies suitable for each subject, each field, and each locality to harmonize social relations and interest relations; properly handling emerging social issues, ensuring social consensus, social security, and human security.

Before the renovation, Vietnam applied a policy of social development management associated with a centrally planned subsidized economic model, but through practice, the inadequacies of that model were confirmed, requiring a renewal of the concept of social development and social management associated with the market economic institution. Practice over 30 years of renovation has confirmed the correctness of the Party's renovation decision and thanks to that, many social goals have been successfully resolved. However, the practice of social development management in recent times has also posed new situations that, if not promptly handled, will lead to unpredictable consequences.

In order to provide theoretical basis and practical issues raised in the research of social development management in Vietnam, the National Political Publishing House Truth publishes the bookSocial Development Management in Vietnam: Current Situation, Issues and Policy OrientationsEdited by author Pham Quang Minh - Principal of University of Social Sciences and Humanities, VNU.

The content of the book analyzes the general theoretical basis with a system of concepts and theories on social development management. At the same time, it analyzes the current status of social development management through a practical survey in 7 provinces and cities nationwide representing regions with different conditions and levels of development in many fields such as: labor and employment, social insurance, health insurance, social protection, rich-poor polarization, social stratification, inequality... From the issues raised in practice, on the mechanism level, the content of the book analyzes policy orientations and proposes a model for shifting from a social development management mechanism to a social governance mechanism. That is the process in which the government, social organizations, businesses, communities and individuals are equal partners in regulating and managing social issues; proposes a model of social development governance in Vietnam based on the relationship of three pillars: State - market - social organizations and individuals to better solve social problems, ensure social security for the country to develop quickly and sustainably.
