Attending the ceremony were Mr. Nguyen Anh Tuan (Head of Sports Department, Center for Physical Education and Sports, VNU Hanoi); Assoc. Prof. Dr. Pham Quang Minh (Vice Rector, President of the University Sports Association, Head of the Tournament Steering Committee); Assoc. Prof. Dr. Dang Xuan Khang (President of the University Trade Union); Mr. Tran Bach Hieu (Secretary of the University Youth Union, Deputy Head of the Tournament Steering Committee); Ms. Nguyen Thi Mai Lan (Deputy Secretary of the Youth Union, President of the University Student Association, Deputy Head of the Steering Committee, Head of the Tournament Organizing Committee); Mr. Tran Duc Hoa (Vice President of the University Student Association, Vice President of the University Sports Association, Deputy Head of the Tournament Organizing Committee). Also present were representatives from the Party Committee - Board of Directors, the Youth Union - Student Association of the Faculties/Departments, and representatives from 17 football teams from the Faculties/Departments and the Administrative Block.
The excitement of the ceremony was focused on the draw for the group stage, which held quite a few surprises. Participating in the tournament for the first time, the Administrative Block was like an enigma that the Faculties of Oriental Studies, Philosophy, and Information & Library Science had to decipher. Meanwhile, Group D – the only group with five teams – was considered the "group of death" due to the high frequency of matches and the presence of numerous strong contenders, such as the reigning champion, Political Science, and long-standing rivals from the Faculties of History, Management Science, Sociology, Archival Studies, and Office Administration.

Another highlight of the Gala was the introduction and discussion of the rules of the game. This year, the organizing committee focused on simplifying and adding some rules suitable for the tournament, notably the regulations on player eligibility and on-court kick-off situations – issues that had previously caused much controversy. Discussions mainly revolved around topics such as jerseys, complaint rules, the number of members per team, etc. Overall, however, this year's rules of the game have addressed the shortcomings that existed in previous seasons.
