In recent years, the International Committee of the Red Cross (ICRC) has actively collaborated with the University of Social Sciences and Humanities in communication activities regarding the International Red Cross and Red Crescent Movement and International Humanitarian Law. The ICRC, in coordination with the Faculty of International Studies (University of Social Sciences and Humanities) and the Vietnam Red Cross Society, has organized seminars on the topic of "Humanitarian Law and International Conflict" since 2011. These seminars have contributed to raising awareness among faculty, lecturers, and students at the University about fundamental issues of International Humanitarian Law such as search and rescue, refugee issues in war, disaster prevention, the differences between International Humanitarian Law and Human Rights Law, etc.
Associate Professor Pham Quang Minh, on behalf of the University's leadership, expressed gratitude for the ICRC's contributions to the University. To further enhance the effectiveness of the ICRC's activities, the Rector proposed several ideas, including organizing short-term courses on International Humanitarian Law for the University's faculty, establishing a library on International Humanitarian Law, and expanding seminars on International Humanitarian Law to other provinces and cities, such as Ho Chi Minh City. In the future, the University's Faculty of International Studies will offer International Humanitarian Law as a course within its curriculum.

Ms. Cherine Pollini highly appreciated the proposals of Associate Professor Pham Quang Minh. On behalf of the International Committee of the Red Cross, she pledged that the ICRC would support the School in organizing training courses on International Humanitarian Law, translating and publishing documents on International Humanitarian Law, and continuing to maintain the current annual seminars. She also accepted Associate Professor Pham Quang Minh's invitation to attend the workshop on Responsibility to Protect in Hanoi next September.

The International Committee of the Red Cross, established in 1863, is a founding member of the International Red Cross and Red Crescent Movement. In addition to protecting and assisting war victims, the Committee also advocates for and oversees the dissemination of International Humanitarian Law and monitors its implementation. Currently, the International Committee of the Red Cross and the Red Cross Society of Thailand are supporting the Vietnam Red Cross in developing a standardized set of lecture materials for use in training courses, tailored to different target groups.
