In recent years, the International Committee of the Red Cross (ICRC) has actively cooperated with the University of Social Sciences and Humanities in communication activities on the International Red Cross and Red Crescent Movement and International Humanitarian Law. The ICRC has coordinated with the Faculty of International Studies (University of Social Sciences and Humanities) and the Vietnam Red Cross Society to organize seminars on the topic of "Humanitarian Law and International Conflict" starting from 2011. These seminars have contributed to raising awareness of the University's staff, lecturers and students on basic issues of International Humanitarian Law such as search and rescue, refugee issues in war, disaster prevention, the difference between International Humanitarian Law and Human Rights Law, etc.
Assoc. Prof. Dr. Pham Quang Minh, on behalf of the School's Board of Directors, thanked the ICRC for its contributions to the School. To contribute to improving the effectiveness of the ICRC's activities, the Rector proposed a number of ideas such as organizing short-term courses for the School's teaching staff on International Humanitarian Law, establishing a library on International Humanitarian Law, and expanding seminars on International Humanitarian Law to other provinces and cities such as Ho Chi Minh City. In the future, the School's Faculty of International Studies will organize the teaching of International Humanitarian Law as a subject in the training program.

Ms. Cherine Pollini highly appreciated the proposals of Assoc. Prof. Dr. Pham Quang Minh. On behalf of the International Committee of the Red Cross, she pledged that the ICRC would support the School in organizing training courses on International Humanitarian Law, translating and publishing documents on International Humanitarian Law, as well as continuing to maintain annual seminars as they are now. At the same time, she accepted the invitation of Assoc. Prof. Dr. Pham Quang Minh to attend the workshop on Responsibility to Protect in September in Hanoi.

The International Committee of the Red Cross was established in 1863 and is a founding member of the International Red Cross Movement. In addition to its activities to protect and assist victims of war, the Committee is also the agency that promotes and supervises the dissemination of International Humanitarian Law and monitors the implementation of its basic principles. Currently, the International Committee of the Red Cross and the Thai Red Cross Society are supporting the Vietnam Red Cross Society to develop a set of standard lecture outlines for use in training courses, suitable for different audiences.
