Institute of Policy and Management recognized as a key Research Center of VNU

On December 20, 2018, the University of Social Sciences and Humanities held a ceremony to announce the decision to recognize the VNU-level Key Research Center and announce the Board of Directors of the Institute of Policy and Management (IPAM) for the 2018-2023 term.

Attending the ceremony:

- On the side of VNU, there were Prof. Dr. Nguyen Huu Duc (Permanent Deputy Secretary of the Party Committee, Vice President of VNU), Assoc. Prof. Dr. Nguyen Van Tich (Head of Science and Technology Department of VNU).

- On the side of the University of Social Sciences and Humanities, there were Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities); Prof. Dr. Nguyen Van Kim (Party Committee Secretary, Vice Rector of the University), Prof. Dr. Nguyen Van Khanh (Chairman of the Scientific Council, Former Director of the Institute of Policy and Management).

- On the guest side, there were Dr. Pham Tat Thang (Deputy Chairman of the National Assembly's Committee for Culture, Education, Youth, Adolescents and Children), Mr. Trinh Ngoc Cuong (Deputy Director of the National Assembly Library), Ms. Nguyen Thi Thu Ha (Representative of the Rosa Luxembourg Southeast Asia Institute), Mr. Nguyen Manh Tien (Director of the Department of Labor, War Invalids and Social Affairs of Ha Nam).

- On the side of the Institute of Policy and Management, there were Associate Professor, Dr. Vu Cao Dam (Former Director of the Center for Policy Research and Analysis, Chairman of the Institute's Science and Technology Council), Associate Professor, Dr. Dao Thanh Truong (Director, Head of the Faculty of Management Science, University of Social Sciences and Humanities).

There were also representatives of local government agencies, domestic and foreign partners, experts, researchers, teachers and students of the Institute of Policy and Management.

The Institute of Policy and Management has a history of nearly two decades of development. In 2001, the Rosa Luxembourg Institute cooperated with the University of Social Sciences and Humanities to develop the "Sociology of Environment and Development Research Program". In 2007, the program developed and changed its name to the Center for Policy Research and Analysis (CEPSTA) according to Decision No. 775 QD/XHNV–TC dated March 16, 2007 of the President of the University of Social Sciences and Humanities. In 2013, the Center was upgraded to the Institute of Policy and Management (IPAM) according to Decision No. 876 QD/XHNV-TC dated April 16, 2013 of the President of the University of Social Sciences and Humanities.

Dr. Ngo Thi Kieu Oanh (Department of Personnel Organization, University of Social Sciences and Humanities) announced the recognition decisions at the ceremony.

Over the past 17 years, with the slogan “Think tank – Perception – Innovation”, IPAM has made great strides, becoming a connecting point for policy and management networks in Vietnam as well as the Southeast Asia region.

Regarding training, each year IPAM conducts 02 training courses on "Policy analysis and planning skills" and "Policy appraisal and evaluation skills" for grassroots planners. The number of training courses is up to more than 45, including 03 courses for officials of the Central Offices. Most recently, the Institute organized additional short-term courses on leadership and management skills for those in the leadership and management planning; with 10 pilot training courses in 2016-2018 in Ly Son Island District (Quang Ngai), Nam Tu Liem, Thanh Tri (Hanoi).

In terms of academics, the Institute has published 30 international articles, including 15 articles with ISI/Scopus indexes, as well as documents and rapid assessment reports for committees of the National Assembly. IPAM is currently chairing 3 State-level tasks and ministerial and local science and technology tasks. Since 2015, IPAM has undertaken and published 15 issues of the Journal of Policy and Management Research, aiming to collect research results in this field. In addition, the development of a strong Research Group model, the Taskforce Group, has helped the Institute maximize resources to implement projects, topics, and protocols at many levels domestically and internationally.

Speaking at the ceremony, on behalf of VNU, Prof. Dr. Nguyen Huu Duc said that the system of key research centers is a strategy of VNU to improve the scale and quality of science and technology products. Thereby, enhancing the position of a leading training institution in Vietnam. These centers will not only deploy but also apply science and technology products into practice. The decision to recognize the VNU-level Key Research Center has demonstrated IPAM's efforts in science and technology activities. The Vice President of VNU also emphasized the connection and coordination between IPAM and training units such as the Faculty of Management Science to advise and orient policies for the construction of a national research university in the future.

On behalf of the University of Social Sciences and Humanities, Prof. Dr. Pham Quang Minh said that the remarkable development of IPAM was a surprise to the entire University. The Rector expressed his gratitude to the previous generations of leaders who laid the foundation for the development of the Institute; at the same time, he expressed his hope for future generations of leaders. The consensus and agreement of all members will help the Institute develop more strongly and make more breakthroughs in the next 5 years.

On behalf of previous generations of leaders, Associate Professor Dr. Vu Cao Dam expressed his emotion when attending the ceremony. He expressed his gratitude for the support of past and present generations of leaders of the University of Social Sciences and Humanities; praised the tireless efforts of the young generations of leaders of the Institute. For his part, Professor Dr. Nguyen Van Khanh expressed his joy when the Institute became one of the 10 key research centers of VNU. He said that if the scientific and technological products of natural science institutions are laboratories and inventions; the products of social science and humanities institutions are documents and monographs, policy advice in various areas of social life. Therefore, this event is a source of pride for the University in particular and for Vietnam's social sciences and humanities in general.

On behalf of the IPAM Board of Directors for the 2018-2023 term, Associate Professor, Dr. Dao Thanh Truong affirmed that the decision to recognize the VNU Key Research Center is the result of the continuous efforts of the collective and a large team of collaborators, the pioneering of previous generations of leaders, and the enthusiastic advice/consultation of the Scientific Council and the IPAM Advisory Council. In addition, it is impossible not to mention the long-term companionship and coordination of foreign partners, especially the Rosa Luxembourg Southeast Asia Institute. Associate Professor, Dr. Dao Thanh Truong pledged to continue to inherit and promote existing achievements and constantly innovate to build a sustainable roadmap for the Institute in the future.

The Director of IPAM also announced the Institute's upcoming strategy with three breakthroughs: strengthening policy consultation and advice in the fields of social life; expanding interdisciplinary and inter-departmental research directions to build specific products of social sciences and humanities; increasing international publications to enhance the competitiveness and reputation of a key research center at VNU level.

Also at the ceremony, representatives of the National Assembly Library Board of Directors received the book.Policy Evaluation Skillscompiled by IPAM. This is the 5th award since 2011.
