1.1.Current regulations on tuition fee exemption

- Decree No. 86/2015/ND-CP dated October 2, 2015 of the Government; Regulations on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year;

- Joint Circular No. 09/2016/TTLT-BGDĐT-BTC-BLĐTBXH guiding a number of articles of Decree No. 86/2015/ND-CP dated October 2, 2015 of the Government regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year.

1.2. Subjects eligible for tuition exemption or reduction, required documents

The object is free tuition

- People with revolutionary contributions and relatives of people with revolutionary contributions according to the Ordinance on preferential treatment for people with revolutionary contributions No. 26/2005/PL-UBTVQH11 dated June 29, 2005, Ordinance No. 04/2012/UBTVQH13 dated July 16, 2012 amending and supplementing a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions;

- Disabled students with economic difficulties;

- People from 16 to 22 years old who fall into one of the cases specified in Clause 1, Article 5 of Decree No. 136/2013/ND-CP dated October 21, 2013 of the Government stipulating support policies for social protection beneficiaries who are studying in high school, vocational school, professional secondary school, college, or first-degree university;

- Students are ethnic minorities from poor and near-poor households according to regulations of the Prime Minister;

- Ethnic minority studentsvery few people (16 ethnic groups with very few people with a population of less than 10,000 people include: La Ha, La Hu, Pa Then, Chut, Lu, Lo Lo, Mang, Cong, Co Lao, Bo Y, Ngai, Si La, Pu Peo, Brau, Ro Mam, O Du)in areas with difficult or especially difficult socio-economic conditions as prescribed by competent authorities.

Subjects eligible for 70% tuition reduction

Students are ethnic minorities (not a very small minority)in areas with particularly difficult socio-economic conditions as prescribed by competent authorities

Subjects eligible for 50% tuition reduction

Students who are children of officials, workers, or civil servants whose father or mother has had a work accident or occupational disease are entitled to regular allowances.

1.3. Documents for procedures for tuition exemption and reduction

- Application for tuition exemption or reduction (according to form);

- Documents issued by the state certifying that students belong to the above categories;

- Copy of Birth Certificate.

- Notarized photocopy of household registration book

1.4. Implementation process

- Every March and October, the Department of Politics and Student Affairs prepares an official dispatch to guide implementation.

- The Political and Student Affairs Assistants of the units guide the Class President to notify the students of their units to prepare documents and submit them directly to the Political and Student Affairs Office according to the instructions.
