Also attending the reception for the Cuban Ambassador and the leader of the Raúl Roa García Institute for International Relations were representatives from the Department of Foreign Affairs and Journals; and the Faculty of International Studies.

Speaking at the meeting, Professor Hoang Anh Tuan (Rector of the University of Social Sciences and Humanities) expressed his gratitude to the Cuban Embassy in Vietnam and to the Ambassador personally for connecting and effectively implementing cooperation activities between the University and Cuban educational and scientific organizations. Currently, two Cuban students are studying and researching at the Department of Vietnamese Studies and Vietnamese Language of VNU-USSH.
Rector Hoang Anh Tuan and Professor Rogelio Sierra Díaz both affirmed that there is ample room for cooperation between the two sides.
With its leading position in the field of social sciences and humanities, the University of Social Sciences and Humanities is honored to be entrusted by ministries and agencies with leading the implementation of major science and technology programs serving the cause of national construction and development in the new context. 2025 is a year of special significance as Vietnam celebrates many important milestones, and it is also the Year of Friendship between Vietnam and Cuba, commemorating the 65th anniversary of the establishment of diplomatic relations between the two countries. Therefore, the University wishes to strengthen cooperation in training and scientific research to a new level with partners in Cuba.
Expressing his appreciation for the warm welcome extended by the University of Social Sciences and Humanities to the delegation, the Director of the "Raúl Roa García" Institute for Higher International Relations, Rogelio Sierra Díaz, affirmed that the Vietnam-Cuba relationship is a special, loyal, and pure friendship, rare in international relations. The cooperation between the two universities has immense academic value and contributes to strengthening the friendship between the two countries. As a leading institution in Cuba for training and research in international relations, and for training diplomatic personnel not only in Cuba but also in many countries around the world, the "Raúl Roa García" Institute for Higher International Relations wishes to expand cooperation with the University of Social Sciences and Humanities in the following specific areas:
1. Exchange of students, trainees, faculty members, and experts.
2. Collaborative publication in reputable journals and publishing houses in both countries.
3. Collaboration in scientific research.
Director Rogelio Sierra Díaz informed that the Raúl Roa García Institute is organizing a biennial international scientific conference (scheduled for March/April 2026) on topics related to international relations, Latin America, and political institutional systems, and cordially invites scientists from the University of Social Sciences and Humanities to participate. This is not merely an academic exchange but, more importantly, a chance to share valuable lessons and experiences in building and developing each nation.
Agreeing with the cooperation direction proposed by the leader of the Higher Institute of International Relations, "Raúl Roa García," Rector Hoang Anh Tuan emphasized several specific activities that the two sides could immediately coordinate: The University of Social Sciences and Humanities will send the publication regulations and introduction to the Journal of Social Sciences and Humanities so that Cuban scholars can submit articles for publication. In 2025, on the occasion of the 80th anniversary of the founding of the Democratic Republic of Vietnam (1945-2025), the University of Social Sciences and Humanities will host an international scientific conference expected to have the participation of numerous scholars from around the world, and respectfully invite Cuban scientists to write papers and participate in person.
Rector Hoang Anh Tuan expressed his desire to welcome the Cuban Ambassador in the near future to exchange ideas with faculty and students specializing in Cuba, the Latin American region, and international relations.
Concluding the meeting, both sides agreed to soon proceed with signing a cooperation agreement to serve as a legal basis for promoting cooperation activities between the two units in the future.
