10. Tóm tắt các kết quả của luận văn:
Luận văn hướng tới việc nghiên cứu sự hình thành, thực trạng và khả năng phát triển của hai cơ chế hợp tác an ninh QUAD và AUKUS trong bối cảnh cạnh tranh chiến lược giữa các nước lớn tại khu vực Ấn Độ Dương -Thái Bình Dương, từ đó làm rõ bản chất hợp tác của hai cơ chế này, đồng thời đánh giá tác động của hai cơ chế này đối với cấu trúc an ninh khu vực và đề xuất một số hàm ý chính sách đối với Việt Nam.
Để thực hiện mục tiêu nghiên cứu, luận văn tập trung giải quyết ba nhiệm vụ trọng tâm sau:
Thứ nhất, làm rõ cơ sở lý luận về hợp tác an ninh quốc tế, đồng thời xây dựng khung phân tích làm cơ sở để đánh giá và so sánh QUAD với AUKUS.
Thứ hai, phân tích sự hình thành và thực trạng hoạt động của QUAD và AUKUS, từ đó làm rõ bản chất hợp tác của hai cơ chế. Kết quả nghiên cứu cho thấy QUAD là cơ chế tiểu đa phương linh hoạt, có phạm vi hợp tác rộng và mang tính điều phối chiến lược, trong khi AUKUS là cơ chế hợp tác an ninh - công nghệ quốc phòng chuyên sâu, tập trung vào tăng cường năng lực răn đe và phát triển công nghệ quốc phòng tiên tiến. Mặc dù có mức độ hội tụ lợi ích và cam kết an ninh khác nhau, cả QUAD và AUKUS đều chưa đạt tới cấp độ liên minh quân sự theo nghĩa truyền thống.
Thứ ba, đánh giá khả năng phát triển và tác động của QUAD và AUKUS đối với cấu trúc an ninh khu vực. Kết quả nghiên cứu cho thấy trong tương lai gần, khả năng QUAD và AUKUS phát triển thành các liên minh quân sự là không cao do những hạn chế về mức độ thể chế hóa, cam kết an ninh và sự khác biệt về lợi ích chiến lược giữa các thành viên. Đồng thời, QUAD và AUKUS là hai lớp cấu trúc bổ trợ trong một hệ thống an ninh đa tầng, phản ánh xu hướng hình thành cấu trúc an ninh “lai ghép” tại khu vực Ấn Độ Dương-Thái Bình Dương. Sự tồn tại của hai cơ chế này một mặt góp phần tái cân bằng quyền lực, tăng cường năng lực răn đe và hỗ trợ duy trì trật tự khu vực dựa trên luật lệ; mặt khác làm gia tăng cạnh tranh nước lớn, thúc đẩy tình trạng lưỡng nan an ninh, phân mảnh cấu trúc an ninh khu vực và tạo sức ép đối với vai trò trung tâm của ASEAN.
11. Khả năng ứng dụng trong thực tiễn
Về mặt khoa học, luận văn góp phần bổ sung cơ sở lý luận về các cơ chế hợp tác an ninh quốc tế, đồng thời cung cấp một khung phân tích để đánh giá và so sánh các cơ chế hợp tác an ninh mới ở khu vực.Về mặt thực tiễn, việc nhận diện rõ bản chất, khả năng phát triển và tác động của QUAD và AUKUS giúp Việt Nam xây dựng chính sách đối ngoại phù hợp, tận dụng cơ hội hợp tác, duy trì cân bằng chiến lược và bảo đảm độc lập, tự chủ trong bối cảnh môi trường an ninh khu vực đang có nhiều biến động.

11. Summary of the findings of the thesis:
This thesis examines the formation, current development, and future prospects of the QUAD and AUKUS security cooperation mechanisms in the context of intensifying strategic competition among major powers in the Indo-Pacific region. It aims to clarify the nature of these two mechanisms, assess their impact on the regional security environment, and propose several policy implications for Vietnam.
To achieve these objectives, the thesis focuses on three main tasks.
First, it reviews the theoretical foundations of international security cooperation and develops an analytical framework based on four criteria: convergence of interests, power structure, scope of cooperation, and the level of institutionalization and security commitments. This framework serves as the basis for evaluating and comparing QUAD and AUKUS.
Second, the thesis examines the formation and development of QUAD and AUKUS in order to identify their core characteristics. The results indicate that QUAD is a flexible minilateral mechanism with a broad agenda covering both traditional and non-traditional security issues, while AUKUS is a more focused security and defense partnership centered on deterrence capabilities and advanced defense technologies. Although the two mechanisms differ in terms of strategic interests and security commitments, neither has evolved into a traditional military alliance.
Third, the thesis evaluates the future prospects and regional impact of QUAD and AUKUS. The findings suggest that the possibility of either mechanism evolving into a formal military alliance in the near future remains limited due to differences in strategic interests, the absence of collective defense obligations, and relatively low levels of institutionalization. Rather than competing with one another, QUAD and AUKUS function as complementary components of a broader, multi-layered security architecture in the Indo-Pacific.
The thesis also finds that these mechanisms have both positive and negative impacts on the region. On the one hand, they contribute to maintaining the balance of power, strengthening deterrence, and supporting a rules-based regional order. On the other hand, they may intensify major-power competition, deepen security concerns among regional states, contribute to the fragmentation of the regional security architecture, and pose additional challenges to ASEAN’s central role in regional affairs.

Scientific contribution: The thesis contributes to the theoretical foundation of international security cooperation mechanisms, while providing an analytical framework for evaluating and comparing emerging security cooperation mechanisms in the context of strategic competition among major powers.
Practical applicability: By clarifying the nature, development prospects, and impact of QUAD and AUKUS, the thesis provides a basis for Vietnam to formulate appropriate foreign policies, capitalize on opportunities for cooperation, maintain strategic balance, and safeguard its independence and autonomy amid the evolving regional security environment.
