INTRODUCTION

1. Reasons for choosing the thesis topic

Entering the 21st century, the scientific and technological revolution (S&T) and the knowledge economy have made great strides. The demand for human resources (HR), especially high-quality HR, is increasingly urgent, determining the economic and social competitiveness (ES) of every nation and people.

The Communist Party of Vietnam always affirms the view that people are the goal, the driving force, and the decisive factor for the sustainable development of society. The Resolution of the 8th National Congress (1996) affirmed: "Improving people's knowledge, nurturing and promoting the great resources of the Vietnamese people are the decisive factors for the success of industrialization and modernization" [48, pp.114-115].

In the 2011-2020 Socio-Economic Development Strategy, our Party has proposed three strategic breakthroughs, including the second breakthrough: "Rapidly developing human resources, especially high-quality human resources, focusing on fundamental and comprehensive innovation of national education; closely linking human resource development with the development and application of science and technology". [54, p.106].

By 2015, the education and training system at all levels from primary to university and vocational training nationwide was reorganized. However, education and training in Vietnam has not really become a top national policy or a driving force for development.

Dong Nai province is an economic growth pole of the Southern key economic region, with an extremely important position and role in regional development and the implementation of industrialization and modernization of the country. After nearly 30 years of renovation, especially the period of promoting industrialization and modernization of the country (1996-2015), Dong Nai has become one of the strongly developed provinces, among the localities with high growth rates. However, besides the achievements, Dong Nai's human resources still show many limitations and shortcomings. Therefore, the construction and development of human resources to meet the requirements of industrialization, modernization and international integration is an extremely important issue in every stage of development.

As a lecturer of the History of the Communist Party of Vietnam at Dong Nai University, the researcher has favorable conditions to study the leadership of the provincial Party Committee. Study the process of the Dong Nai provincial Party Committee leading the development of human resources in the early period of promoting the country's industrialization and modernization. With that meaning, the researcher chooses the problem: "Dong Nai Provincial Party Committee leads human resource development from 1996 to 2015”,PhD thesis, majoring in History of the Communist Party of Vietnam.

2. Research purpose and tasks

2.1. Purpose

Clarifying the process of Dong Nai Provincial Party Committee leading the development of human resources from 1996 to 2015, advantages, limitations, and presenting experiences to apply in practice in leading the development of human resources in the province in the next stage.

2.2. Research tasks

- Collect and systematize research documents on the Party's leadership in human resource development from 1996 to 2015, raise issues about content and methods that the thesis can inherit and focus on researching and implementing.

- Clarifying the factors affecting the leadership of Dong Nai Provincial Party Committee on human resource development from 1996 to 2015.

- Systematizing the viewpoints and policies of the Communist Party of Vietnam on human resource development to meet the requirements of industrialization and modernization of the country (1996-2015).

- Based on the Party's policies, clarify the application of the Dong Nai Provincial Party Committee to local practice, clarify the policies and directions on human resource development from 1996 to 2015 through 2 stages: 1996 - 2005, 2006 - 2015.

- Evaluate the advantages and limitations in the leadership of human resource development of Dong Nai Provincial Party Committee, the causes of those advantages and limitations; draw out the main experiences in the leadership of human resource development of Dong Nai Provincial Party Committee from 1996 to 2015 so that Dong Nai Provincial Party Committee can continue to develop and perfect the policy and direction of human resource development in the next period.

3. Research object and scope

3.1. Research subjects

Policies and directions of Dong Nai Provincial Party Committee on human resource development from 1996 to 2015.

3.2. Scope of research

- About content:NNL has many contents. Within the scope of this thesis, the researcher focuses on studying the policies and directions of the Dong Nai Provincial Party Committee on developing NNL on the following contents: (1) directing the training and fostering of human resources for cadres, civil servants, and public employees; (2) directing the training of colleges, universities, and postgraduates to develop the intellectual team; (3) directing the work of technical labor.

- About space:The thesis studies the leadership of Dong Nai Provincial Party Committee on human resource development in Dong Nai province.

- About time:The thesis focuses on the period from 1996 to 2015, through 4 Congresses of the Dong Nai Provincial Party Committee, terms VI, VII and VIII, IX. The thesis takes the starting point of the research as 1996, the year the Party Committee focused on leading the development of human resources to serve the early stage of the period of promoting industrialization and modernization of the country; the end point of the research is 2015, the year the Dong Nai Provincial Party Committee summarized the completion of the human resources development program, phase 2 (2011-2015).

4. Theoretical basis, sources of documents and research methods

4.1. Theoretical basis

The thesis is based on the theory of Marxism-Leninism, Ho Chi Minh's thought and the viewpoints of the Communist Party of Vietnam, the state's policy on the role of human resources and human resources development in socio-economic development in the renovation period.

4.2. Sources of information

Works of Marx - Engels, Ho Chi Minh. Leadership documents of the Communist Party of Vietnam, State documents on training and development of human resources from 1996 to 2015 (Resolution, directive, decision, circular…).

Resolutions, plans, programs, reports of the Party Executive Committee (Provincial Party Committee), the Standing Committee of the Provincial Party Committee and of the Party Committees of Dong Nai province; Resolutions of the People's Council (PC), the People's Committee (PC), documents of the Dong Nai Provincial Statistical Office, Department of Home Affairs, Department of Education and Training; Department of Science and Technology, Department of Labor, Invalids and Social Affairs and other departments and branches.

- Published books and newspapers, scientific works of groups and individuals, articles, magazine articles, theses and dissertations published related to the topic.

4.3.Research methods

- The main method used by the researcher to carry out the thesis is the historical method combined with the logical method. In addition, the researcher also uses a number of other methods such as: statistics, systematization, comparison, contrast, analysis, synthesis,... to clarify the policy and direction of building and developing human resources of the Dong Nai Provincial Party Committee from 1996 to 2015.

5. Main contributions of the thesis

About science: The thesis has reviewed the published works related to the topic, provided a general understanding of the research issue; Clarified the factors affecting the leadership process of implementing human resource development in Dong Nai province from 1996 to 2015; Systematically recreated the process of Dong Nai Provincial Party Committee leading human resource development from 1996 to 2015. On that basis, it provides comments, advantages, limitations, and points out the causes of those advantages and limitations in the leadership of human resource development of Dong Nai Provincial Party Committee in the period of 1996 - 2015; on that basis, it draws some key experiences in leading human resource development of Dong Nai Provincial Party Committee.

In practice: The research results of the Thesis can contribute more reference materials for Party committees at all levels in Dong Nai province and neighboring localities in the same situation, in the leadership of human resource development; at the same time, contribute more materials for teaching, studying, and researching the history of the Dong Nai Provincial Party Committee in general, for teachers and students of the Provincial Political School and the Education and Training Institutions of Dong Nai province in particular.

6. Structure of the thesis

In addition to the introduction, conclusion, list of references and appendixes, the content of the thesis includes 4 chapters and 8 sections:

 

Chapter 1
OVERVIEW OF RESEARCH SITUATION

1.1. SCIENTIFIC WORKS RELATED TO THE THESIS TOPIC

Research on the development of human resources of the country and each locality is both a theoretical and practical issue; it is an important factor determining the competitive strength, success and sustainable development of society. This issue has been studied by many scientists and social organizations. Through the study of previous scientific works, we summarize them into the following groups:

1.2.1. Overview of research results of works related to the topic that the thesis can inherit

1.2.1.1. About content

The above scientific works have clarified theoretical issues based on the doctrine of Marxism-Leninism, Ho Chi Minh's thought, the guidelines of the Communist Party of Vietnam, the State's policies on people, care and development of human resources; general theoretical issues on human resources at home and abroad; affirmed the importance and necessity of developing human resources to better meet the needs of promoting industrialization, modernization and international integration.

In general, most of the works have focused on clarifying the decisive role of trained human resources in economic development and solving social problems. Thereby affirming the necessity of linking the promotion of education and training with the use of human resources to serve the industrialization and modernization of the country; affirming that human resources are an extremely important factor, deciding the success and sustainable development of each country.

Some scientific works have deeply studied the current situation of human resources in some localities, some industries, some fields in particular and in Vietnam in general. They have pointed out the achievements and limitations in the process of leading human resources development. At the same time, they have outlined some experiences in human resources development in Vietnam, proposed feasible solutions for investment in human resources development to meet the requirements of the knowledge-based economy era. This is an important scientific basis for the author to refer to and inherit, thereby having a comprehensive and objective view when implementing the topic.

Research projects on Dong Nai province have initially clarified the natural and social conditions; the importance and necessity of human resource training; some viewpoints and policies of the Party Committee and authorities at all levels of Dong Nai province in the process of directing and implementing human resource training and development to meet the requirements of socio-economic development of a modern industrial province.

1.2.1.2. About research methods and sources of materials

- About research methods

The above scientific works are approached by the authors from many different angles, scopes, and research fields. On that basis, the authors also use many different research methods such as: historical method, logical method, analytical method, synthesis, comparison, statistics, interdisciplinary method... In which, historical method and logical method are mainly used.

The smooth combination of specialized and interdisciplinary scientific research methods of scientists is of great significance in helping the author systematize, generalize, analyze, and clarify the role of human resource development in socio-economic development as well as the leadership of the Communist Party of Vietnam, local Party Committees, and Dong Nai Provincial Party Committee in human resource development.

- About the source of the material

The above research works are an extremely rich source of documents, approached from many different aspects such as history, ideology, politics, economics, education, culture... It can be said that this is a valuable source of documents, systematically providing valuable documents related to training and development of human resources in the country in general, in Dong Nai province in particular. On that basis, the thesis will inherit, explain and clarify the purpose and tasks of the thesis.

Relevant research works are a valuable source of documents; they are important scientific arguments for graduate students to refer to, inherit, and interpret during the thesis process.

Based on the research of published works, the author affirms that, up to now, there has been no work that systematically and directly researches the process of the Dong Nai Provincial Party Committee leading the development of human resources from 1996 to 2015 from the perspective of the research of the History of the Communist Party of Vietnam. That is the novelty, theoretical and practical value of the topic; it is also a high demand, a great difficulty for the independence of scientific research of the author of the thesis.

1.2.2. Thesis focused research issues

Based on the research results of the above works, the author of the thesis finds it necessary to delve into and clarify some basic issues as follows:

One is, clarifying the theoretical and practical basis of the human resource development process of Dong Nai Provincial Party Committee to meet the requirements of industrialization and modernization of the country in Dong Nai province from 1996 to 2015. Those are the viewpoints of Marxism-Leninism, Ho Chi Minh thought, the Party's guidelines, and State policies on human resource development.

Two is, research, analyze and clarify the process of policy planning and implementation direction (through ideological work, implementation organization work, inspection work and exemplary actions of cadres and party members) of Dong Nai Provincial Party Committee on human resource development from 1996 to 2015 through two stages (1996-2005 and 2006-2015) with four Provincial Party Congress terms (Congress VI, VII, VIII and IX).

Three is, Comments, evaluates the advantages, causes of the advantages; clarifies the shortcomings, limitations that need to be overcome, causes of the limitations. On that basis, the thesis draws out the main experiences that have reference value for the Dong Nai Provincial Party Committee in the process of leading the development of human resources, to continue to implement effectively in the coming years.

Chapter 1 Summary

The issue of human resources and human resource development is the most important constituent element of the social productive forces, determining the strength of a nation. Therefore, this is an issue that continues to receive research attention from many scientists with multidimensional perspectives. The thesis focuses on an overview of scientific works related to the thesis topic. These are works including published books, theses, scientific topics and journal articles; scientific works related to human resources and leadership in human resource development in Dong Nai province.

Through the Overview, the author has systematized and summarized the research results of works related to the topic that the Thesis can inherit. It can be affirmed that, up to now, from the perspective of Party History, there has not been any monograph that systematically mentioned the process of the Dong Nai Provincial Party Committee leading the development of human resources from 1996 to 2015.

The thesis issues that need further research are:One is, clarifying the theoretical and practical basis of the process of developing human resources of Dong Nai Provincial Party Committee to meet the requirements of industrialization and modernization of the country in Dong Nai province from 1996 to 2015.Two is, research, analyze and clarify the process of policy planning and direction of Dong Nai Provincial Party Committee on human resource development from 1996 to 2015 through two stages (1996-2005 and 2006-2015).Three is, commenting and evaluating the advantages and causes of the advantages; clarifying the shortcomings and limitations that need to be overcome, and the causes of the limitations. On that basis, the thesis draws some key experiences that are valuable for the Dong Nai Provincial Party Committee in the process of leading the development of human resources, to continue to implement effectively in the coming years.

Chapter 2

POLICY AND DIRECTION OF THE PARTY COMMITTEE OF DONG NAI PROVINCE

ON HUMAN RESOURCE DEVELOPMENT FROM 1996 TO 2005 

2.1. FACTORS AFFECTING AND POLICIES OF THE PARTY COMMITTEE OF DONG NAI PROVINCE ON HUMAN RESOURCE DEVELOPMENT

2.1.1. Influencing factors

2.1.1.1. Natural conditions, economic, cultural and social characteristics of Dong Nai province

Dong Nai is located in the center of the Southeast region, one of the three development triangles of Ho Chi Minh City - Binh Duong - Dong Nai, with many advantages to expand cooperation in science and technology, training, development of industrial production, agriculture, services and tourism development. This is a favorable condition for Dong Nai to develop into a strong economic, commercial, science and technology, training and human resource development center in the Southeast region.

2.1.1.3. Current status of human resources in Dong Nai province before 1996

By 1996, Dong Nai was a province with abundant human resources, mostly young labor force with high education and technical expertise, meeting the human resources requirements for industrialization and modernization of the province.

However, besides the achievements, Dong Nai's human resources actually reveal many limitations and weaknesses.

2.1.2. Policy of Dong Nai Provincial Party Committee on human resource development

Since 1996, the world and domestic situation has had a strong impact on the development of Vietnam in general and all localities across the country in particular, including Dong Nai province.

The 7th Congress of Dong Nai Provincial Party Committee (May 1996) determined the direction, goals and tasks of the Provincial Party Committee on developing the province's human resources in the 5 years (1996 - 2000).

The 6th Congress of Dong Nai Provincial Party Committee (December 2000) determined the direction, goals and tasks of the Provincial Party Committee on developing the province's human resources in the 5 years (2001 - 20056)

The policies of the Provincial Party Congress are the basis for the Provincial Party Committee to direct Party committees at all levels, agencies, departments and branches of the Provincial Party Committee and the provincial government to implement.

2.2. DONG NAI PROVINCIAL PARTY COMMITTEE DIRECTS HUMAN RESOURCE DEVELOPMENT

2.2.1. Directing the training and development of human resources for cadres, civil servants and public employees

2.2.2. Directing college, university and postgraduate training to develop intellectuals

Chapter 2 Summary

The concepts related to human resources and human resource development are presented as the basis for analyzing the policies and directions for human resource development of Dong Nai Provincial Party Committee in the period of 1996-2005. These are the key issues of chapter 2. The policies of the Communist Party of Vietnam on human resource development in the period (1996-2005) are the fundamental theoretical basis for the researcher to solve the problem.

Dong Nai's natural conditions, socio-economic conditions, historical and cultural traditions have created a great advantage for Dong Nai, meeting all favorable conditions as well as great demands for developing human resources and socio-economic development. However, in the years 1996-2005, the rapid increase in mechanical population and the establishment of many industrial zones in the area helped the socio-economic development but also raised many issues that the Provincial Party Committee had to lead and solve.

During the period (1996-2005), the Dong Nai Provincial Party Committee has thoroughly and fully grasped the viewpoints and policies of the Communist Party of Vietnam on training and developing human resources. The direction of ideological work, organization and implementation, inspection and summary of the implementation of human resources development are highly valued by the Provincial Party Committee. The Dong Nai Provincial Party Committee has concretized the guidelines and directed the People's Council and People's Committee to develop specific implementation plans for technical labor training; training in technical occupations, developing a network of vocational training institutions; developing a team of vocational teachers; directing the training and fostering of human resources for cadres, civil servants and public employees in the labor system; directing the work of general education and training, college, university and postgraduate training, etc.

In the documents of the Provincial Party Committee, People's Council and People's Committee, the important position and role of human resources in socio-economic development are affirmed, considering this a top task and a fundamental factor determining the success of the industrialization and modernization cause in the province.

In 10 years (1996-2005), Dong Nai Provincial Party Committee has had many policies and solutions to direct the development of human resources. Although there are still limitations, the results achieved in the leadership of the Party Committee are valuable experiences for Dong Nai Provincial Party Committee to continue to promote achievements, limit shortcomings, and continue to lead the development of human resources better in the coming time.

 

Chapter 3

DONG NAI PROVINCE PARTY COMMITTEE LEADS TO PROMOTE

HUMAN RESOURCE DEVELOPMENT FROM 2006 TO 2015

3.1. NEW REQUIREMENTS AND POLICIES OF THE PARTY COMMITTEE OF DONG NAI PROVINCE ON HUMAN RESOURCES DEVELOPMENT IN THE NEW PERIOD

3.1.1. New requirements for human resources and the Party's policy on promoting human resources development

3.1.1.1. New development requirementshuman resources

Entering the first decade of the 21st century, the whole country and Dong Nai are affected by the general situation of the world and the Asia-Pacific region.

Over 20 years of innovation (1986-2006), the Party and State of Vietnam have had many policies and strategies for training and developing human resources.

After 5 years of implementing the Resolution of the 7th Provincial Party Congress, Dong Nai province has achieved many achievements as well as many limitations in human resource development.

3.1.1.2. Party policy to promote human resource development

The 10th National Party Congress (April 2006), the 11th National Party Congress (January 2011) and a number of Conferences of the Party Central Committee, the 10th and 11th tenures, have proposed the viewpoint of promoting industrialization and modernization associated with the development of a knowledge-based economy. They emphasized the need to focus on rapidly developing human resources, especially high-quality human resources and leading experts. They focused on discovering, nurturing and rewarding talents; skilled technicians and technical workers. To do so, it is necessary to continue to consider education and training, science and technology as truly the top national policy, promote comprehensive innovation in education and training, and develop human resources.

3.1.2. Policy of Dong Nai Provincial Party Committee on promoting human resource development

After 10 years (1996 - 2005) of implementing the process of promoting industrialization and modernization, it can be affirmed that the achievements that the Dong Nai Provincial Party Committee has achieved are very valuable.

Dong Nai Provincial Party Committee has put forward many policies and solutions, including Plan No. 194, which sets out 06 key tasks and solutions. In particular, creating a strong breakthrough in developing human resources for education and training:

3.2. DONG NAI PROVINCIAL PARTY COMMITTEE DIRECTS TO PROMOTE HUMAN RESOURCE DEVELOPMENT

3.2.1. Strengthening the direction of training and fostering human resources for cadres, civil servants and public employees

-About ideological workHuman resource development is one of the key and regular tasks of the entire Party and the entire political system.

-About personnel work:Dong Nai Provincial Party Committee always considers training, fostering, and improving the professional qualifications, expertise, and political theory for cadres, civil servants, and public employees as a key and top priority task in the process of building and developing the province in the direction of industrialization and modernization.

3.2.2. Strengthening the direction of college, university and postgraduate training to improve the quality of intellectuals.

Dong Nai Provincial Party Committee has focused on strong and comprehensive innovation in education and training and rapid development of high-quality human resources; considering education and training development as a driving force for rapid and sustainable development.

3.2.3. Strengthening the direction of technical labor training

The quality of vocational training and education has been improved, gradually approaching regional and world levels, contributing to training a team of highly skilled technical workers to meet labor needs.

Chapter 3 Summary

Implementing the Resolutions of the 10th and 11th Party Congresses, the Resolutions of the 8th and 9th Provincial Party Congresses, the Dong Nai Provincial Party Committee has had flexible, creative and appropriate policies and directions to the specific conditions of the locality in the work of training human resources.

With progressive policies and guidelines, the strong leadership of the Dong Nai Provincial Party Committee, and the participation of the entire Party Committee, the training and development of human resources in the period of 2006-2015 has had very clear changes. However, the quality of human resources is still low, not meeting the development requirements; there is a lack of highly qualified experts, skilled workers, vocational teachers, good managers and businessmen.

The results of that leadership are the basis for evaluating the results, pointing out the necessary experience of the Dong Nai Provincial Party Committee in leading the development of human resources from 1996 to 2015.

COMMENTS AND EXPERIENCES

4.1. COMMENTS

4.1.1. Advantages and causes

4.1.1.1. Advantages

Firstly, the Dong Nai Provincial Party Committee has fully grasped and promptly implemented the Party's policies on human resource development into the province's practice.

Second, the Dong Nai Provincial Party Committee has done a good job of ideological work, inspection and supervision, and unified awareness throughout the Party Committee and political system on human resource development.

Fourth, human resource development is always identified in conjunction with the local economic and social development strategy.

Firstly, the awareness of some Party committees and authorities on human resource development has not kept up with the requirements of promoting industrialization and modernization in the province.

Second, the qualifications of the staff advising and managing human resource development are still limited.

Third, the current state of human resource development in the province still has many shortcomings, not meeting the needs of rapid economic and social development of the province.

Fourth, the construction of facilities to serve the modernization of training and development of human resources in the province is still limited.

4.2. SOME EXPERIENCES

4.2.1. Correctly perceive the problem, fully grasp and creatively apply the Party's policy on human resource development to specific conditions, meeting the requirements of economic and social development of Dong Nai province.

4.2.2. Focus on ideological work, strengthen propaganda and education work to raise awareness of the entire political system about the importance of human resource development as a factor ensuring sustainable development in all aspects of the province.

4.2.3. It is necessary to do well the work of organization, implementation, personnel work and inspection work in creating sources, training and fostering human resource development in the province.

4.2.4. Focus on job creation and social security. Use human resources transparently and effectively, especially leadership and management human resources.

4.2.5. Grasp the domestic and regional impacts and characteristics of Dong Nai's situation to have a sustainable human resource development policy in the province.

Chapter 4 Summary

From 1996 to 2015, under the leadership of the Dong Nai Provincial Party Committee, human resource training and development was implemented as one of the important breakthroughs and the top strategic task in the province's socio-economic development.

In the process of leading the construction and development of human resources from 1996 to 2015, the Dong Nai Provincial Party Committee has achieved a number of advantages. However, there are still limitations and shortcomings that the Party Committee needs to continue to remove and overcome to improve the quality of human resources to meet the requirements of the new situation.

From the advantages and limitations, we can point out 5 main experiences:One is,Correctly perceive the problem, fully grasp and creatively apply the Party's policy on human resource development to specific conditions, meeting the requirements of socio-economic development of Dong Nai province.Second,Focus on ideological work, strengthen propaganda and education to raise awareness of the entire political system about the importance of human resource development as a factor ensuring sustainable development in all aspects of the province.Third,It is necessary to do well the work of organization, implementation, personnel work and inspection in creating sources, training and fostering the development of human resources in the province.Four is, Focus on job creation and social security. Use human resources transparently and effectively, especially leadership and management human resources.Five isGrasp the domestic and regional impacts and the characteristics of the province's situation to have a sustainable human resource development policy in the area.

The above experiences are requirements that Dong Nai Party Committee needs to continue to inherit and perfect policies and directions in human resource development work in the coming time.

CONCLUDE

Through the study of the issue of Dong Nai Provincial Party Committee's leadership in developing human resources from 1996 to 2015, the thesis draws some general conclusions as follows:

1. The Communist Party of Vietnam identifies caring for, nurturing and developing people as a goal and strategy.grow people"In the period of promoting industrialization and modernization of the country; considering human resource development as one of the breakthrough areas for sustainable development of the country. Focusing on human resource development has become a more urgent issue than ever in the era of scientific and technological revolution and knowledge-based economy developing rapidly.

On the basis of thoroughly grasping the Party's viewpoints and policies on human resource development, proactively seeking and learning from the experiences of other provinces, promoting and effectively exploiting the inherent potentials of the locality, overcoming difficulties and shortcomings, the Dong Nai Provincial Party Committee has, from awareness to action, flexibly and creatively applied them to the specific conditions of the locality. From 1996 to 2015, the Dong Nai Provincial Party Committee has fully grasped, had correct awareness and taken positive actions on human resource development, which is one of the decisive factors leading to the success of the province's socio-economic development. The Party Committee has set out strategic orientations for human resource development in each period; proposed policies with goals, tasks and basic solutions to develop human resources to meet the new requirements of the industrialization and modernization period associated with the development of the knowledge economy. The Party Committee has led the Government at all levels, the entire political system and the people of Dong Nai to focus on developing human resources, considering this one of the breakthrough areas to increase economic competitiveness, and soon turn Dong Nai into an industrialized and modernized province.

2. During the period from 1996 to 2015, through four Party Congress terms (the 6th Congress, 1996-2000 term; the 7th Congress, 2001-2005 term; the 8th Congress, 2005-2010 term; the 9th Congress, 2010-2015 term), it can be summarized that although the leadership of the Party Committee carried out the common tasks of the Party and the State, it had different outstanding characteristics. In the period from 1996 to 2005, the country had just entered the initial period of promoting industrialization and modernization of the country. The Party had three specialized Resolutions on the orientation of the development of education and training, science and technology and cadre strategy in the context that our country had just emerged from the crisis and entered the period of promoting industrialization and modernization of the country, but there were still unstable factors. Dong Nai Party Committee has implemented many contents, tasks and solutions to develop human resources. The initial implementation of human resources development has achieved clear results. However, at this stage, the province has not had a Project or a specialized Program to develop human resources, has not had a high forecast of the labor force structure, and has not established a master plan for human resources development for the province as in the period 2006 - 2015. Therefore, although there has been clear progress, the achievements, advantages and implementation results are still limited, the socio-economic development of the province has not been as high as in the following period.

In the period from 2006 to 2015, the country entered a period of continuing to promote industrialization and modernization of the country. The Party issued specialized Resolutions on the development of the working class, on youth work, on building a contingent of intellectuals, on agriculture, farmers, rural areas, on fundamental and comprehensive innovation of education and training in the new situation, when the country was developing at an average level and integrating more deeply into the world. During this period, the socio-economic development of Dong Nai province was higher and more dynamic; the Dong Nai Provincial Party Committee implemented the development of human resources with more comprehensive content; the tasks and solutions for implementing human resources development were broader in scale and in more fields, in all industries, construction, services, agriculture and rural areas. In particular, during this period, for the first time, the Dong Nai Provincial Party Committee approved the Project on human resources development with specific and highly predictable programs for the 2006-2010 periods; 2011-2015. Dong Nai province has also carried out a plan for human resource development in Dong Nai province with a vision to 2020 and 2025. It can be said that the results of human resource development, achievements and advantages in leading human resource development in this period are also comprehensive and at a higher level.

3. The main success in the leadership of human resource development of Dong Nai Party Committee in the period of 1996-2015 is to fully and promptly implement the Party's policies on human resource development in the actual conditions of the province; to synchronously carry out ideological work, to consolidate the unity of awareness in the entire Party Committee and the political system in human resource development; to actively direct the organization and implementation of human resource development in all agencies, departments in the political system and establishments related to education and training for human resource development in the whole province. Under the direction of the Provincial Party Committee, the People's Council and the People's Committee have directed the Department of Home Affairs and relevant agencies to develop vocational and technical labor training projects, undergraduate and postgraduate training programs; and human resource training programs for the political system; Foreign language training programs, information technology, extracurricular education... The leadership of the Dong Nai Provincial Party Committee in developing human resources has always been unified and innovative in policy planning; in propaganda and education work, in directing the implementation of human resources development in the province. In addition to actively directing the implementation, in the process of leading the Dong Nai Provincial Party Committee, it has always determined that human resources development must be closely linked to the socio-economic development strategy. The results achieved have ensured the basic needs of human resources for socio-economic development in Dong Nai province during the period of 1996 - 2015. Through summarizing and checking, it is necessary to point out the objective and subjective causes leading to the advantages and achievements of the Provincial Party Committee in developing human resources.

After nearly 20 years, with determination in the process of leadership, direction in building and developing human resources, the human resources team of Dong Nai province has been gradually improved in quantity and quality, contributing significantly to socio-economic development.

4. After nearly 20 years, from 1996 to 2015, in leading the development of human resources, the Dong Nai Provincial Party Committee still has some weaknesses and shortcomings. These are the limitations and shortcomings in the awareness of some Party committees and authorities on human resources development that are not adequate compared to the requirements of promoting industrialization and modernization in the province; the qualifications of the staff advising and managing human resources development are still limited; the current state of human resources development in the province still has many shortcomings, not meeting the needs of rapid socio-economic development of the province; the construction of material facilities has not kept up with the practical development requirements of the province. Although the Party committees at all levels have improved their capacity and level of supervision and inspection of the implementation of human resources development work, there are still problems, and institutions, regimes, policies, programs, and overall plans for socio-economic development have not been promptly resolved. There are still many unreasonable issues regarding institutions and policies to help the implementation of the province's human resource development projects achieve the set goals.

Those shortcomings, limitations and shortcomings are the important basis and premise for Dong Nai province to continue promoting its strengths, overcoming and removing remaining limitations and difficulties to organize and implement human resource development work more effectively in the coming time.

5. From the practice of leadership in developing human resources in the period 1996 - 2015, with the successes, advantages and limitations and shortcomings as mentioned above of the Dong Nai Provincial Party Committee, the author presents some initial experiences:one is, correctly perceive the problem, fully grasp and creatively apply the Party's policy on human resource development to specific conditions, meeting the requirements of economic and social development of Dong Nai province;two is, focusing on ideological work, strengthening propaganda and education to raise awareness of the entire political system and all people about the importance and significance of human resource development as a factor ensuring sustainable development in all aspects of the province;three is, need to do well the work of organization, implementation, personnel work and inspection work in creating sources, training and fostering the development of human resources in the province;four is, focus on job creation, ensuring social security. Use human resources transparently and effectively, especially human resources for leadership and management;year is, grasp the domestic and regional impacts and characteristics of Dong Nai's situation to have a sustainable human resource development policy in the province.

The above experiences in leadership of human resource development of Dong Nai Provincial Party Committee (1996-2015) can help other localities refer to, and are also requirements for Dong Nai Provincial Party Committee to continue to inherit and promote in leadership of human resource development of the province in the coming time.

6. The leadership of the Dong Nai Provincial Party Committee in developing human resources in the period of 1996-2015 has achieved important results, creating positive changes, contributing to promoting the province's socio-economic development. However, some limitations and weaknesses in developing human resources in Dong Nai province need to be gradually overcome. The issues that the Dong Nai Provincial Party Committee needs to continue to address in leading the development of human resources in the next period in response to the requirements of the cause of promoting industrialization, modernization and international integration: In terms of awareness, it is necessary to have a synchronous, strong and systematic participation of the entire political system; it is necessary to invest in research and investigation, forecasting the demand, the ability to change, and developing human resources in all aspects; It is necessary to prepare a team of teachers at training and vocational training institutions with skills, knowledge, qualifications, experience and creativity to become "capital - human capital in the period of rapid development of science and technology revolution; continue to strengthen the construction of material facilities for technical labor education and training, training of leaders and managers, university and postgraduate training, developing intellectuals, training necessary occupations locally; innovate content, programs and teaching methods to suit the requirements of the new situation. The important thing to ensure long-term and sustainable development is to strengthen the leadership role of the Party Committee and local authorities at all levels to truly have a strategic vision in building and developing human resources, especially high-quality human resources. Build a team of leaders, managers, intellectuals and workers with increasingly high professional qualifications, meeting the requirements of the cause of promoting industrialization, modernization and international integration. in today's new, modern industrial revolution. These are the key issues that the Dong Nai Provincial Party Committee needs to continue to resolve so that Dong Nai's economy and society can continue to develop sustainably in the future./.
