INTRODUCTION

1. Reasons for choosing the dissertation topic

Entering the 21st century, the scientific and technological revolution and the knowledge-based civilization have made leaps and bounds. The demand for human resources, especially high-quality human resources, is increasingly urgent, determining the economic and social competitiveness of every nation and people.

The Communist Party of Vietnam has always affirmed the view that human beings are the goal, the driving force, and the decisive factor in the sustainable development of society. The Resolution of the 8th National Congress of Delegates (1996) affirmed: "Raising the intellectual level of the people, nurturing and developing the great human resources of Vietnam is the decisive factor in the success of the industrialization and modernization process" [48, pp. 114-115].

In the Socio-Economic Development Strategy 2011-2020, our Party proposed three strategic breakthroughs, including the second breakthrough which is: “Rapid development of human resources, especially high-quality human resources, focusing on fundamental and comprehensive reform of the national education system; closely linking human resource development with the development and application of science and technology.” [54, p.106].

Up until 2015, the education and training system at all levels, from primary to university and vocational training nationwide, had undergone a significant reorganization. However, education and training in Vietnam has not yet truly become a top national priority or a driving force for development.

Dong Nai province is an economic growth pole of the Southern key economic region, playing a crucial role in regional development and the country's industrialization and modernization. After nearly 30 years of reform, especially during the period of accelerated industrialization and modernization (1996-2015), Dong Nai has become one of the fastest-growing provinces, ranking among the localities with high growth rates. However, alongside these achievements, Dong Nai's human resources still exhibit many limitations and shortcomings. Therefore, building and developing human resources to meet the requirements of industrialization, modernization, and international integration is an extremely important issue in all stages of development.

As a lecturer in the Department of History of the Communist Party of Vietnam at Dong Nai University, the doctoral candidate has favorable conditions to research the leadership of the Provincial Party Committee. The research focuses on the process by which the Dong Nai Provincial Party Committee led the development of human resources during the early period of accelerating industrialization and modernization of the country. With this in mind, the doctoral candidate has chosen the topic:The Dong Nai Provincial Party Committee led the development of human resources from 1996 to 2015.,This is my doctoral dissertation topic, specializing in the History of the Communist Party of Vietnam.

2. Research Objectives and Tasks

2.1. Purpose

Clarify the process by which the Dong Nai Provincial Party Committee led human resource development from 1996 to 2015, highlighting its strengths and weaknesses, and outlining lessons learned for application in the practical leadership of human resource development in the province in the next phase.

2.2. Research Objectives

- Collect and systematize research materials on the Party's leadership in human resource development from 1996 to 2015, highlighting issues regarding content and methodology that the dissertation can inherit and focus on researching and implementing.

- Clarify the factors influencing the leadership of the Dong Nai Provincial Party Committee in human resource development from 1996 to 2015.

- Systematizing the views and policies of the Communist Party of Vietnam on human resource development to meet the requirements of industrialization and modernization of the country (1996-2015).

- Based on the Party's guidelines, clarify the application of these guidelines by the Dong Nai Provincial Party Committee to the local reality, and clarify the policies and directives on human resource development from 1996 to 2015 through two periods: 1996-2005 and 2006-2015.

- To assess the strengths and weaknesses in the leadership of human resource development by the Dong Nai Provincial Party Committee, the causes of these strengths and weaknesses; to draw key lessons from the leadership of human resource development by the Dong Nai Provincial Party Committee from 1996 to 2015 so that the Dong Nai Provincial Party Committee can continue to develop and improve its policies and guidance on human resource development in the next phase.

3. Research Subjects and Scope

3.1. Research Subjects

Policies and directives of the Dong Nai Provincial Party Committee on human resource development from 1996 to 2015.

3.2. Scope of the study

- Regarding the content:NNL has many contents. Within the scope of this dissertation, the doctoral candidate focuses on researching the policies and directives of the Dong Nai Provincial Party Committee on human resource development in the following areas: (1) directing the training and fostering of human resources for cadres, civil servants, and public employees; (2) directing the training of college, university, and postgraduate students to develop the intellectual workforce; (3) directing the work of technical labor.

- Regarding space:This dissertation studies the leadership of the Dong Nai Provincial Party Committee in human resource development in Dong Nai province.

- Regarding time:This dissertation focuses on the period from 1996 to 2015, encompassing four terms of the Dong Nai Provincial Party Congress: the 6th, 7th, 8th, and 9th terms. The dissertation begins its research in 1996, the year the Provincial Party Committee focused on leading the development of human resources to serve the initial phase of the country's industrialization and modernization; the research concludes in 2015, the year the Dong Nai Provincial Party Committee summarized the completion of the human resource development program, phase 2 (2011-2015).

4. Theoretical basis, sources of information, and research methods

4.1. Theoretical basis

This dissertation is based on the theoretical foundations of Marxism-Leninism, Ho Chi Minh Thought, and the viewpoints of the Communist Party of Vietnam, as well as the state's policies on the role of human resources and human resource development in socio-economic development during the đổi mới (renovation) period.

4.2. Sources of information

Works by Marx and Engels, Ho Chi Minh. Leadership documents of the Communist Party of Vietnam, and State documents on training and human resource development from 1996 to 2015.Resolutions, directives, decisions, circulars...).

Resolutions, programs, plans, and reports of the Party Committee (Provincial Party Committee), the Standing Committee of the Provincial Party Committee, and Party committees at all levels in Dong Nai province; Resolutions of the Provincial People's Council (PPC), the Provincial People's Committee (PPC), documents from the Dong Nai Provincial Statistics Office, the Department of Internal Affairs, the Department of Education and Training, the Department of Science and Technology, the Department of Labor, War Invalids and Social Affairs, and other departments and agencies.

- Published books and articles, scientific works by groups and individuals, published articles, journals, theses, and dissertations related to the topic.

4.3.Research methods

- The primary method used by the doctoral candidate in conducting the dissertation is the historical method combined with the logical method. In addition, the doctoral candidate also used several other methods such as statistics, systematization, comparison, contrast, analysis, synthesis, etc., to clarify the policies and directives regarding the construction and development of human resources by the Dong Nai Provincial Party Committee from 1996 to 2015.

5. Main contributions of the thesis

In scienceThe thesis provides an overview of published works related to the topic, offering a general understanding of the research problem; clarifies the factors affecting the leadership process in human resource development in Dong Nai province from 1996 to 2015; systematically reconstructs the process of the Dong Nai Provincial Party Committee's leadership in human resource development from 1996 to 2015. Based on this, it presents observations on the strengths and weaknesses, and identifies the causes of these strengths and weaknesses in the leadership of human resource development by the Dong Nai Provincial Party Committee during the period 1996-2015; and draws some key lessons from the leadership of human resource development by the Dong Nai Provincial Party Committee.

In practiceThe research findings of this dissertation can contribute additional reference materials for Party committees at all levels in Dong Nai province and neighboring localities with similar circumstances, in leading the development of human resources; and at the same time, contribute additional materials to serve the teaching, learning, and research of the history of the Dong Nai Provincial Party Committee in general, for teachers and students of the Provincial Political School and educational institutions in Dong Nai province in particular.

Chapter 1
OVERVIEW OF THE RESEARCH SITUATION

1.1. SCIENTIFIC WORKS RELATED TO THE THESIS TOPIC

Research on human resource development at the national and local levels is a matter of both theoretical and practical significance; it is a crucial factor determining competitiveness, success, and sustainable social development. This issue has been the subject of research by many scientists and social organizations. Based on a review of previous scientific works, we have summarized them into the following groups:

1.2. ISSUES THAT THE THESIS INHERITS AND NEEDS TO FOCUS ON RESEARCH AND RESOLVE

1.2.1. Overview of research results from related works that the thesis can build upon.

1.2.1.1. Regarding content

These scientific works have clarified theoretical issues based on the doctrines of Marxism-Leninism, Ho Chi Minh Thought, the guidelines of the Communist Party of Vietnam, and the State's policies on human resources, human resource care and development; general theoretical issues concerning human resources domestically and internationally; and affirmed the importance and necessity of developing human resources to better meet the needs of accelerating industrialization, modernization, and international integration.

Overall, most studies have focused on clarifying the decisive role of trained human resources in economic development and solving social problems. This affirms the necessity of linking the promotion of education and training with the utilization of human resources to serve the industrialization and modernization of the country; and confirms that human resources are an extremely important factor determining the success and sustainable development of each nation.

Several scientific works have delved into the current state of human resources in various localities, sectors, and fields, both specifically and in Vietnam as a whole. They highlight achievements and limitations in the leadership and development of human resources. Simultaneously, they outline some experiences in human resource development in Vietnam and propose feasible solutions for investing in human resource development to meet the demands of the knowledge-based economy. This forms a crucial scientific basis for the author to refer to and build upon, thereby providing a comprehensive and objective perspective when developing this research topic.

Initial research on Dong Nai province has clarified its natural and social conditions; the importance and necessity of human resource training; and some viewpoints and policies of the Party Committee and provincial authorities in directing and implementing human resource training and development to meet the socio-economic development requirements of a modern industrial province.

1.2.1.2. Regarding research methods and sources of information

- Regarding research methodology

These scientific works are approached by the authors from various angles, scopes, and fields of research. Based on this, the authors also employ many different research methods such as: historical method, logical method, analytical method, synthesis, comparison, statistics, interdisciplinary method, etc. Among these, the historical and logical methods are primarily used.

The seamless integration of specialized and interdisciplinary scientific research methods by scientists is of significant importance in helping the author systematize, generalize, analyze, and clarify the role of human resource development in socio-economic development, as well as the leadership of the Communist Party of Vietnam, local Party committees, and the Dong Nai Provincial Party Committee in human resource development.

- Regarding source materials

The aforementioned research works constitute an extremely rich source of information, approached from many different perspectives such as history, ideology, politics, economics, education, and culture. It can be said that this is a valuable resource, systematically providing valuable information related to human resource training and development nationwide in general, and in Dong Nai province in particular. Based on this, the thesis will inherit and clarify the purpose and objectives of the thesis.

Relevant research works are a valuable source of information; they provide important scientific arguments for doctoral students to refer to, build upon, and interpret during the dissertation process.

Based on the research of published works, the author asserts that, to date, no work has systematically and directly investigated the process by which the Dong Nai Provincial Party Committee led the development of human resources from 1996 to 2015 from the perspective of the history of the Communist Party of Vietnam. This is the novelty, theoretical and practical value of the topic; it also presents a high demand and a significant challenge regarding the author's independent scientific research.

1.2.2. Issues the dissertation focuses on

Building upon the research findings of the aforementioned works, the author of this dissertation recognizes the need to delve deeper into and clarify several fundamental issues as follows:

First,This clarifies the theoretical and practical basis of the human resource development process of the Dong Nai Provincial Party Committee to meet the requirements of industrialization and modernization of the country in Dong Nai province from 1996 to 2015. This is based on the viewpoints of Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines, and the State's policies on human resource development.

SecondThis study researches, analyzes, and clarifies the process of policy planning and implementation guidance (through ideological work, organizational work, inspection work, and exemplary actions of cadres and Party members) of the Dong Nai Provincial Party Committee on human resource development from 1996 to 2015, spanning two periods (1996-2005 and 2006-2015) across four terms of the Provincial Party Congress (Congress VI, VII, VIII, and IX).

Third isThe thesis examines and evaluates the advantages and their causes; clarifies the shortcomings and limitations that need to be overcome, and their causes. Based on this, the thesis draws key lessons that are valuable for the Dong Nai Provincial Party Committee in leading human resource development, to continue implementing them effectively in the coming years.

Chapter 1 Summary

Human resources and human resource development are the most important components of social productive forces, determining the strength of a nation. Therefore, this is a topic that continues to receive research attention from many scientists with diverse perspectives. This dissertation focuses on an overview of scientific works related to the dissertation topic. These include published books, dissertations, scientific research projects, and journal articles; and scientific works related to human resources and leadership in human resource development in Dong Nai province.

Through the overview, the author has systematically summarized the research results of works related to the topic that the dissertation can build upon. It can be affirmed that, to date, from the perspective of Party history, there has not been a single monograph that systematically addresses the process of the Dong Nai Provincial Party Committee's leadership in human resource development from 1996 to 2015.

Chapter 2

POLICIES AND GUIDANCE OF THE DONG NAI PROVINCIAL PARTY COMMITTEE

ON HUMAN RESOURCE DEVELOPMENT FROM 1996 TO 2005 

2.1. FACTORS AFFECTING AND THE POLICIES OF THE DONG NAI PROVINCE PARTY COMMITTEE ON HUMAN RESOURCE DEVELOPMENT

2.1.1. Influencing factors

2.1.1.1. Natural conditions, economic, cultural, and social characteristics of Dong Nai province

Located in the heart of the Eastern part of the Southeast region, Dong Nai is one of the three cities in the Ho Chi Minh City - Binh Duong - Dong Nai development triangle. It possesses numerous advantages for expanding cooperation in science and technology, training, industrial and agricultural production development, services, and tourism. This creates favorable conditions for Dong Nai to develop into a strong economic, commercial, science and technology, and human resource development center in the Southeast region.

2.1.1.3. The current state of human resources in Dong Nai province before 1996

By 1996, Dong Nai province had a relatively abundant workforce, mostly young people with high levels of education and technical expertise, meeting the human resource needs for the province's industrialization and modernization.

However, despite the achievements, Dong Nai's human resources sector still reveals many limitations and weaknesses.

2.1.2. The Dong Nai Provincial Party Committee's policy on human resource development.

Starting in 1996, the global and domestic situation had a strong impact on the development of Vietnam in general and all localities across the country in particular, including Dong Nai province.

The 7th Congress of the Dong Nai Provincial Party Committee (May 1996) determined the direction, objectives, and tasks of the Provincial Party Committee regarding the development of human resources in the province for the next five years (1996-2000).

The Sixth Congress of the Dong Nai Provincial Party Committee (December 2000) determined the direction, objectives, and tasks of the Provincial Party Committee regarding the development of human resources in the province for the next five years (2001-2006).

The policies of the Provincial Party Congress serve as the basis for the Provincial Party Committee to direct Party committees at all levels, agencies, departments, and the provincial government to implement them.

2.2. THE DONG NAI PROVINCIAL PARTY COMMITTEE DIRECTS HUMAN RESOURCE DEVELOPMENT

2.2.1. Directing the training and development of human resources for cadres, civil servants, and public employees.

2.2.2. Directing the training of college, university, and postgraduate students to develop a workforce of intellectuals.

2.2.3. Directing the training of technical workers

Chapter 2 Summary

The concepts related to human resources and human resource development presented as a basis for analyzing the policies and guidance on human resource development of the Dong Nai Provincial Party Committee during the period 1996-2005 are the central issues of Chapter 2. The policies of the Communist Party of Vietnam on human resource development during the period (1996-2005) serve as a fundamental theoretical basis for the doctoral candidate to address the issues raised.

Dong Nai's natural conditions, socio-economic factors, historical traditions, and culture have given it a significant advantage, providing both favorable conditions and significant demands for human resource development and socio-economic development. However, during the years 1996-2005, the rapid increase in the migrant population and the establishment of many industrial zones in the province contributed to socio-economic development but also raised many issues that the Provincial Party Committee had to lead and resolve.

During the period (1996-2005), the Dong Nai Provincial Party Committee comprehensively and fully implemented the viewpoints and policies of the Communist Party of Vietnam on human resource training and development. The Provincial Party Committee placed great importance on directing ideological work, organizational implementation, inspection, and summarizing the implementation of human resource development. The Dong Nai Provincial Party Committee concretized the guidelines and directed the Provincial People's Council and People's Committee to organize the development of specific implementation plans for the training of technical laborers; training in technical professions, developing the network of vocational training institutions; developing the team of vocational teachers; directing the training and development of human resources for cadres, civil servants, and public employees in the political system; directing general education, college, university, and postgraduate education...

Documents from the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee all affirm the important position and role of human resources in socio-economic development, considering it a top priority and a fundamental factor determining the success of industrialization and modernization in the province.

Over the 10 years (1996-2005), the Dong Nai Provincial Party Committee implemented numerous policies and solutions to guide human resource development. Despite some limitations, the achievements in the Party Committee's leadership provide valuable experience for the Dong Nai Provincial Party Committee to continue building on successes, addressing shortcomings, and further improving human resource development in the future.

 

Chapter 3

DONG NAI PROVINCIAL PARTY COMMITTEE LEADS THE PROMOTION OF EFFORTS

HUMAN RESOURCE DEVELOPMENT FROM 2006 TO 2015

3.1. NEW REQUIREMENTS AND POLICIES OF THE DONG NAI PROVINCE PARTY COMMITTEE ON HUMAN RESOURCE DEVELOPMENT IN THE NEW PERIOD

3.1.1. New requirements for human resources and the Party's policy on promoting human resource development.

3.1.1.1. New development requirementshuman resources

Entering the first decade of the 21st century, the whole country and Dong Nai province are generally affected by the global and Asia-Pacific regional situation.

Over the 20 years of reform (1986-2006), the Vietnamese Party and State have implemented numerous policies and strategies for training and developing human resources.

After 5 years of implementing the Resolution of the 7th Provincial Party Congress, Dong Nai province has achieved many successes but also faces many limitations in human resource development.

3.1.1.2. The Party's policy of promoting human resource development.

The 10th National Congress of the Communist Party of Vietnam (April 2006), the 11th National Congress (January 2011), and several meetings of the Central Committee of the 10th and 11th terms have set forth the viewpoint of promoting industrialization and modernization in conjunction with the development of a knowledge-based economy. This emphasizes the need to focus on rapidly developing human resources, especially high-quality human resources and leading experts. Emphasis should be placed on identifying, nurturing, and rewarding talented individuals, skilled technicians, and technical workers. To achieve this, education and training, and science and technology must continue to be considered top national priorities, and comprehensive reforms in education and training and human resource development must be accelerated.

3.1.2. The Dong Nai Provincial Party Committee's policy on promoting human resource development.

After 10 years (1996 - 2005) of implementing the process of accelerating industrialization and modernization, it can be affirmed that the achievements of the Dong Nai Provincial Party Committee are truly commendable.

The Dong Nai Provincial Party Committee has issued many policies and solutions, including Plan No. 194 which outlines six key tasks and solutions. Among these, a strong breakthrough is needed in the development of human resources for education and training:

3.2. THE DONG NAI PROVINCIAL PARTY COMMITTEE DIRECTS EFFORTS TO PROMOTE HUMAN RESOURCE DEVELOPMENT

3.2.1. Strengthening guidance on training and developing human resources for cadres, civil servants, and public employees.

ButRegarding ideological workDeveloping human resources is one of the key and ongoing tasks of the entire Party and the entire political system.

ButRegarding personnel matters:The Dong Nai Provincial Party Committee has always considered the training, fostering, and upgrading of professional skills, expertise, and political theory for cadres, civil servants, and public employees as a key and top priority in the process of building and developing the province towards industrialization and modernization.

3.2.2. Strengthening guidance on college, university, and postgraduate training to improve the quality of the intellectual workforce.

The Dong Nai Provincial Party Committee has focused on strongly and comprehensively reforming education and training and rapidly developing high-quality human resources; considering the development of education and training as a driving force for rapid and sustainable development.

3.2.3. Strengthening the direction of technical labor training.

The quality of vocational training and education has improved, gradually approaching regional and global standards, contributing to the training of a highly skilled technical workforce to meet labor market demands.

Summary of Chapter 3

In implementing the Resolutions of the 10th and 11th National Party Congresses, and the Resolutions of the 8th and 9th Provincial Party Congresses, the Dong Nai Provincial Party Committee has adopted flexible, creative, and appropriate policies and directives in the field of human resource training, tailored to the specific conditions of the locality.

Thanks to progressive policies and the decisive leadership of the Dong Nai Provincial Party Committee, along with the involvement of the entire political system, human resource training and development during the 2006-2015 period has seen significant improvements. However, the quality of human resources remains low and does not meet development requirements; there is a shortage of highly qualified experts, skilled workers, vocational teachers, and competent managers and businesspeople.

The results of that leadership form the basis for evaluating the outcomes and highlighting the necessary experiences of the Dong Nai Provincial Party Committee in leading human resource development from 1996 to 2015.

COMMENTS AND EXPERIENCES

4.1. COMMENTS

4.1.1. Advantages and Reasons

4.1.1.1. Advantages

Firstly, the Dong Nai Provincial Party Committee has fully grasped and promptly implemented the Party's policies on human resource development into the province's practical situation.

Secondly, the Dong Nai Provincial Party Committee has done a good job in ideological work, inspection and supervision, and unifying understanding throughout the Party Committee and the political system regarding human resource development.

Firstly, the awareness of some Party committees and government agencies regarding human resource development has not kept pace with the requirements of accelerating industrialization and modernization in the province.

Secondly, the qualifications of the staff involved in human resource development planning and management are still limited.

Thirdly, the current state of human resource development in the province still has many shortcomings and has not met the needs of the province's rapid economic and social development.

Fourth, the province's infrastructure for modernizing training and developing human resources is still limited.

4.2. SOME EXPERIENCES

4.2.1. Correctly understanding the issue, fully grasping and creatively applying the Party's policy on human resource development to the specific conditions, meeting the requirements of economic and social development in Dong Nai province.

4.2.2. Focus on ideological work and strengthen propaganda and education to raise awareness throughout the entire political system about the importance of human resource development as a factor ensuring sustainable development in all aspects of the province.

4.2.3. It is necessary to improve the organization, implementation, personnel management, and inspection in the process of sourcing, training, and developing human resources in the province.

Summary of Chapter 4

From 1996 to 2015, under the leadership of the Dong Nai Provincial Party Committee, human resource training and development was implemented as one of the important breakthroughs and a top strategic task in the province's socio-economic development.

During the period of leading the development of human resources from 1996 to 2015, the Dong Nai Provincial Party Committee achieved several successes. However, there are still limitations and shortcomings that the Party Committee needs to continue to address and overcome in order to improve the quality of human resources to meet the requirements of the new situation.

Based on the advantages and disadvantages, five main lessons can be drawn:First,To correctly understand the issue, fully grasp and creatively apply the Party's guidelines on human resource development to the specific conditions, and meet the requirements of socio-economic development in Dong Nai province.Secondly,Focusing on ideological work and strengthening propaganda and education efforts to raise awareness throughout the entire political system about the importance of human resource development is a key factor in ensuring sustainable development in all aspects of the province.Third,It is necessary to improve the organization, implementation, personnel management, and inspection in the process of sourcing, training, and developing human resources in the province.Fourth isFocus on addressing employment issues and ensuring social security. Utilize human resources transparently and effectively, especially leadership and management personnel.The year isUnderstanding the domestic and regional impacts, as well as the specific characteristics of the province, is crucial for developing sustainable human resource policies in the area.

The experiences mentioned above are the requirements that the Dong Nai Provincial Party Committee needs to continue to inherit and improve its policies and guidance in human resource development in the coming period.

CONCLUDE

Through studying the issue of the Dong Nai Provincial Party Committee's leadership in human resource development from 1996 to 2015, the thesis draws the following general conclusions:

1. The Communist Party of Vietnam identifies caring for, nurturing, and developing human resources as a goal and a strategy.cultivate people"During the period of accelerating industrialization and modernization of the country, human resource development is considered one of the breakthrough areas for sustainable national development. Focusing on human resource development has become more urgent than ever in the era of the scientific and technological revolution and the rapid development of the knowledge economy."

Based on a thorough understanding of the Party's viewpoints and policies on human resource development, proactively seeking and learning from the experiences of other provinces, effectively developing and exploiting the inherent potential of the locality, and overcoming difficulties and shortcomings, the Dong Nai Provincial Party Committee, from awareness to action, has applied these principles flexibly and creatively to the specific conditions of the locality. From 1996 to 2015, the Dong Nai Provincial Party Committee fully understood, correctly perceived, and actively acted on human resource development, which is one of the decisive factors leading to the success of the province's socio-economic development. The Party Committee has set strategic directions for human resource development in each period; proposed policies with basic goals, tasks, and solutions to develop human resources to meet the new requirements of the industrialization and modernization era associated with the development of a knowledge-based economy. The Party Committee has led all levels of government, the entire political system, and the people of Dong Nai to focus on developing human resources, viewing this as one of the breakthrough areas to increase economic competitiveness and help Dong Nai province soon become an industrialized and modernized province.

2. During the period from 1996 to 2015, spanning four Party Congresses (the 6th Congress, 1996-2000; the 7th Congress, 2001-2005; the 8th Congress, 2005-2010; and the 9th Congress, 2010-2015), it can be summarized that the leadership of the Party Committee, while carrying out the common tasks of the Party and the State, exhibited distinct characteristics. From 1996 to 2005, the country was just entering the initial phase of accelerating industrialization and modernization. The Party issued three specialized resolutions on the development orientation of education and training, science and technology, and personnel strategy, in the context of Vietnam having just emerged from a crisis and entering a period of accelerated industrialization and modernization, but still lacking certain stable elements. The Dong Nai Party Committee implemented many contents, tasks, and solutions to develop human resources. Initial steps in human resource development have yielded significant results. However, during this period, the province lacked a specific plan or program for human resource development, had limited foresight regarding the structure of the workforce, and had not established a comprehensive human resource development plan for the province as in the 2006-2015 period. Therefore, despite clear progress, the achievements, advantages, and results still have many limitations, and the socio-economic development of the province has not reached the same level as in the subsequent period.

From 2006 to 2015, the country entered a period of continued industrialization and modernization. The Party issued specialized resolutions on the development of the working class, youth work, the building of the intellectual workforce, agriculture, farmers, and rural areas, and fundamental and comprehensive reform of education and training in the new context, when the country was developing at a medium level and integrating more deeply into the international community. During this period, the socio-economic development of Dong Nai province was higher and more dynamic; the Dong Nai Provincial Party Committee implemented human resource development with more comprehensive content; the tasks and solutions for human resource development were broader in scale and covered more fields, in all sectors: industry, construction, services, agriculture, and rural areas. Notably, during this period, the Dong Nai Provincial Party Committee for the first time approved a Human Resource Development Plan with specific programs that were highly predictive in nature, for the periods 2006-2010. 2011-2015. Dong Nai province also conducted a human resource development plan for the province with a vision for 2020 and 2025. It can be said that the results of human resource development, the achievements and advantages in leadership in human resource development during this period were more comprehensive and at a higher level.

3. The main successes in the leadership of human resource development by the Dong Nai Provincial Party Committee during the period 1996-2015 were: fully and promptly implementing the Party's policies on human resource development to the province's actual conditions; comprehensively implementing ideological work, consolidating unity of understanding throughout the Party Committee and the political system regarding human resource development; and actively directing the organization and implementation of human resource development in all agencies and departments within the political system and related educational institutions throughout the province. Under the direction of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee directed the Department of Internal Affairs and other functional agencies to develop vocational training and technical labor programs, university and postgraduate training programs; human resource training programs for the political system; foreign language, computer science, and extracurricular education programs, etc. The leadership of human resource development by the Dong Nai Provincial Party Committee has always been characterized by unity, innovation, and creativity in policy planning. In the work of propaganda and education, and in directing the implementation of human resource development in the province, besides actively directing implementation, the Dong Nai Provincial Party Committee has always determined that human resource development must be closely linked to the socio-economic development strategy. The results achieved have ensured the basic human resource needs for socio-economic development in Dong Nai province during the period 1996-2015. Through summarizing and reviewing, the objective and subjective causes leading to the strengths and achievements of the Provincial Party Committee in human resource development have been clearly identified.

After nearly 20 years, with determined leadership in building and developing human resources, the workforce of Dong Nai province has gradually improved in both quantity and quality, making a significant contribution to socio-economic development.

4. Over nearly 20 years, from 1996 to 2015, the Dong Nai Provincial Party Committee still had some weaknesses and shortcomings in leading human resource development. These included limitations and shortcomings in the understanding of some Party committees and government agencies regarding human resource development, which was not fully adequate compared to the requirements of promoting industrialization and modernization in the province; the limited capacity of cadres advising and managing human resource development; the fact that the current state of human resource development in the province still has many inadequacies and does not meet the needs of the province's rapid socio-economic development; and the construction of physical infrastructure has not kept pace with the practical demands of the province's development. Although Party committees at all levels have improved their capacity and level of supervision and inspection of human resource development work, there are still obstacles and delays in resolving institutional, system, policy, and overall socio-economic development programs and plans. There are still many shortcomings in the institutional framework and policies that hinder the implementation of the province's human resource development projects from achieving their set goals.

These shortcomings and weaknesses serve as an important foundation and prerequisite for Dong Nai province to continue to leverage its strengths, overcome and resolve remaining limitations and difficulties, and organize the implementation of human resource development more effectively in the future.

5. Based on the practical experience of leading human resource development in the period 1996-2015, with the successes, advantages, and limitations and shortcomings mentioned above of the Dong Nai Provincial Party Committee, the author presents some initial experiences:one isTo correctly understand the issue, fully grasp and creatively apply the Party's guidelines on human resource development to the specific conditions, and meet the requirements of economic and social development of Dong Nai province;second...emphasizing ideological work and strengthening propaganda and education efforts to raise awareness throughout the entire political system and among all the people about the importance and significance of human resource development as a factor ensuring sustainable development in all aspects of the province;three isTherefore, it is necessary to do a good job in organizing implementation, personnel management, and inspection in the process of sourcing, training, and developing human resources in the province.four is...focusing on job creation and ensuring social security. The above experiences regarding the leadership of human resource development by the Dong Nai Provincial Party Committee (1996-2015) can serve as a reference for other localities, and also provide requirements for the Dong Nai Provincial Party Committee to continue to inherit and develop in leading the province's human resource development in the future.

6. The leadership of the Dong Nai Provincial Party Committee in human resource development during the period 1996-2015 achieved significant results, creating positive changes and contributing to the promotion of the province's socio-economic development. However, some limitations and weaknesses in human resource development in Dong Nai province need to be gradually overcome. The issues that the Dong Nai Provincial Party Committee needs to continue to address in leading human resource development in the next period, in light of the demands of accelerating industrialization, modernization, and international integration, include: In terms of awareness, a synchronized, strong, and systematic involvement of the entire political system is needed; investment is required in research and forecasting of human resource needs, potential changes, and development in all aspects; It is necessary to prepare a teaching staff at vocational training institutions with the skills, knowledge, qualifications, experience, and creative capacity to become "human capital" in the era of the rapidly developing scientific and technological revolution; continue to strengthen the construction of physical infrastructure for the education and training of technical workers, the training of leaders and managers, university and postgraduate education, the development of intellectuals, and the training of necessary professions in the locality; and innovate the content, curriculum, and teaching methods to suit the requirements of the new situation. The important thing to ensure long-term and sustainable development is to strengthen the leadership role of the Party committees and local governments at all levels to truly have a strategic vision in building and developing human resources, especially high-quality human resources. Building a team of leaders, managers, intellectuals, and workers with increasingly high professional qualifications to meet the requirements of accelerating industrialization, modernization, and international integration in the current revolution. Today's new, modern industrial network. These are the key issues that the Dong Nai Provincial Party Committee needs to continue addressing so that Dong Nai's economy and society can continue to develop sustainably in the future.
