11. Summary of the new findings of the thesis
First and foremost, this is the first in-depth study in Vietnam on policies promoting the commercialization of research and development results using a market-pull approach during the period 2005-2018. The study hopes to offer a new and systematic approach to developing policies to promote the commercialization of research and development results in Vietnam, which is of significant and urgent importance in the context of Vietnam's deeper international integration and the increasingly vibrant Fourth Industrial Revolution globally.
Secondly, from a theoretical standpoint, the thesis summarizes the formation and development of policies for commercializing research and development results in various countries based on both domestic and international research, while also clarifying the theoretical basis of policies promoting the commercialization of research results using a market-pull approach.
Thirdly, the thesis describes and analyzes the current state of national policies promoting the commercialization of R&D results in Vietnam during the period 2005-2018, clarifying the advantages and disadvantages of current policies promoting the commercialization of research and development results in Vietnam.
Finally, the thesis proposes a National Policy Framework for Commercializing Research Results using a market-pull approach, consistent with global development trends and the practical development of science and technology in Vietnam, including three main scenarios: Scenario 1 - reforming policies to conduct research and development based on market demands; Scenario 2 - perfecting policies to institutionalize transactions in the technology market, including the formation and development of intermediary institutions according to the needs and regulation of the technology market; Scenario 3 - strengthening incentive policies to support businesses using research and development results in technological innovation and product innovation.

This dissertation is valuable as a reference, meeting the theoretical and practical requirements for state management aimed at promoting the implementation and innovation of science and technology in Vietnam in the coming period, as well as for teaching and research at management science training institutions.

11. Summary of the new findings of the thesis:
Firstly, this is the first in-depth study in Vietnam on the policy of promoting the commercialization of research and development (R&D) results by pull-market approach in the period of 2005-2018. The thesis is expected to give a new and systematic approach to develop policies that promote the commercialization of R&D results in Vietnam, which plays an important and urgent role in the context of Vietnam's deeper-participation on international integration and also the fourth science and technology revolution becomes more vibrant globally.
Secondly, theoretically, the thesis summarizes the formation and development of R&D results commercialization policies (national policies) from domestic and foreign research, as at the same time the thesis clarifies the theoretical basis of policies to promote the commercialization of research results according to the pull market approach.
Thirdly, the thesis describes and analyzes the current state of national policy to promote Vietnam's commercial R&D results in the period 2005-2018, as well as clarifies the advantages and disadvantages of policies to promote the commercialization of R&D results in Vietnam today.
Finally, the thesis has proposed a National framework for commercialization of R&D results by market-pull approach in line with the development trend of the world and the S&T development of Vietnam, including 3 main scenarios: The first scenario - renewing the policy of implementing R&D according to the order of the technology market; The second scenario - perfecting the policy of institutionalizing transactions in the technology market, forming and developing intermediary institutions according to the needs and regulations of the technology market; The third scenario - increasing preferential policies to support enterprises to use R&D results in technology innovation and product innovation.
