1. Purpose and scope of the thesis
- Research objectives
This dissertation clarifies the process by which the Party Committee of the Vietnam Civil Aviation Authority led the civil aviation industry from 1997 to 2011; and draws some historical lessons to apply to subsequent development stages.
This study examines the leadership activities of the Party Committee of the Vietnam Civil Aviation Authority in the development of the civil aviation industry from 1997 to 2011.
2. Research methods used
Based on the general theoretical foundation of Marxism-Leninism, to achieve the research objectives and tasks, the dissertation extensively utilizes universal methods of historical science such as: the historical method, the logical method, and closely combines these two methods. It also employs other methods such as: analysis, synthesis, statistics, comparison, etc. These methods are applied appropriately to each content area of the dissertation.
3. Main results and conclusions
3.1. Main results
First,This study systematizes, analyzes, and clarifies the policies and guidance process for the development of the civil aviation industry by the Party Committee of the Vietnam Civil Aviation Authority from 1997 to 2011; thereby objectively and scientifically reconstructing the picture of the civil aviation industry from 1997 to 2011.
SecondThis study draws on the leadership experiences of the Party Committee of the Vietnam Civil Aviation Authority, based on the achievements, limitations, and causes of limitations from the practical leadership in developing the civil aviation industry from 1997 to 2011.
Third isThis thesis can be used as a reference document for research and teaching related to the Vietnamese civil aviation industry. It also contributes to fostering a sense of tradition within the industry among Vietnamese civil aviation officials and employees.
3.2. Conclusion
- Clarify the factors influencing the leadership of the Civil Aviation Authority Party Committee in the development of Vietnam's civil aviation industry from 1997 to 2011.
- Analyzing and interpreting the policy of the Vietnam Civil Aviation Authority Party Committee on the development of the civil aviation industry from 1997 to 2011.

Based on the general theoretical basis of Marxism-Leninism, in order to accomplish the purpose and mission of the research, the thesis applies widely universal methods of historical science such as: historical methods, methods of logics and the combination of these two methods such as methods of analysis, synthesis, statistics, comparison ... Each method is applied in accordance with each part of the thesis.

3.1. Main results
Firstly, systematizing, analyzing, and clarifying the policy and the process of directing the development of civil aviation industry of the Vietnam Aviation Department Party from 1997 to 2011; Thus, objectively and scientifically reconstructing the development of the civil aviation industry from 1997 to 2011.
Secondly, drawing experiences on the leadership of the Civil Aviation Authority of Vietnam on the basis of achievements, limitations and limited reasons from the practical leadership of civil aviation development from 1997 to in 2011.
Thirdly, the thesis can be used as reference material for research and pedagogy related to Vietnam Civil Aviation industry. At the same time, it is a document that contributes to fostering traditional traditions for civil aviation officials and employees in Vietnam.
3.2. Conclusions
- Clarifying the factors affecting the leadership of the Party Aviation Department on the development of Vietnam Civil Aviation industry from 1997 to 2011.
- Analyzing and interpreting the policy of developing the Civil Aviation industry of the Vietnam Aviation Administration Party from 1997 to 2011.
