By employing a variety of research methods including policy text analysis, sociological surveys, and case studies, the thesis has achieved the following key results:
- To establish a basic theoretical framework regarding the concept and characteristics of people's archival documents;
- Demonstrate the lack of consistency, overlap, and coherence in current policies and laws regarding people's archives;
- Identify areas of consensus and disagreement among managers and owners regarding the management of public archives.
- Two basic policy options have been developed: state archives – community archives and community archives – state coordination; each policy option includes objectives and a number of basic policy solutions suitable to the current policy environment in Vietnam and drawing on international experience.
12. Practical applications of the thesis
The results of this thesis can be referenced and applied to:
- Develop policies for managing public archives in the future. New policies could include macro-level adjustments by the state, such as amending certain provisions in laws, developing and implementing state-level programs and projects, and possibly more micro-level measures to be applied specifically in state or private archives, such as changing the focus of collection activities, strengthening expert cooperation to diversify and improve the quality of archival collections;…
- To create a scientific basis for forming expert groups to research, collect, preserve, and promote the value of people's archival documents;
- Initially, thematic content was formed for teaching and research on people's archives and archival policies;

- The research most closely related to the thesis that needs to be undertaken is the assessment of the policy's impact on affected groups;
