1. Purpose and research objects of the thesis

- Research purpose

The thesis researches and clarifies the process of the Party Committee of the Civil Aviation Authority of Vietnam leading the civil aviation industry from 1997 to 2011; draws some historical experiences to apply in the following development stages.

- Research object

Research on the leadership activities of the Party Committee of the Civil Aviation Authority of Vietnam on the development of the aviation industry from 1997 to 2011.

2. Research methods used

Based on the general theoretical foundation of Marxism - Leninism, to complete the research purpose and tasks, the thesis widely uses universal methods of historical science such as: historical method, logical method and closely combines those two methods, at the same time also uses a number of other methods such as: analysis, synthesis, statistics, comparison... The above methods are applied appropriately to each content of the thesis.

3. Main results and conclusions

3.1. Main results

One is, systematize, analyze, clarify the policy and direction process for the development of the civil aviation industry of the Party Committee of the Civil Aviation Authority of Vietnam from 1997 to 2011; thereby, objectively and scientifically reconstruct the picture of the civil aviation industry from 1997 to 2011.

Two is, drawing experiences on the leadership of the Party Committee of the Civil Aviation Authority of Vietnam based on achievements, limitations and causes of limitations from the practice of leadership in the development of the civil aviation industry from 1997 to 2011.

Three is, the thesis can be used as a reference document for research and teaching related to the Vietnam Civil Aviation industry. At the same time, it is a document that contributes to fostering the tradition of the industry for Vietnam Civil Aviation officers and employees.

3.2. Conclusion

- Clarifying the factors affecting the leadership of the Party Committee of the Civil Aviation Authority in the development of the Vietnamese civil aviation industry from 1997 to 2011.

- Analyze and interpret the development policy of the Civil Aviation industry of the Party Committee of the Civil Aviation Authority of Vietnam from 1997 to 2011.

- Present the process of directing the development of the civil aviation industry from 1997 to 2011 with specific results in each specific period.

- Evaluate the advantages and limitations, identify the causes, and draw lessons from the process in which the Party Committee of the Civil Aviation Authority of Vietnam led the development of Vietnam Civil Aviation from 1997 to 2011.

Each method is applied in accordance with each part of the thesis.

3.1. Main results

Firstly, systematizing, analyzing, and clarifying the policy and the process of directing the development of civil aviation industry of the Vietnam Aviation Department Party from 1997 to 2011; Thus, objectively and scientifically reconstructing the development of the civil aviation industry from 1997 to 2011.

Secondly, drawing experiences on the leadership of the Civil Aviation Authority of Vietnam on the basis of achievements, limitations and limited reasons from the practical leadership of civil aviation development from 1997 to in 2011.

Thirdly, the thesis can be used as reference material for research and pedagogy related to Vietnam Civil Aviation industry. At the same time, it is a document that contributes to fostering traditional traditions for civil aviation officials and employees in Vietnam.

3.2. Conclusions

- Clarifying the factors affecting the leadership of the Party Aviation Department on the development of Vietnam Civil Aviation industry from 1997 to 2011.

- Analyzing and interpreting the policy of developing the Civil Aviation industry of the Vietnam Aviation Administration Party from 1997 to 2011.

- Presenting the process of directing the development of civil aviation industry from 1997 to 2011 in association with specific results in each specific period of time.

- Evaluating the advantages, limitations, reasons, drawing lessons learned from the process of Vietnam Civil Aviation Party's leadership to develop Vietnam Civil Aviation from 1997 to 2011.
