• The results of the thesis contribute to affirming in practice that TCCSĐ (basic Party cells, basic Party committees) are the foundation of the Party, the political nucleus of the Party at the grassroots level.
• Drawing on some experiences of the Hanoi City Party Committee in the process of implementing the task of building a grassroots Party organization from 2008 to 2015.
