1. Purpose and research objects of the thesis
1.1 Research purpose
Clarifying the process of the Hanoi City Party Committee applying the Central's guidelines and policies in the process of implementing the task of building grassroots organizations in communes, wards and towns in the locality from 2008 to 2015; thereby drawing some experiences in the process of implementing the task of building grassroots organizations of the Hanoi City Party Committee in the period from 2008 to 2015 and drawing out some advantages and limitations with reference value.

The thesis focuses on studying the policies and solutions of the Hanoi City Party Committee in leading the implementation of the work of building the Party organization in the period of promoting industrialization and modernization from 2008 to 2015.
2. Research methods used
Based on the methodology of Marxism-Leninism, Ho Chi Minh thought, and the viewpoint of the Communist Party of Vietnam on Party building, the thesis uses the basic research methods in historical science, which are the historical method and the logical method.
In addition, to clarify the process of implementing the task of building grassroots Party organizations in communes, wards and towns, the thesis also uses a number of other methods: statistics, comparison, practical survey and analysis.

3.2. Conclusion
1. The work of building the Party cell in general and the Party cell in communes, wards and towns in particular plays a very important role. The Party cell in communes, wards and towns is a special type of organization, the political nucleus at the grassroots level and directly sets out the local political policies and tasks, and effectively leads the implementation of local activities. The tasks of the Party cell in communes, wards and towns are to lead socio-economic development, ensure national defense and security; lead political and ideological work; coordinate with agencies and organizations to build a strong grassroots political system, rich and civilized communes, wards and towns. Thus, building a strong Party cell in communes, wards and towns is an important task in Party building work and a decisive factor in maintaining political stability in Hanoi as well as localities nationwide.
2. Hanoi is the capital, the heart of the country, the national political and administrative center, a major center of culture, science, education, economy and international transactions; it is the headquarters of the Central agencies of the Party and State, socio-political organizations, diplomatic missions, international organizations and the place where the most important domestic and foreign activities of the country take place. The Hanoi Party Committee is a large party committee, holding an important position. In 2015, the Hanoi Party Committee had 58 affiliated party committees, 2,934 grassroots party organizations with a total of 400,398 party members. Recognizing that importance, the Hanoi Party Committee has creatively applied the innovation policy, taking the lead in developing the knowledge economy and improving the quality of economic restructuring. Rapid and sustainable economic development, in harmony with the development of cultural and social fields, improving the quality of people's lives, serving as a driving force to promote the development of the Capital region, the Red River Delta, the key economic region of the North and the whole country.
3. From 2008 to 2015, in addition to opportunities and advantages, Hanoi as well as the whole country had to face many difficulties and severe challenges: the world and regional situation, especially the East Sea situation, continued to develop complicatedly, the world economy recovered slowly; competition between major countries and regions became increasingly fierce. On the other hand, high inflation, natural disasters, epidemics, and climate change caused severe damage; the lives of a part of the people faced difficulties. Hanoi also had specific difficulties in the development process, with an increasingly large workload, urgent requirements; rapid urbanization, high population growth, overloaded and unsynchronized infrastructure... created great pressure that directly affected the organization and implementation of political tasks of the City Party Committee.
Grasping the motto of economic development as the central task and Party building as the key task, the Party building and Party cell building work of the Hanoi Party Committee (2008 - 2015) have achieved many achievements, the leadership capacity and fighting strength of many Party cells have been significantly improved. Weak Party cells that do not meet the standards of being clean and strong have been gradually reduced. The Party members have rapidly developed in quantity and improved in quality, clearly promoting their exemplary vanguard role in the cause of building and defending the Fatherland.
4. It can be affirmed that the results achieved are very encouraging, creating a new change in the quality of the political system's operations at the grassroots level of communes, wards and towns. The political organization at the grassroots level has been gradually consolidated and improved. The functions and tasks of each organization are increasingly clear and distinct; the authority and responsibility are increasingly decentralized.
However, in addition to the achievements, the work of building the grassroots Party organizations in communes, wards and towns still has many limitations: Organizations in the political system in some communes, wards and towns still have many shortcomings, especially the organizational models of Party cells, residential groups and residential areas are not unified, not synchronized with the political system, the capacity to manage administrative activities in villages, hamlets, residential areas and residential groups is still limited. The combativeness in Party cell activities in some places and at times is not effective, not actively fighting and criticizing, leading to the work of evaluating the quality of Party members, Party organizations and cadres being formalistic and not close to reality. Some communes, wards and towns still lack initiative in solving urgent or politically sensitive issues. The proportion of female cadres, young cadres, cadres with university degrees at the grassroots level, especially at the commune level, is still low...
5. From the research results on the work of building the grassroots political system in communes, wards and towns in the city from 2008 to 2015, the author has clarified the successes and limitations in the work of leadership, direction and implementation of the task of building grassroots political system in communes, wards and towns.
