The thesis also has generalized all development steps about international economic in the policy of the Provincial Communist Party Committee throughout two periods: 1991 - 2000; 2001-2010.

- The thesis has objectively rehearsed the development of the international economy by the direction of the Hai Phong Provincial Communist Party Committee during 1991 – 2010. In addition, the thesis also provides some advantages and limitations as well as the historical experience about this process.
