- Analyze and clarify the potential and advantages in the development of the external economy of Hai Phong city.

- To summarize and systematize the policies of the Hai Phong City Party Committee, and the developments in the Party Committee's policies regarding the foreign economic sector through two periods: 1991 - 2000; 2001 - 2010.

- To objectively reconstruct the practical development of Hai Phong's foreign trade under the direction of the Hai Phong City Party Committee during the years 1991-2010, highlighting its strengths and weaknesses; and to draw historical lessons.

11. Practical applications:

- The dissertation provides a system of historical documents related to the topic of the Party's leadership in the development of the foreign economy.

- This dissertation can serve as a reference document in research and teaching of Hai Phong history, contributing to supplementing the theoretical and practical basis for promoting the development of Hai Phong's foreign economic sector in the current period.

- The thesis has analyzed and clarified the potential and advantages for developing international economy of Hai Phong city.

- Besides, this thesis has scientifically proven about the policy of the Hai Phong Provincial Communist Party Committee. The thesis also has generalized all development steps about international economic in the policy of the Provincial Communist Party Committee throughout two periods: 1991 - 2000; 2001-2010.

- The thesis has objectively rehearsed the development of the international economy by the direction of the Hai Phong Provincial Communist Party Committee during 1991 – 2010. In addition, the thesis also provides some advantages and limitations as well as the historical experience about this process.

11. Practical applicability:

- The thesis provided scientific the historical materials related to the topic Vietnam Party's leadership in development of international economics.

- The information inside the thesis can be used as reference in research, history teaching about Hai Phong. Futhermore, the thesis contributes to supplemented bases for applying theoretical and practical work of promoting development of international economics of Hai Phong today.
