- To clarify the factors affecting general education in Thai Nguyen province during the period 1997-2010.
- Analyzing the policies and guidance of the Thai Nguyen Provincial Party Committee regarding general education during the period 1997-2010.
- Clarify the roles of Party committees, government agencies, and departments at all levels in Thai Nguyen province in the process of realizing the provincial Party committee's policy on developing general education in various fields:Building a team of teachers and education management staff; establishing a network of schools; developing infrastructure; and improving the overall quality of education.
- To evaluate the strengths and weaknesses in the leadership of the Thai Nguyen Provincial Party Committee in the field of general education from 1997 to 2010, and to draw some historical lessons to serve the Provincial Party Committee's leadership of the local general education cause in the future.
- To provide scientific arguments for formulating policies on the development of general education in Thai Nguyen province; to contribute to summarizing the Party's leadership over the cause of education and training during the reform period.

10. Summary of the new findings of the thesis:
- The thesis has clarified some factors which strongly affect the general education, as well as the policies and directions of Thai Nguyen Provincial Communist Party Committee about this field during the period (1997 – 2010).
- In addition, the thesis has scientifically demonstrated the important role of all levels of Party, Government, departments, and unions of Thai Nguyen province through out the process of practicing policies about general education system. Most of the fields were regulated by the Party as:building the contingent of teachers and staffs in educational management; building the school and facilities network; improve the quality of mandatory education.
- The thesis has evaluated all advantages and limitations of Thai Nguyen provincial Communist Party Committee during the process of leading general educational policies from 1997 to 2010. On that basis, the thesis has concluded some historical experiences to contribute to the leadership of the Thai Nguyen provincial Communist Party Committee about this field for the next period.
- The thesis has provided some scientific arguments for policy makers in planning the regulations and directions about general educational development of Thai Nguyen, it also has summarized the role of leadership of the Party to the education and training career during the renewal period.

- The information inside thesis can provide realistic scientific arguments for policy makers in developing general education in Thai Nguyen province, it also supplies a full summary of the leadership of Vietnam Communist Party in education and training career during the renewal period.
