1. Purpose and scope of the thesis

1.1. Research Objectives

Clarify the theoretical and practical basis for improving the system for archival civil servants and public employees in state agencies. From there, identify solutions to improve the system for archival civil servants and public employees, ensuring its legality, practical relevance, and feasibility in implementation.

The aim is to propose improvements to the legal framework for building a high-quality archival workforce that meets job requirements in the context of current integration and development.

1.2. Research Subjects

The subject of this dissertation is the regulations and activities related to the development and improvement of regulations for archival civil servants and public employees in state agencies.

2. Research methods used

The dialectical materialism and historical materialism of Marxism-Leninism are the primary research methods employed throughout the research process. In addition, other methods are also used, such as:

- The historical method is used in the research process to identify the strengths and weaknesses of previous research works and of the systems established and applied in practice in earlier periods.

- The systems approach was used in the research process to identify the correlation between the working conditions of archival staff and those of other officials and civil servants in the state apparatus.

- Survey methodology: The survey subjects were selected from the following groups: civil servants involved in developing and improving regulations for archival staff in state agencies; scientists, researchers, and lecturers in archiving; managers and users of archival staff; and archival staff themselves, in order to collect information for the research.

- Logical reasoning, statistical methods, synthesis, analysis, etc., are used in understanding issues related to the development and improvement of the system for archival civil servants and officials; forecasting the development of the archival sector; and in commenting on, evaluating, and providing a scientific basis for improving the system for archival workers in state agencies today.

3. Main results and conclusions

3.1. Main results

In theory:This dissertation supplements the theoretical framework of management science in archiving, specifically the scientific foundations for establishing a system for archivists – a crucial factor in building and developing the archiving sector. Therefore, the research results of this dissertation bring scientific value to the process of building and developing archiving science in Vietnam in the current period.

In practice:The research findings of this dissertation can be used and referenced by policymakers to improve the regulations for archival civil servants and officials, aiming to manage, preserve, build, and develop archival human resources to meet the practical requirements of the archival sector in the current period.

3.2. Conclusion

- Defining the science of archiving requires not only studying the professional aspects of archiving but also researching issues related to the science of archiving management.

- The current regulations for archival civil servants and officials contain provisions that are no longer appropriate or complete, therefore their practical application does not guarantee the development of a comprehensive, high-quality archival workforce and the effective operation of the archival sector.

- The thesis has predicted future development trends in the field of archives and raised several issues that need to be addressed in improving the current system for archival civil servants and officials. With these solutions, competent state agencies can study and apply them in improving the system for archival civil servants and officials in state agencies.

However, this is only the result of research on the basis and foundation for improving the system for archival civil servants and public employees. How to improve each aspect of the system, such as: improving the recruitment system; improving the training and development system; improving the salary system;… is not within the scope of this dissertation and will be further studied in other scientific works in the future.

With the research results in this dissertation, it is hoped that some issues will become useful in supplementing the theoretical framework of archival science, and at the same time provide a scientific basis for competent state agencies to research and apply in practice to organize and improve the system for archival civil servants and officials in our country today.

1. Thesis purpose and objectives

1.1 Research purpose

To bring out theoretical database and paractical database to complete regime for archivists in state agency. From there, to specify the resolution for completing regim, to meet legal requirements, being suitable with practice of organization.

Promote to complete legal institution to establish qualifiable labor resources in archives, respond to the job request in the context entry and the current development.

1.2. Research object

The research object is the regime and activity for implementing regime for archivists in state agencies.

2. Research methods

Dialectial materialism and historial materialism of Mac-Lenin are diasive scientific research methods being used in entirre research process.

The historical method used in the research to show advantages and disadvantages of former research work, regime applied in the previous stage.

System method was used in the process to present the relationship between mode of archives and other public officer's.

Survey method: Object of survey is group, being responsible for setting, completing regime for archives in state agency; The scientists, teachers in archives, the manager for archives organizations and archivist.

Logic, statistics, synsethis methods were used to complete regime, commenting, evaluating, giving the database for completing regime

3. Major results and conclusions

3.1. Major results

Regarding to theory: The thesis provides theory for management in archives, especially scientific basis to establish regime for archivist – important factor to develop archives in general. There for, the results of thesis bring science value for archive's development in Vietnam at this time.

Regarding to practice: The thesis's results can help policy maker reference to improv regime for archivist to develop human resources, satisfy practical requirements of archives.

3.2. Conclusions

Specify that archival science is not only studying profession, but also management in archives.

Work mode for archivists has been not aligned, not fully enough so that the application in practice can not ensure develop labor resources completely and make archival activities effectively.

Predictions for the development of Archive in the future and establishing some problems to complete regime were given in the thesis. With these solutions, the authority state offices may consult to complete the regime for archivist in state agencies.

However, this is only result about database to complete the regime. How perfect for details such as training, salary mode; ... does not belong to the thesis, that will be continued in the other science research in the future.

With these results, the author hopes that it may be useful in supplementing theory for the archival science, being database for authority state agencies to apply to complete regime for archives at this time.
