1. Purpose and research objects of the thesis

1.1. Research purpose

Clarifying the theoretical and practical basis for perfecting the regime for civil servants and archivists in state agencies. From there, identifying solutions to perfect the regime for civil servants and archivists to ensure legality, suitability with reality and feasibility in implementation.

Towards proposing the completion of legal institutions to build quality archival human resources to meet job requirements in the current context of integration and development.

1.2. Research subjects

The research object of the Thesis is the regimes and activities of building and perfecting the regime for civil servants and public employees in state agencies.

2. Research methods used

The dialectical materialist and historical materialist scientific research methods of Marxism-Leninism are the main methods applied throughout the research process. In addition, other methods are also used such as:

- Historical method is used in the research process to see the advantages and limitations of previous research works, of the regimes built and applied in practice in the previous period.

- The systematic method is used in the research process to see the correlation between the regime of civil servants and archival officials with the regime of other cadres and civil servants in the state apparatus.

- Survey method: The survey subjects were selected as a group of civil servants who build and perfect the regime for archivists in state agencies; Scientists, researchers, and lecturers on Archives; Managers and users of civil servants and archivists, and civil servants and archivists themselves to collect information for research purposes.

- Methods of logical reasoning, statistics, synthesis, analysis, etc. are used in studying issues of building and perfecting the regime for civil servants and archivists; Forecasting the development of the Archives industry and in commenting, evaluating, and providing scientific bases for perfecting the regime for archivists in current state agencies.

3. Main results and conclusions

3.1. Main results

In theory:The thesis supplements the theoretical system of management science in archives, specifically the scientific foundations for building a regime for archivists - an important factor for building and developing the Archives industry. Therefore, the research results of the thesis bring scientific value to the process of building and developing the Archival science in Vietnam at the present stage.

In practice:The research results of the Thesis can be used and referred to by policy makers to serve the improvement of the regime for civil servants and archival officials, aiming at managing, preserving, building and developing archival human resources, meeting the practical requirements of the Archives industry in the current period.

3.2. Conclusion

- Determining the science of Archives not only focuses on researching the professional sciences of archives but also researches issues of archives management science.

- The current regime for archival civil servants and public employees has inappropriate and incomplete contents, so the practical application does not ensure the development of comprehensive quality archival human resources and bring operational efficiency to the Archives sector.

- The thesis has forecasted the development trend of the Archives industry in the future and raised a number of issues that need to be improved in the current regime for civil servants and archival officials. With those solutions, competent state agencies can study and apply them in improving the regime for civil servants and archival officials in state agencies.

However, this is only the result of research on the bases and foundations to move towards perfecting the regime for civil servants and archival officials. How to perfect each content of the regime such as: Perfecting the recruitment regime; Perfecting the training and fostering regime; Perfecting the salary regime;... is not within the scope of the Thesis but will continue to be researched in other scientific works in the future.

With the research results in the Thesis, it is hoped that there will be issues that will become useful in supplementing the theory for Archival science, and at the same time serve as a basis and scientific basis for competent state agencies to research and apply in practice to organize and perfect the regime for civil servants and archival officials in our country today.

1. Thesis purpose and objectives

1.1 Research purpose

To bring out theoretical database and paractical database to complete regime for archivists in state agency. From there, to specify the resolution for completing regim, to meet legal requirements, being suitable with practice of organization.

Promote to complete legal institution to establish qualifiable labor resources in archives, respond to the job request in the context entry and the current development.

1.2. Research object

The research object is the regime and activity for implementing regime for archivists in state agencies.

2. Research methods

Dialectial materialism and historial materialism of Mac-Lenin are diasive scientific research methods being used in entirre research process.

The historical method used in the research to show advantages and disadvantages of former research work, regime applied in the previous stage.

System method was used in the process to present the relationship between mode of archives and other public officer's.

Survey method: Object of survey is group, being responsible for setting, completing regime for archives in state agency; The scientists, teachers in archives, the manager for archives organizations and archivist.

Logic, statistics, synsethis methods were used to complete regime, commenting, evaluating, giving the database for completing regime

3. Major results and conclusions

3.1. Major results

Regarding to theory: The thesis provides theory for management in archives, especially scientific basis to establish regime for archivist – important factor to develop archives in general. There for, the results of thesis bring science value for archive's development in Vietnam at this time.

Regarding to practice: The thesis's results can help policy maker reference to improv regime for archivist to develop human resources, satisfy practical requirements of archives.

3.2. Conclusions

Specify that archival science is not only studying profession, but also management in archives.

Work mode for archivists has been not aligned, not fully enough so that the application in practice can not ensure develop labor resources completely and make archival activities effectively.

Predictions for the development of Archive in the future and establishing some problems to complete regime were given in the thesis. With these solutions, the authority state offices may consult to complete the regime for archivist in state agencies.

However, this is only result about database to complete the regime. How perfect for details such as training, salary mode; ... does not belong to the thesis, that will be continued in the other science research in the future.

With these results, the author hopes that it may be useful in supplementing theory for the archival science, being database for authority state agencies to apply to complete regime for archives at this time.
