11. Summary of new results of the thesis

- Contribute to affirming the theoretical and methodological values ​​of Marxism-Leninism, Ho Chi Minh's thought on ethics and moral building.

- Clarifying the concept of ethics, building ethics for the People's Public Security Forces and the contents of building ethics for the People's Public Security Forces; theoretical contents on the regularity and factors affecting ethics for the People's Public Security Forces, the objective necessity of the requirement to build clean and strong ethics for the People's Public Security Forces.

- Analyze the content of building the ethics of the People's Public Security Forces in general in 6 basic ethical standards, necessary to have, need to build in the ethical qualities of the People's Public Security Forces. Those standard contents are: Absolutely loyal to the Fatherland, the Party and the People; Love the industry, love the profession, devoted, devoted to the profession; Respectful and polite to the people, serving the people; Being a shining example of the ethics of diligence, thrift, integrity, impartiality; Having a compassionate heart, loving people, loving comrades, teammates; Having courage, determination, bravery, intelligence, having the spirit of attacking crime. At the same time, clearly point out the factors affecting the process of building the ethics of the People's Public Security Forces.

- Assessing the achievements and at the same time pointing out the limitations and shortcomings in the process of building the ethics of the People's Public Security in recent times. That is the degradation of the ethics and lifestyle of a part of the officers and soldiers; Degradation and fading of political ideals and beliefs.;Decreased professional capacity, low work efficiency, and mediocre thinking.

The thesis has pointed out the issues raised from the perspective of scientific philosophy and ethics in building the ethics of the People's Public Security Forces in the current period. These are: The contradiction between the requirement to build clean and strong ethics of the People's Public Security Forces with the complex impacts of the world and regional situation; The contradiction between the requirement to build clean and strong ethics of the People's Public Security Forces with the negative impacts of social life. On that basis, the thesis proposes 3 general directions with the principles of strategic orientation and 5 main solutions to build a truly clean, strong, disciplined, elite, and gradually modernized People's Public Security Force, meeting the requirements of the task of protecting security and order in the current new revolutionary period.

12. Practical application:The thesis can be used as a reference document in the process of teaching Political Theory subjects at People's Police schools. It can be used as a reference for functional units in the Police force to advise the Ministry of Public Security on strategies to strengthen political capacity and promote ethical traditions: People's Police study and follow Ho Chi Minh's ideology and ethical style: capacity, humanity, serving the people.

- Clarifying the connotation of morality and moral development for People's police officers, as well as contents of moral development for People's police officers; theoretical contents of the regularity and factors impacting morality of People's police officers, the objectivity and inevitability of the need for developing strong and transparent morality for People's police officers.

- Analysis moral development for People's police officers, which is summarized in 6 fundamental ethical standards which are needed and must be developed in ethics of People's police officers. Such standard contents are: Being absolutely loyal to the country, the Party and the People; Loving and devoting to the profession; Respecting and being polite to the people and serving the people; Being a role model of diligence, thriftiness, honesty, righteousness and selflessness; Having love and compassion for humanity and comrades; Having skills, determination, courage, ingeniousness and a spirit of actively striking against criminals. At the same time, factors affecting the process of moral development for People's police officers are also highlighted.

- Assessing achievements and at the same time pointing out drawbacks and limitations in the process of moral development for People's police officers recently. The thesis has pointed out the issues from the perspective of moral philosophy regarding moral development for People's police officers today. They are: Conflict between the need for strong and transparent moral development for People's police officers and the complex impacts of international and regional situation; Conflict between the need for strong and transparent moral development for People's police officers and the adverse impacts of social life. On that basis, the thesis sets out 3 general directions that are guided by strategic orientation and 5 main solutions to develop a truly transparent, strong, regular, elite and step-by-step modern People's Public Security force to meet the requirements of protecting security and order in the new revolutionary period.
