11. Summary of the new findings of the thesis
- Contributing to affirming the theoretical and methodological values of Marxism-Leninism and Ho Chi Minh Thought on ethics and moral development.
- Clarifying the meaning of the concept of ethics, building the ethics of police officers, and the contents of building the ethics of police officers; theoretical contents regarding the laws and factors affecting the ethics of police officers, and the objective necessity of building clean and strong ethics for police officers.
- This analysis outlines the six fundamental ethical standards that are essential and necessary for building the moral character of police officers. These standards include: Absolute loyalty to the Fatherland, the Party, and the People; Love for the profession and dedication to one's work; Respect and courtesy towards the people, serving the people; Being a shining example of diligence, frugality, integrity, and impartiality; Compassion and love for humanity, comrades, and fellow officers; Resolute, courageous, resourceful, and proactive in combating crime. It also identifies the factors influencing the process of building the ethics of police officers.
- The assessment highlights both the achievements and the limitations and shortcomings in the process of building the ethics of the People's Public Security Force over the past period. These include the moral and lifestyle degradation of a segment of officers and soldiers; and the decline and fading of political ideals and beliefs.;Decline in professional competence, low work efficiency, and a mentality of mediocrity.
The dissertation has identified the issues raised from the perspective of ethical philosophy regarding the development of the ethics of the People's Public Security Force in the current period. These are: the conflict between the requirement to build a clean and strong ethical force for the People's Public Security Force and the complex impacts of the global and regional situation; and the conflict between the requirement to build a clean and strong ethical force for the People's Public Security Force and the negative impacts of social life. Based on this, the dissertation proposes three general directions based on strategic orientation principles and five main solutions to build a truly clean, strong, professional, elite, and progressively modern People's Public Security Force, meeting the requirements of protecting security and order in the current new revolutionary period.
12. Practical applications:This dissertation can be used as a reference in teaching Political Theory subjects at People's Public Security schools. It can also be used as a reference by functional units within the Public Security force to advise the Ministry of Public Security on strategies to strengthen political fortitude and promote ethical traditions: the People's Public Security studying and following the thoughts and moral style of Ho Chi Minh: courage, humanity, and service to the people.
13. Future research directions:Based on these research findings, the author will continue to study the issues raised in the thesis in order to advise relevant levels and functional units to issue appropriate resolutions and directives aimed at building a better and more ethical code for the people's police force, worthy of the people's affection and trust..

- Contributing to affirm of theoretical and methodological values of Marxism-Leninism and Ho Chi Minh Ideology on morality and moral development.
- Clarifying the connotation of morality and moral development for People's police officers, as well as contents of moral development for People's police officers; theoretical contents of the regularity and factors impacting morality of People's police officers, the objectivity and inevitability of the need for developing strong and transparent morality for People's police officers.
- Analysis moral development for People's police officers, which is summarized in 6 fundamental ethical standards which are needed and must be developed in ethics of People's police officers. Such standard contents are: Being absolutely loyal to the country, the Party and the People; Loving and devoting to the profession; Respecting and being polite to the people and serving the people; Being a role model of diligence, thriftiness, honesty, righteousness and selflessness; Having love and compassion for humanity and comrades; Having skills, determination, courage, ingeniousness and a spirit of actively striking against criminals. At the same time, factors affecting the process of moral development for People's police officers are also highlighted.
- Assessing achievements and at the same time pointing out drawbacks and limitations in the process of moral development for People's police officers recently. The drawbacks are: moral degradation regarding lifestyle of some police officers;Degraded and faded political ideals and beliefs;Decline on professional capabilities, low work efficiency and egalitarianism.
The thesis has pointed out the issues from the perspective of moral philosophy regarding moral development for People's police officers today. They are: Conflict between the need for strong and transparent moral development for People's police officers and the complex impacts of international and regional situation; Conflict between the need for strong and transparent moral development for People's police officers and the adverse impacts of social life. On that basis, the thesis sets out 3 general directions that are guided by strategic orientation and 5 main solutions to develop a truly transparent, strong, regular, elite and step-by-step modern People's Public Security force to meet the requirements of protecting security and order in the new revolutionary period.
12. Practical applicability, if any:The thesis can be used as reference material during the process of teaching political theory at People's Public Security schools. It can also be used as reference for functional units of the Public Security force to advise Ministry of Public Security in terms of strategy for strengthening political spirit and promoting moral traditions: People's Police officers study and follow Ho Chi Minh ideology and moral style: being competent, having humanity and serving the people.

Further research directions, if any:On the basis of these findings, the author will continue to research the issues raised in the thesis in order to advise functional units and levels to come up with the most appropriate resolutions and directives which aim to better develop morality of People's Police officers in order to be worthy of sentiments and beliefs of the people.
