3.1. Main results

- Clarifying the historical context and characteristics of the Vietnamese revolution as an impact and, consequently, setting requirements for the work of building the Party organizational system in the North during the years 1954-1975.

3.2. Conclusion

The period from 1954 to 1975 was a time of great difficulty and challenges in the history of the Vietnamese revolution, with the country divided into two regions, North and South. The South continued its national democratic revolution. The North was completely liberated, fundamentally completing its national democratic revolution and gradually moving towards building socialism. The socialist revolution in the North not only aimed to build a prosperous and happy life for the people of the North but also to create a solid rear base for the South to carry out the common task of liberating the South and unifying the country.

That historical task placed new and urgent demands on the Party's organizational system in the North to meet the situation. These demands included building a strong, tightly-knit, and highly disciplined Party organization from the central level to the grassroots; strengthening Party committees at all levels, especially at the grassroots and local levels; and increasing the quantity, quality, and fighting spirit of cadres and Party members in the North to become the core force in building socialism, fighting to defend the North, and supporting the great southern front.

In response to that requirement, the Party flexibly built, strengthened, and perfected the Party's organizational system in the North, from the central to the grassroots level, in a manner consistent and unified with the state administrative system. The Party built a contingent of Party members that ensured sufficient numbers, high quality, and strong capabilities, closely connected with the people to successfully lead the task of building socialism and unifying the country. The cadre was built with sufficient capacity, intellect, and firm political resolve, with a suitable structure to ensure the smooth operation of the Party's organizational system.

During the 21 years (1954-1975), the process of building the Party's organizational system in the North still had limitations. In the early period, there were signs of "leftist" tendencies and serious mistakes in reorganizing the Party during land reform. The Party's membership development work lacked rigor, heavily focused on specific groups rather than quality; personnel work lacked proactiveness, and the quality of the cadre was not high enough to meet the demands of construction and combat.

Based on the strengths and weaknesses encountered during the leadership and guidance of building the Party's organizational system in the North, the Party drew the following lessons: Building the Party's organizational system must stem from political goals and tasks; the work of building the Party's organizational system must be closely linked to the Party's ideological building; the work of building the Party's organizational system must adhere to reality and be connected to the revolutionary movement of the masses, preventing "leftist" errors or a lack of discipline; building the Party's organizational system is closely linked to the work of building grassroots Party organizations and is ensured by the quality of the Party's cadres and members.

These experiences contribute to the development of the Party's organizational system in general and are significant for Party building work in the current period.

3.2. Conclusions 

The period 1954-1975 was a period full of difficulties and challenges in the history of Vietnam's revolution, the country was divided into two regions, South Vietnam and North Vietnam. The South continued The People's Democratic National Revolution. The North was completely liberated and basically completed The people's Democratic National Revolution and gradually built up socialism. The Socialist Revolution in the North not only aims to build a prosperous and happy life for the Northern people but also to create a strong rear for liberation of the South and national reunification.

That historic tasks set out to build The Party organizational system in the North with new and urgent requirements to meet the situation. It is the requirement of building The Party organizational system from the Central to local level that must be strict, strong and disciplined; building special party committees; enhance the quantity, quality and fighting capacity for the cadres and party members in the North so that they can become the core for the socialism construction, the North's protection and the support for the South.

In response to that requirement, The Party has been flexible in building, consolidating and solidifying The Party's organizational system of in the North from the central to local appropriated and consistent with the state administrative system. The Party has built a contingency of qualified and quantified members, who are well connected with the people to successfully lead the task of building socialism and national reunification. The contingency of cadres is built with sufficient capacity, intelligence, strong political instincts, and a structure suitable to the operation of The Party organizational system.

During the 1954-1975 period, the process of building The Party organizational system in the North still had some limitations. At the beginning, there was a "leftist" sign, a serious mistake when adjusting the organization during the land reform. The Party's development of party members was weak, depended on classes heavily and did not pay much attention to the quality. The cadre work was passive while the quality of the cadres was not high enough to meet the requirements of practical construction and fighting.

Based on the advantages and limitations in leading and directing process of building The Party organizational system in the North, The Party draws some experiences: Building The Party organizational system must come from the political objectives and tasks; Building The Party organizational system must be closely linked with The Party's ideological work; Building The Party organizational system must follow the reality and associate with the revolutionary movement of the people, prevent "leftist" mistakes or lack of disciplines.
