2. Research methods used

Based on the methodology of Marxism - Leninism, the thesis mainly uses historical methods combined with logical methods, analysis, synthesis, and comments on the process of Dong Nai Provincial Party Committee leading the construction of the political system at the grassroots level from 1991 to 2015.

In addition, the Thesis also combines the use of some popular methods in social sciences and humanities research such as practical surveys, synthesis, statistics... to solve the research tasks of the Thesis.

This is considered the key step in the entire process of democratizing political and social life, increasing the close connection between the Party, the State and the people, promoting the people's mastery in the process of building and defending the Fatherland.

2. Dong Nai is a key industrial province in the South, with many specific issues of ethnicity, class, religion... that hostile forces have thoroughly exploited to sabotage, causing social hotspots, socio-political hotspots affecting security and order in the area, affecting economic development and consensus of the people at the grassroots level. Promoting the construction and completion of the grassroots political system is considered an urgent, top priority task that is very important for the comprehensive development of the province. In recent years, the Dong Nai Provincial Party Committee has promoted the construction and completion of the grassroots political system to stabilize politics, security - defense, develop the economy, promote the people's mastery and truly implement the grassroots democracy regulations.

3. Applying the Party's policies to the reality of Dong Nai province, in the period of 1991-2015, the Provincial Party Committee has led the promotion of the construction of the political system at the grassroots level, achieving many great achievements in awareness, implementation and direction. These are the achievements of the Dong Nai Provincial Party Committee in thoroughly grasping and promptly and appropriately applying the Party's guidelines on building the political system to the local reality. With high political determination, the Provincial Party Committee has led and directed the regular, comprehensive and timely implementation of the policy on renewing the political system at the grassroots level. The political system at the grassroots level of Dong Nai province has been gradually consolidated and improved, the quality and efficiency of operations have been improved, creating momentum for economic development, stabilizing the political - social situation and security - order in the province. It can be seen that, after 25 years of leadership in building the grassroots political system of Dong Nai Provincial Party Committee, it has been gradually improved, its quality has been significantly improved and has led to positive achievements in the socio-economic development of the province in the period 1991 - 2015.

5. The leadership continues to build and perfect the political system at the grassroots level of the Dong Nai Provincial Party Committee, which needs to be further studied in the coming time. The establishment and improvement of the political groundswell system is an urgent task for our Communist Party in the renovation period, promoting industrialization and modernization. This is considered as a key stage of the entire process of democratizing the political and social life, increasing the close relationship among the Communist Party, the State and the people, promoting the people's mastery in the process of building and protecting the Fatherland.

2.Dong Nai is an intensive industrial province in the South with many characteristics of ethnicity, class, religion ... the hostile forces thoroughly take advantage to fight against, causing serious social problems as well as political - social ones, which affects the self-security in this area and the economic development and the consensus of the people. Promoting construction and improvement of groundswells political system is considered an important and urgent task, which is really vital to develop the province comprehensively. In the past years, Dong Nai Provincial Party Committee strengthened the construction and consolidation of the groundswells political system to stabilize politics, security - national defense, economic development, promote people's mastery and seriously implement groundswells democracy regulations.
