Building and perfecting the political system at the grassroots level is an urgent task for our Party during the period of reform, industrialization, and modernization. This is considered a crucial step in the entire process of democratizing political and social life, strengthening the close ties between the Party, the State, and the people, and promoting the people's right to self-governance in the process of building and defending the Fatherland.

2. Dong Nai is a key industrial province in the South, with many unique characteristics regarding ethnicity, class, religion, etc. Hostile forces thoroughly exploit these to undermine the province, creating social and political hotspots that affect security and order, impacting economic development and the consensus of the people at the grassroots level. Strengthening and perfecting the political system at the grassroots level is considered an urgent and top priority task for the comprehensive development of the province. In recent years, the Dong Nai Provincial Party Committee has actively promoted the building and strengthening of the political system at the grassroots level to stabilize politics, security and defense, develop the economy, promote the people's right to self-governance, and truly implement grassroots democracy.

3. Applying the Party's guidelines to the practical situation of Dong Nai province, during the period 1991-2015, the Provincial Party Committee led the acceleration of building the political system at the grassroots level, achieving many great successes in understanding, implementing, and directing the execution. These are the achievements of the Dong Nai Provincial Party Committee in promptly and appropriately applying the Party's guidelines on building the political system to the local situation. With high political determination, the Provincial Party Committee led and directed the organization and implementation of the policy of reforming the political system at the grassroots level regularly, comprehensively, and promptly. The political system at the grassroots level in Dong Nai province has been gradually consolidated and improved, with enhanced quality and effectiveness, creating momentum for economic development, political and social stability, and security and order in the province. 1.The grassroots political system plays a particularly important role in stabilizing socio-politics at the grassroots level, economic development, improving the material and spiritual life for the people. This is an organization that exactly reflects the nature of democracy, which the mechanism: Leadership of Communist Party, management of the State and the people's ownership. This is the political organization has a close connection with the masses, which they directly implement the guidelines of the Party and State laws, and also participate in the summation practice and experience, contributing to the development and improvement of the Party's and State's lines and policies. In order to achieve the set goal, it is inevitable that there is a strong groundswells political system, operating more and more effectively in accordance with the characteristics of our country in the transition period. The establishment and improvement of the political groundswell system is an urgent task for our Communist Party in the renovation period, promoting industrialization and modernization. This is considered as a key stage of the entire process of democratizing the political and social life, increasing the close relationship among the Communist Party, the State and the people, promoting the people's mastery in the process of building and protecting the Fatherland.

2.Dong Nai is an intensive industrial province in the South with many characteristics of ethnicity, class, religion ... the hostile forces thoroughly take advantage to fight against, causing serious social problems as well as political - social ones, which affects the self-security in this area and the economic development and the consensus of the people. Promoting construction and improvement of groundswells political system is considered an important and urgent task, which is really vital to develop the province comprehensively. In the past years, Dong Nai Provincial Party Committee strengthened the construction and consolidation of the groundswells political system to stabilize politics, security - national defense, economic development, promote people's mastery and seriously implement groundswells democracy regulations.

3.Applying the Communist Party's policy to the practice conditions of Dong Nai province, during the 1991-2015 period, the Party Committee led the building of grassroots political system to gain great achievements in awareness of operation and direction of implementation. These are the achievements of Dong Nai Provincial Party Committee on thorough and timely application, consistent with the way of building the Party's political system into the local real situation.
