In 2023, the science and technology activities of Vietnam National University, Hanoi (VNU) achieved many successes with a significant increase in international publications and the synchronized development of an innovation and startup ecosystem.

International publications have increased significantly.
Vietnam National University, Hanoi (VNU-Hanoi) has consistently been one of the leading institutions in the country for basic research, as evidenced by the continuously increasing number and quality of scientific publications each year, placing it among the top higher education institutions in Vietnam. The number of publications indexed in WoS/SCOPUS has steadily increased over time.
According to the 2023 Annual Report of Vietnam National University, Hanoi (VNU), over the past years, VNU staff, lecturers, researchers, and students have researched and published 11,477 works/articles, indexed in the Scopus and Web of Science databases. There were 26,394 authors participating in the research; the average number of citations was nearly 15 citations per work.
In 2023 alone, scientists at Vietnam National University, Hanoi (VNU) published 1,711 international articles. This significant increase in international publications has made an important contribution to enhancing VNU's academic standing on the international stage.
Besides consistently ranking among the top in the country for the number of international publications, the quality of VNU's publications is always at Q1 or Q2 levels (70% to 85%).
The number of international publications has increased significantly, making a crucial contribution to enhancing the academic standing of VNU in the international arena.
Besides its achievements in international publications, Vietnam National University, Hanoi (VNU) is shifting towards a model of a highly socially responsible university, directly serving the development of society by promoting entrepreneurship, innovation, and knowledge transfer. The number of patent and utility model registrations at VNU has been continuously increasing year after year.
Vietnam National University, Hanoi (VNU) continuously promotes science and technology programs in cooperation with localities, contributing to solving socio-economic development problems. VNU's science and technology product groups are oriented and planned according to four main fields: Social Sciences and Humanities, Natural Sciences and Medicine, Science and Technology and Engineering, and Interdisciplinary Sciences.
Results of the activities of research groups, key laboratories, and key research centers: during the period 2019-2023, there were 500 applications for patents, intellectual property, and utility solutions. Of these, 95 patents were granted, 105 consulting contracts and science and technology solutions at the Vietnam National University, Hanoi were implemented, and 63 complete technology products were transferred at the sectoral and national levels and supported startups.

On September 1, 2023, Research.com announced the ranking of the world's most outstanding scientists in scientific publications in 2023. Furthermore, on October 27, 2023, Dr. Le Dinh Anh, lecturer at the Institute of Aerospace Technology (University of Technology, Vietnam National University, Hanoi), was honored at the 2023 Golden Globe Youth Science and Technology Award Ceremony. With numerous achievements in scientific research and teaching, Dr. Le Dinh Anh surpassed 69 outstanding young candidates to become one of the 10 individuals honored in the field of Environmental Technology.
Dr. Le Dinh Anh has published 25 ISI/Scopus articles and 22 articles in prestigious domestic journals and national and international conferences, along with many other awards and commendations; he has participated in research on 4 state-level, ministerial-level, and university-level scientific research programs, projects, and topics.
Developing a comprehensive ecosystem for innovative startups.
Another highlight in the science and technology activities of Vietnam National University, Hanoi (VNU) last year was the synchronized development of the innovation and startup ecosystem. Accordingly, in 2022-2023, VNU focused on developing the innovation ecosystem through the development of science and technology enterprises (spin-off enterprises).
Developing science and technology organizations in this form provides scientists with potential science and technology products with an environment for entrepreneurship, product transfer, and applied research linked to market and societal needs. This policy is realized through the document on the Innovation Index at Vietnam National University, Hanoi for the period 2023-2030, and the provisional guidance document on the establishment of science and technology enterprises at Vietnam National University, Hanoi.
Networking activities among scientists also have many positive aspects. In 2023, the Vietnam National University, Hanoi Scientists Club (VSL) marked its 10th anniversary. VSL's activities focus on connecting and supporting the development of capacity and expertise for scientists, contributing to the development of the innovative university ecosystem of Vietnam National University, Hanoi.
Key activities include: Supporting young PhDs to enhance their opportunities to lead science and technology projects at the Vietnam National University, thereby preparing them for appointment as associate professors; VSL successfully organized the 2023 Leadership Summer Camp; Connecting scientists and businesses, and promoting the establishment of science and technology enterprises; Strengthening the network of scientists through project implementation and workshops; and organizing a series of public lectures.

In implementing the National Strategy on Attracting and Utilizing Talents until 2030, with a vision to 2050, approved by the Prime Minister, Vietnam National University, Hanoi (VNU) has issued a policy to attract outstanding scientists. Accordingly, VNU attracts scientists with outstanding research achievements, both domestically and internationally (including Vietnamese citizens abroad and foreigners), who wish to participate in scientific research and assume leadership positions in strong research groups in the science and technology fields prioritized by VNU.

Currently, Vietnam National University, Hanoi (VNU) continues to effectively implement these policies, prioritizing the allocation of development investment capital to scientists, strengthening research and development capacity in laboratories for strong research groups to carry out VNU's priority science and technology product lines; and providing them with access to information and databases on science and technology.
In addition, Vietnam National University, Hanoi (VNU) continues to implement many policies to support students and scientists, such as: the policy to develop the scientific staff through the implementation of the Young Scientist Incubation Program at VNU until 2025; the scholarship program for doctoral and postdoctoral interns with a value of up to VND 100 million/year for doctoral students and VND 120 million/year for young PhDs with excellent research capacity and international publications; the financial support policy for young scientists with PhD degrees; the scholarship program for students in basic science fields, etc.
Furthermore, Vietnam National University, Hanoi (VNU) continues to implement several groundbreaking solutions to improve the quality and development of its scientific staff, such as: effectively implementing solutions from the Project on developing a team of highly qualified and leading scientists; applying mechanisms for recruiting staff, hiring in special cases, or inviting outstanding scientists from Vietnam and abroad to work and assume important management or professional positions in VNU units. In addition to accelerating the processing of recruitment applications, VNU directly participates in attracting outstanding scientists, while strongly decentralizing the recruitment process to unit heads.
Previously, in 2022, Vietnam National University, Hanoi (VNU) approved a healthcare plan for professors working at VNU, based on VNU's medical resources, and assigned the VNU Hospital as the focal point for implementation. After one year of implementing the plan, VNU expanded the scope of the healthcare policy to include outstanding scientists. This is one of the policies to attract, value, reward, and develop a team of highly qualified scientific staff, in addition to creating a favorable environment for scientific staff to carry out their professional activities.
These policies have improved the working environment and contributed to reducing the risk of brain drain, while also increasing the attraction of scientific staff to work at Vietnam National University, Hanoi.
