In 2023, the science and technology activities of Vietnam National University, Hanoi (VNU) achieved many successes with a sharp increase in international publications and synchronous development of the innovative startup ecosystem.

International publications increase sharply
Vietnam National University, Hanoi (VNU) has always been one of the leading units in the country in basic research, demonstrated by the number and quality of scientific works published every year, which continuously increases and ranks among the top universities in Vietnam. The number of publications in the WoS/SCOPUS category has gradually increased over time.
According to the 2023 Annual Report of VNU, in recent years, VNU staff, lecturers, researchers and students have researched and published 11,477 works/articles, indexed by the Scopus and Web of Science databases. There are 26,394 authors participating in the research; the average number of citations is nearly 15 citations/work.
In 2023 alone, scientists at VNU published 1,711 international articles. International publications increased sharply, contributing significantly to enhancing VNU's academic position in the international arena.
In addition to the number of international publications always being among the top in the country, the quality of publications of VNU is always at Q1, Q2 level (from 70% to 85%).

In addition to the results achieved in international publications, VNU is shifting to a model of a highly socially responsible university, directly serving the development of society by promoting start-up activities - innovation, creativity and knowledge transfer. The number of patent registrations and useful solutions of VNU has increased continuously over the years.
VNU continuously promotes cooperative science and technology programs with localities, contributing to solving the problem of socio-economic development. VNU's science and technology product groups are oriented and planned according to 4 main fields: Social sciences and humanities, Natural sciences and medicine, Science and technology and engineering, Interdisciplinary and cross-disciplinary sciences.
Results of activities of research groups, key laboratories and key research centers: in the period of 2019-2023, there were 500 applications for registration of patents, intellectual property, and utility solutions. Of which, 95 were recognized, 105 consulting contracts, science and technology solutions at VNU level were deployed, 63 complete technology products were transferred at the industry and national levels and supported startups.
Some technologies developed by VNU into complete products, widely applied such as: Chip system applied in Internet of Things (IOT); Information technology - biotechnology to build Vietnamese gene map; Technology to manufacture red sage and ginseng VNUBotimax; Satellite information receiving station on ships; Dust pollution warning system from satellite images; Integrated database system serving sustainable development of the Northwest region; Digitalized Vietnamese Knowledge Development (Vietnam Citation Gateway system); Vietnamese language proficiency assessment toolkit for foreigners; VAV - mobile virtual assistant for Vietnamese people,...
In addition, VNU pioneered in building the Vietnam Economic Annual Report, actively contributing to recommending economic development and international integration policies of the country in the current period.

On September 1, 2023, the website Research.com announced the results of the ranking of world scientists with outstanding achievements in scientific publications in 2023. Accordingly, 4 scientists from VNU continue to be named in the world rankings and lead Vietnam in 3 fields in 2023, including:

In addition, on October 27, 2023, Dr. Le Dinh Anh, lecturer at the Institute of Aerospace Technology (University of Technology, VNU) was honored at the Golden Globe Youth Science and Technology Awards Ceremony 2023. With many achievements in scientific research and teaching, Dr. Le Dinh Anh surpassed 69 outstanding young candidates to become one of 10 individuals honored in the field of Environmental Technology.
Dr. Le Dinh Anh has 25 ISI/Scopus articles and 22 articles in prestigious domestic journals as well as national and international conferences, along with many other awards; participated in research of 4 programs, projects, and scientific research topics at the State, Ministry, and School levels.
Synchronously develop innovative startup ecosystem
Another highlight in VNU’s science and technology activities last year was the synchronous development of an innovative startup ecosystem. Accordingly, in 2022-2023, VNU will focus on developing an innovative ecosystem through developing science and technology enterprises (spin-off enterprises).
Developing S&T organizations in this form helps scientists with potential S&T products have an environment for start-ups, product transfer, and applied research linked to market and social needs. This policy is realized through the document on the Innovation Index at VNU for the period 2023-2030, and the temporary guidance document on the establishment of S&T enterprises of VNU.
There are also many bright spots in the activities connecting scientists. In 2023, the VNU Scientists Club (VSL) marked its 10th anniversary. VSL's activities focus on connecting and supporting the development of capacity and expertise for scientists, contributing to the development of the VNU innovative university ecosystem.
Outstanding activities include: Supporting young PhDs to increase opportunities to participate in chairing VNU-level science and technology projects, thereby preparing conditions for the appointment of associate professors; VSL is the professional host unit to successfully organize the 2023 Leader Summer Camp; Carrying out the task of connecting scientists - businesses, participating in the task of promoting the establishment of science and technology businesses. Strengthening the connection of the network of scientists through project implementation, seminars; organizing a series of Public Lectures.
Many solutions attract highly qualified scientists to work
VNU has made efforts to create a high-quality educational and scientific research environment through the issuance of a number of policies to support lecturers and researchers, contributing to attracting scientists, especially young scientists with high qualifications, to work at VNU, especially in the fields of basic science and core technology development.
The policies are issued to create a legal corridor, support units as well as promote internal strength and nurture young scientists, support lecturers, staff and learners. This is the motivation for lecturers and scientists to enthusiastically innovate, improve the quality of teaching and scientific research, contributing to enhancing the position and academic reputation of VNU in the international arena.
Implementing the National Strategy on attracting and promoting talents to 2030, with a vision to 2050 approved by the Prime Minister, VNU has issued a policy to attract outstanding scientists. Accordingly, VNU attracts scientists with excellent research achievements, both at home and abroad (including overseas Vietnamese and foreigners), who wish to participate in scientific research, and take on strong research group leaders positions in the fields of science and technology that VNU prioritizes research.
VNU creates preferential conditions for using shared facilities and equipment, and invests funds to carry out scientific and technological tasks so that scientists have the best environment to work and conduct scientific research.
In 2023, VNU also issued many policies to strengthen the potential of science and technology, promote the establishment of science and technology enterprises such as: Regulations on management of pilot production projects at VNU level; Temporary guidance on the establishment and development of enterprises in VNU; Increasing resources for science and technology activities, developing science and technology investment funds at VNU level, forming a designated fund of enterprises, promoting the use of unit funds according to Decree 109/2022/NDCP dated December 30, 2022 of the Government...
Preferential policies for key research units and strong research groups have been issued and effectively implemented, including: Planning key laboratories, issuing development guidelines and preferential policies for strong research groups; Regulations on recognition, management and development of key laboratories/research centers at VNU level; Prioritizing items in annual investment projects on science and technology; Prioritizing proposals for national and international tasks, tasks of cooperation with enterprises, etc.
Currently, VNU continues to effectively implement these policies, according to which scientists are given priority in arranging development investment capital, investing in enhancing research capacity and developing laboratories for strong research groups to implement priority science and technology products of VNU; and are given favorable conditions to access information and databases on science and technology.
In addition, VNU continues to implement many policies to support learners and scientists such as: Policy to develop a team of scientific staff through the implementation of the Project to Incubate Young Scientists at VNU until 2025; Scholarship program for PhD students and postdoctoral trainees with a value of up to 100 million VND/year for PhD students and 120 million VND/year for young PhDs with excellent scientific research and international publication capacity; Financial support policy for young PhD scientists; Scholarship program for students in basic sciences...
In addition, VNU continues to implement a number of breakthrough solutions to improve the quality and develop the team of scientists such as: Effectively implementing solutions of the Project to develop a team of highly qualified, leading scientists; Applying the mechanism of receiving civil servants, recruiting in special cases or inviting excellent scientists from within and outside the country to work, taking on important management or professional positions in units within VNU. In addition to combining with accelerating the processing of recruitment records, VNU directly participates in attracting excellent scientists, while strongly decentralizing the reception of civil servants to unit heads.
Previously, in 2022, VNU approved the Health Care Project for professors working at VNU based on VNU's medical resources and assigned VNU Hospital to be the focal point for implementation. After one year of implementing the Project, VNU expanded the scope of the health care policy for outstanding scientists. This is one of the policies to attract, employ, reward and develop a team of highly qualified scientists, in addition to creating a favorable environment for scientists to carry out professional activities.
The above policies have improved the working environment as well as contributed to reducing the risk of brain drain, while increasing the attraction of scientific staff to work at VNU.
