The seminar attracted the participation of many scientists from various fields.
The seminar is part of the research project KX.02.29/21-25 under the National Special Science and Technology Program 2021-2025 “Research, application and creative development of Ho Chi Minh's thought in the construction and defense of the country during the đổi mới (renovation) period (from 1986 to the present, orientation to 2030 and vision to 2045)” led by Assoc. Prof. Dr. Lai Quoc Khanh - Vice Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi.
The seminar listened to and discussed the contents of the presentation on the topic "Vietnam's Innovation Ecosystem, the role of the National Innovation Center in connecting and promoting the ecosystem" presented by Ms. Nguyen Thi Ngoc Dung - Senior Expert in Research and Development of Innovation and Entrepreneurship Ecosystems, National Innovation Center of Vietnam (NIC), Ministry of Planning and Investment.
Through analyses of the Vietnamese Innovation Ecosystem, the speaker offered several policy recommendations, such as designing transformative innovation policies to influence the transition from an innovation system to an innovation ecosystem. Ms. Nguyen Thi Ngoc Dung emphasized the application of Ho Chi Minh's ideology in policy planning, particularly in human resource development, attracting talent, including overseas Vietnamese; promoting youth participation in entrepreneurship; and leveraging the strengths of Vietnamese culture and the tradition of loyalty, trustworthiness, and righteousness.

The delegates attending the seminar also heard insightful expert opinions on issues related to the concept, approach, theoretical framework for research, application, and creative development of Ho Chi Minh's thought on science and technology development and innovation from Assoc. Prof. Dr. Tran Ngoc Lieu (University of Social Sciences and Humanities), Assoc. Prof. Dr. Major General Nguyen Van The (Political Academy, Ministry of National Defense), Dr. Dinh Quang Thanh (Ho Chi Minh National Academy of Politics), Dr. Phan Thanh Hai (Academy of Journalism and Communication), etc.

Associate Professor Lai Quoc Khanh - Vice Rector of the University of Social Sciences and Humanities, and the project leader, emphasized that while Ho Chi Minh's works don't explicitly mention innovation, they actually contain many fundamental and far-reaching ways of thinking, approaching, and implementing his ideas. The importance of human resources, especially those trained in basic sciences, is highlighted, and the achievements and talent of innovation are paramount.
The issues raised in expert Nguyen Thi Ngoc Dung's presentation directly addressed scientific and relevant questions regarding the conceptual framework, theoretical framework, approach, methods, and research techniques of Project KX.02.29/21-25 from the perspective of a scientist researching the innovation ecosystem in Vietnam.
The seminar also served as a forum for exchanging ideas and demonstrating similarities in the approach to research on the topic of "Conceptual tools, theoretical framework, approaches, methods and techniques of the research project 'Research, application and creative development of Ho Chi Minh's thought in the development of science and technology, innovation in the đổi mới period'" from scientists in different fields, opening up many aspects for further discussion and research in subsequent seminars.
Associate Professor Tran Ngoc Lieu - Former Deputy Head of the Philosophy Department, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, shared his views at the seminar.
In 2024, within the framework of research project KX.02.29/21-25, the project team organized 3 workshops and 15 seminars, attracting the participation of scientists, managers, organizations, and businesses at the central and local levels. These workshops and seminars focused on discussing and agreeing on the theoretical framework of the project; researching the practical application of the theoretical framework in localities, organizations, and businesses; and proposing breakthrough solutions for the project, etc.
