(National Assembly) The quality of doctoral training, law education, and student admissions are issues of particular concern to voters, the public, and the education sector. On the afternoon of September 29th, the National Assembly's Culture and Education Committee, in coordination with the Ministry of Education and Training, organized a seminar entitled "Solutions to improve the quality of doctoral training, law education, and student admissions." The seminar was chaired by the Committee's Chairman, Nguyen Dac Vinh.

Data provided by the Ministry of Education and Training shows that the percentage of lecturers with a doctoral degree or higher currently accounts for only 33% of the total 91,297 lecturers in 2024. 59,516 lecturers with bachelor's and master's degrees are interested in pursuing higher education, but the current scale of doctoral training nationwide only meets 18.63% of this need.

Delegates argued that the quantity and quality of postgraduate training, especially in the fields of science, technology, engineering, and mathematics, are very low, contrary to the need for high-level training and the development of a skilled workforce for a developing country. This reflects the fact that mechanisms, policies, and implementation have not created incentives to attract talented students and facilitate higher education institutions to focus investment on postgraduate training, instead of expanding undergraduate training due to pressure to increase revenue.
