​​​​​​​(National Assembly) The quality of doctoral training, law training and admissions are issues of particular concern to voters, the public and the education sector. On the afternoon of September 29, the National Assembly's Committee on Culture and Education coordinated with the Ministry of Education and Training to organize a seminar on "Solutions to improve the quality of doctoral training, law training and admissions". Chairman of the Committee Nguyen Dac Vinh chaired the seminar.

Data provided by the Ministry of Education and Training shows that the proportion of lecturers with a doctorate degree or higher currently accounts for only 33% of the total 91,297 lecturers in 2024. 59,516 lecturers with university and master's degrees are in need of studying at a higher level, but the current scale of postgraduate training nationwide only meets 18.63%.

Delegates said that the quantity and quality of postgraduate training, especially in the fields of science, technology, engineering and mathematics, are very low, contrary to the need for high-level training and training of intellectual labor for a developing country, showing that the mechanism, policies and implementation have not created motivation to attract talented learners, creating favorable conditions for higher education institutions to focus on investing in postgraduate training, instead of expanding the scale of undergraduate training due to pressure on revenue growth.
