The scientific conference brought together many leading managers and scientists in various fields.
The workshop is part of the national-level scientific research project "Theoretical and practical foundations for formulating guidelines and strategies for national construction, development, and defense until 2030, with a vision to 2045," under the national key science and technology program "Research on political theory in the period 2021-2025" and the cooperation plan between Hanoi National University and the Central Theoretical Council in 2024.
The workshop was organized to gather opinions from experts and scientists inside and outside Vietnam National University, Hanoi, to help finalize the draft documents to be submitted to the 14th National Congress of the Party, especially the Political Report in the near future.

In his opening remarks and orientation for the workshop, Professor Dr. Nguyen Xuan Thang - Member of the Politburo, Chairman of the Central Theoretical Council, and Director of the Ho Chi Minh National Academy of Politics - emphasized that this is a particularly important task assigned by the Central Committee of the Party, the Politburo, and the Secretariat to the Central Theoretical Council as the focal point for organizing and implementing it with the participation of central and local ministries and agencies, research institutions, and scientists, in order to provide solid scientific arguments for the formulation of the Party and State's guidelines and policies for the coming period.

To ensure the workshop's practical contribution to finalizing the draft documents for the 14th National Congress of the Party, especially the Political Report, Professor Nguyen Xuan Thang hopes that scientists will discuss and clarify several issues such as: the development trends of the world and regional situation in the coming period and the new requirements for national construction, development, and defense; and the continued building and comprehensive improvement of institutions for rapid and sustainable development, with a focus on the socialist-oriented market economy.
In addition, the conference should also discuss the issue of further accelerating the transformation of the growth model, restructuring the economy, and promoting industrialization and modernization in the new period; the issue of cultural revitalization, social development management, building comprehensively developed individuals, environmental protection, and adaptation to climate change; key issues concerning national defense, security, foreign affairs, and international integration, maintaining a peaceful and stable environment for development; and the building and rectification of a clean, strong, and comprehensive Party and political system…

The presentations at the conference comprehensively discussed issues related to the new context and perspectives, as well as solutions for building and developing the country and protecting the Fatherland until 2030, with a vision to 2045, in the fields of economics, culture, society, human resources, politics, national defense, security, and foreign affairs.
Discussing the development trends of the global and regional landscape up to 2030 and some new requirements for national development and defense, Associate Professor Dr. Dang Dinh Quy - former Deputy Minister of Foreign Affairs - affirmed that, to effectively respond to the changes in the global and regional landscape up to 2030, Vietnam needs to implement many policies simultaneously, the most important of which are: Firstly, enhancing national comprehensive capacity and resilience to external shocks; strengthening self-reliance in general, and self-reliance in the context of supply chain disruptions in particular, thereby ensuring food security, energy security, health security, and socio-political security in all situations. Secondly, effectively implementing breakthroughs in building and perfecting institutions, developing human resources and infrastructure, but with a more focused and appropriate approach to the new requirements of digital transformation, green transformation, and more effective integration into the region and the world. At the same time, we must implement new breakthroughs, including breakthroughs in science and technology, both in research and development and in adoption and implementation.

Lieutenant General, Associate Professor, Doctor Nguyen Van Thanh - Vice Chairman of the Central Theoretical Council, shared his views on the tasks and solutions for protecting the Socialist Republic of Vietnam in the new context and situation.
Discussing the perspectives, goals, orientations, tasks, solutions, and recommendations regarding the training, utilization, and attraction of talent, Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, expressed that in order to lead the nation into a new era of progress and realize the aspiration for a strong and prosperous Vietnam, the training, utilization, and attraction of talent must be identified as a strategic breakthrough in the development of high-quality human resources. The goal of training, utilizing, and attracting talent is to ensure both quantity and quality, with a rational structure, for rapid and sustainable national development.
Professor Hoang Anh Tuan emphasized five viewpoints, five objectives, and seven solutions in training, utilizing, and attracting talent. Accordingly, to realize these objectives, the fundamental solutions include: continuing to improve understanding of talent training, utilization, and attraction; continuing to innovate and improve the system of policies and laws, creating effective mechanisms for talent training, utilization, and attraction; enhancing the quality and effectiveness of implementing policies on talent training, utilization, and attraction; creating a suitable working environment for talent to develop their abilities and contribute; increasing investment in resources for talent training, utilization, and attraction; continuing to innovate the Party's leadership methods, the effectiveness and efficiency of State management, and promoting the role of socio-political organizations in talent training, utilization, and attraction; and strengthening international cooperation in talent training, utilization, and attraction.

He also affirmed that the Party needs to consider high technology as a core element and foundation for the country's sustainable development.

At the conference, Professor Le Quan emphasized that the Vietnam National University, Hanoi was established with the aim of forming a multidisciplinary, high-quality training, scientific research, and technology transfer center, on par with the region and gradually reaching international standards.

Therefore, the collaboration between the Central Theoretical Council and Vietnam National University, Hanoi (VNU) in organizing the seminar "Perspectives and Solutions for National Construction, Development, and Defense until 2030, with a Vision to 2045" is extremely significant. On the one hand, it affirms VNU's pioneering position in the Vietnamese higher education system. Besides its rich history and traditions, thanks to the strengths of its multidisciplinary university model and its team of leading, highly qualified scientists, VNU is truly a large and prestigious center both domestically and internationally, a reliable address for advising and implementing the policies of the Party and State in general, and in the fields of training and research in particular.

On the other hand, in preparation for the documents to be submitted to the 14th National Congress of the Party, the Politburo directed the implementation of "Summarizing some theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years." The co-organization of this conference by the Vietnam National University, Hanoi (VNU) and the Central Theoretical Council is a significant activity, creating an opportunity for VNU to leverage its available resources and strengths, including its team of scientists, physical databases, international partner network, businesses, and localities, to provide further scientific basis for the successful implementation of the Resolution of the 13th National Congress and to provide direct practical arguments for the development of the documents for the 14th National Congress of the Party.
