Viewpoints and solutions for national construction, development and protection until 2030, vision to 2045

The scientific conference brings together many leading managers and scientists in various fields.
The workshop is within the framework of the State-level scientific project "Theoretical and practical basis for planning policies and strategies for national construction and development and protection of the Fatherland to 2030, with a vision to 2045", under the National Key Science and Technology Program "Research on political theory science for the period 2021-2025" and the cooperation plan between Hanoi National University and the Central Theoretical Council in 2024.
The workshop is an opportunity to synthesize opinions of experts and scientists inside and outside VNU to serve the completion of the Draft Documents to be submitted to the 14th National Party Congress, especially the Political Report in the coming time.

In his opening speech and direction of the Workshop, Prof. Dr. Nguyen Xuan Thang - Member of the Politburo, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics emphasized that this is a particularly important task assigned by the Party Central Committee, the Politburo, and the Secretariat to the Central Theoretical Council as the focal point for implementation with the participation of central and local departments, ministries, research agencies, and scientists, in order to provide solid scientific arguments for the formulation of guidelines and policies of the Party and State in the coming period.

In order for the workshop to practically contribute to the completion of the Draft Documents to be submitted to the 14th National Party Congress, especially the Political Report, Prof. Dr. Nguyen Xuan Thang hopes that scientists will discuss and clarify a number of issues such as: the development trends of the world and regional situation in the coming period and new requirements for the cause of national construction, development and defense; continue to build and synchronously perfect the institution for rapid and sustainable development, focusing on the socialist-oriented market economic institution.
In addition, the conference also needs to discuss the issue of continuing to accelerate the transformation of the growth model, restructuring the economy, promoting industrialization and modernization in the new period; the issue of cultural revival, social development management, building comprehensively developed people, protecting the environment and adapting to climate change; important issues of national defense, security, foreign affairs and international integration, maintaining a peaceful and stable environment for development; on building and rectifying the Party and a clean and strong political system in all aspects...

Viewpoints and solutions for building, developing the country, and comprehensively protecting the Fatherland in all fields
The presentations at the workshop comprehensively discussed issues on the new context and viewpoints and solutions for national construction and development, and national defense until 2030, with a vision to 2045, in the fields of economy, culture, society, people, politics, national defense, security, and foreign affairs.
Discussing the development trends of the world and regional situation until 2030 and some new requirements for the development and protection of the Fatherland, Associate Professor, Dr. Dang Dinh Quy - former Deputy Minister of Foreign Affairs affirmed that in order to effectively respond to the fluctuations of the world and regional situation until 2030, Vietnam needs to synchronously implement many policies, the most important of which are: First, improve the national comprehensive capacity, the ability to withstand external shocks; strengthen self-reliance in general, and self-reliance in the context of supply chain disruption in particular, accordingly, in all situations, food security, energy security, health security and socio-political security must be ensured. Second, effectively implement breakthroughs in building and perfecting institutions, developing human resources and infrastructure, but with a more focused and more suitable approach to the new requirements of digital transformation, green transformation and more effective integration into the region and the world. At the same time, deploy new breakthroughs, including breakthroughs in science and technology, both in research, development and reception and implementation.

Discussing the viewpoints, goals, mission orientations, solutions, and recommendations on training, using and attracting talents, Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, VNU, expressed that in order to bring the nation into the era of rising up in the new era and realize the aspiration of a strong Vietnam, the work of training, using and attracting talents must be identified as a breakthrough in the strategic breakthrough in developing high-quality human resources. The goal of training, using and attracting talents is to ensure both quantity and quality, with a reasonable structure for rapid and sustainable national development.
Prof. Dr. Hoang Anh Tuan emphasized 05 viewpoints, 05 goals and 07 solutions in training, using and attracting talents. Accordingly, to realize the goals, the basic solutions are to continue to improve awareness of training, using and attracting talents; Continue to innovate and improve the system of policies and laws, create effective mechanisms in training, using and attracting talents; Improve the quality and effectiveness of organizing the implementation of policies on training, using and attracting talents; Create a suitable working environment for talents to promote their capacity and dedication; Increase investment in resources for training, using and attracting talents; Continue to innovate the Party's leadership method, the effectiveness and efficiency of State management and promote the role of socio-political organizations in training, using and attracting talents; Strengthen international cooperation in training, using and attracting talents.

Other important issues reported by scientists and managers at the conference include: Forecast of the domestic context and situation and viewpoints, solutions, recommendations for national construction, development, and defense until 2030, with a vision to 2045, presented by MSc. Do Thi Ngoc - Deputy General Director, General Statistics Office; Viewpoints and orientations for solutions on resolving the relationship between the State - Market - Society to accelerate national development in the new era, presented by Associate Professor, Dr. Ngo Tuan Nghia - Director of the Institute of Political Economy, Ho Chi Minh National Academy of Politics; Viewpoints, goals, orientations, tasks and solutions for cultural development until 2030, with a vision to 2045, shared by Associate Professor, Dr. Nguyen Thi Thu Phuong - Director of the National Institute of Culture and Arts; Issues raised for the foreign-invested economic sector in Vietnam, presented by Associate Professor, Dr. Nguyen Anh Thu, Vice President of the University of Economics, VNU, etc.

Discussing at the workshop, Prof. Dr. Phung Huu Phu - former member of the Party Central Committee, former Permanent Vice Chairman of the Central Theoretical Council, former Secretary of the Party Committee of VNU, Chairman of the Science and Technology Council of the University of Social Sciences and Humanities emphasized that the guiding viewpoints of the Congress documents need to be leading and inspiring to urge the whole nation to enter a new era. motivation, resources, and leverage for the nation's innovation. Discussing the ideology of cultural development, Prof. Dr. Phung Huu Phu affirmed that the mission of culture is to build, train and nurture wise people and nations.

Giving his views on talent training, Prof. Dr. Dao Trong Thi - former member of the Party Central Committee, former Chairman of the National Assembly's Committee for Culture, Education, Youth, Adolescents and Children, former Director of VNU, said that it is necessary to have a new perspective and approach to training and nurturing talent for the country. In addition to the well-implemented talent discovery, policies on training and nurturing elite, excellent talents on par with the world as well as attracting talents to directly serve national development are very necessary issues today.

Prof. Dr. Nguyen Xuan Thang highly appreciated the opinions and viewpoints of the experts attending the conference, especially the experts and scientists of VNU. The organizing committee will summarize the draft based on the wisdom of experts inside and outside VNU, and this is also the mission and responsibility of VNU before the Party and the Vietnamese people.

With a sense of responsibility, objectivity and science, the workshop had many valuable and practical discussions and proposals, serving the construction of documents to be submitted to the 14th National Party Congress, building a scientific basis to serve the leadership and direction of the Party, the work of planning the Party's policies during the 14th National Party Congress, bringing Vietnam to develop strongly, on par with the world powers in the coming time.
National roles and responsibilities of VNU
At the workshop, Prof. Dr. Le Quan emphasized: VNU was established with the aim of forming a multidisciplinary, multi-field, high-quality training, scientific research and technology transfer center, on par with the region and gradually reaching international standards.
The development strategy of VNU to 2030, with a vision to 2045, affirms the mission of VNU to train high-quality, highly-qualified human resources, foster talents; conduct scientific research, develop technology and transfer multidisciplinary and multi-field knowledge; contribute to building, developing and protecting the country; and be the backbone and locomotive in the Vietnamese higher education system.
Therefore, the Central Theoretical Council's coordination with VNU to organize the Workshop "Viewpoints and solutions for national construction and development, national defense to 2030, vision to 2045" is extremely meaningful. On the one hand, it affirms VNU's pioneering position in the Vietnamese higher education system. In addition to its long history and tradition, thanks to the strength of its multidisciplinary and multi-field university model and its team of leading, highly qualified scientists, VNU is truly a large and prestigious center at home and abroad, a trusted address in consulting and implementing policies of the Party and State in general, and in the fields of training and research in particular.

On the other hand, in order to prepare for the documents to be submitted to the 14th National Party Congress, the Politburo has directed the implementation of "Summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam". The co-organization of this Workshop by VNU and the Central Theoretical Council is a meaningful activity, creating an opportunity for VNU to promote available resources and strengths of the team of scientists, material databases, international partner networks, businesses, and localities to provide more scientific basis for the continued successful implementation of the Resolution of the 13th National Party Congress and provide practical arguments directly serving the development of documents for the 14th National Party Congress.
