According to the organizers, VNUR was established after more than two years of research by a group working within the framework of a non-profit organization. This is the first ranking of Vietnamese universities to be published within Vietnam.
The 2023 ranking reviewed all 237 higher education institutions in Vietnam through the processing of large datasets. A total of 191 institutions had sufficient data to be ranked.
In the initial announcement, the top 10 higher education institutions with the highest evaluation scores were as follows:
Hanoi National University (100 points)
Ho Chi Minh City National University (95 points)
Ton Duc Thang University (89.8 points)
Hanoi University of Science and Technology (86.9 points)
Duy Tan University (79.7 points)
University of Economics Ho Chi Minh City (70.3 points)
Can Tho University (69.2 points)
Hanoi University of Education (68.2 points)
University of Da Nang (67.9 points)
Hue University (67.5 points)
VNUR evaluates candidates on a 100-point scale, divided among 6 standards and 17 key criteria, ensuring the most comprehensive and balanced comparison.
The six criteria used for ranking, each with a specific weighting, are: Accredited quality (30%), teaching (25%), scientific publication (20%), scientific and technological tasks and inventions (10%), student quality (10%), and facilities (5%).

Standards and criteria for evaluating the VNUR ranking.
VNUR believes that the ranking will help high school students have access to user-friendly, easy-to-understand, and reliable information about universities in Vietnam. The biggest advantage of the university ranking is that it meets the great information needs of students, parents, and the general public.
The purpose of VNUR is to guide students and parents, both domestic and international, in choosing suitable universities in Vietnam. It also serves as an evaluation tool that businesses and universities, both domestic and international, can use to select specific universities for partnerships and collaborations.
With a perfect score (100 points) according to the VNUR 2023 assessment, Vietnam National University, Hanoi (VNU) maintained its number 1 position in the rankings.
In the 2023 ranking, Vietnam National University, Hanoi (VNU) was ranked in the 601-800 range for social sciences in the THE ranking.
