2022 Financial Conference

The conference summarizing the 2022 financial work of the University of Social Sciences and Humanities took place on the morning of January 10, 2023, chaired by Prof. Dr. Hoang Anh Tuan (Rector of the University). Also attending the conference were the heads and staff in charge of finance and accounting from the departments, centers, faculties/divisions under the University.
The conference aimed to assess the implementation of the school's revenue and expenditure management in 2022; provide guidance on the settlement of financial accounts; and discuss some adjustments and updates to the internal expenditure regulations for 2023.

In his opening remarks at the conference, Rector Hoang Anh Tuan emphasized: Financial activities play a very important role, having a significant and direct impact on all areas of the school's operations. In 2022, the school's financial activities were always implemented on the principle of accurate, reasonable, and legitimate revenue and expenditure, always adhering to the main policies and tasks as well as the actual conditions of the school. Legitimateness is demonstrated by always complying with the regulations, principles, and rules on finance at all levels. Through this conference, the school's leadership wants to hear feedback on financial revenue and expenditure, and internal spending from the units to make appropriate and timely adjustments, ensuring the smooth operation of the 2023 financial plan.
At the Conference, Chief Accountant and Head of the Planning and Finance Department, Kim Thi Diep Ha, presented a report on the school's financial situation in 2022, emphasizing that: Despite the complex developments of the pandemic and numerous changes in financial regulations and training rules in 2022, the school still ensured stable revenue sources to fund activities according to the planned schedule. Particular attention was paid to investing in human resources: training and improving professional skills; supporting scientific research and international publications; and increasing income for staff and lecturers. The report also proposed a financial plan for 2023, focusing on several key areas: Thorough, economical, and efficient use of investment resources from the budget and the Vietnam National University, Hanoi; and strengthening the development of revenue sources (from cooperation activities, tuition fees for accredited programs, scientific research projects, etc.). Chief Accountant Kim Thi Diep Ha also emphasized several new points in the Guidelines for the settlement of expenses, adding document forms to ensure that the revenue and expenditure of the units are implemented in accordance with State regulations, and that settlements are quick and convenient. Each unit should only appoint one officer to act as a focal point responsible for collecting all settlement documents from lecturers and staff of their unit and submitting them to the Planning and Finance Department.

Kim Thi Diep Ha, Head of the Planning and Finance Department, advised the staff responsible for settlement of accounts in each unit to process payments sequentially, settling accounts as soon as documents arrive, no later than three months after the financial invoice is issued.

Ms. Ngo Thi Kieu Oanh, Deputy Head of the Organization and Personnel Department and President of the School's Trade Union, presented a summary report on the adjustments and updates to the Internal Spending Regulations for 2023, based on feedback from various units.
 
The delegates attending the Conference spoke enthusiastically and openly: in addition to in-depth discussions on financial revenue and expenditure issues in specific areas, many shared with the School's leadership the difficulties and challenges of financial management in the face of objective circumstances and the inevitable trend towards financial autonomy. Many opinions proposed solutions to increase revenue through highly creative and proactive training and scientific research activities.

Concluding the conference, Rector Hoang Anh Tuan expressed gratitude for the companionship, sharing, and understanding from the leaders of various units, staff, and lecturers throughout the university. The leadership and accounting-finance staff of the university will receptively consider, absorb, research, and adjust the contributions and exchanges made during today's conference, ensuring compliance with state regulations. In the context of the ongoing transformation of higher education, training units face numerous challenges. With reduced state budget investment in education, stabilizing revenue sources is already a success; however, it is necessary to proactively propose solutions to diversify revenue sources to focus investment on human resources, improving the income and living standards of staff, employees, and workers. On behalf of the School's leadership, the Principal extends New Year greetings of health and prosperity to all leaders and staff working in finance and accounting of all units, as well as all faculty and staff, and expresses confidence that in 2023 all the School's work will achieve great success, including financial work.
