University of Social Sciences and Humanities Conference on the Implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government

In his opening remarks and outlining the conference agenda, Professor Hoang Anh Tuan, Vice Secretary of the Party Committee and Rector of the University of Social Sciences and Humanities, affirmed that key resolutions of the Politburo in recent times have had a strong impact on the university's activities, especially Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; and Resolution No. 03/NQ-CP of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW; and Resolution No. 71-NQ/TW of the Politburo on breakthroughs in the development of education and training. In this new context, the University of Social Sciences and Humanities, VNU Hanoi, needs to act immediately and quickly adapt to seize opportunities to serve the sustainable development of the university.
Professor Hoang Anh Tuan - Deputy Secretary of the Party Committee, Rector of the University of Social Sciences and Humanities - delivered the opening speech and outlined the content of the Conference.
Associate Professor Bui Thanh Nam - Secretary of the Party Committee, Chairman of the University Council, delivered a speech at the Conference.
In the thematic report on science and technology, Associate Professor Dr. Dang Thi Thu Huong - Vice Rector of the university - emphasized that the strategy and targets for the development of science and technology and innovation at the University of Social Sciences and Humanities identify science and technology, innovation, and digital transformation as decisive factors, prerequisites, and the best opportunities for the University of Social Sciences and Humanities to develop into a smart research university, develop a team of outstanding leading scientists, and affirm the position of social sciences and humanities in the development of the country.
Associate Professor Dr. Dang Thi Thu Huong - Vice Rector of the university, presented a specialized topic on science and technology.
The conference heard discussions from leaders of functional units and emphasized nine important points. In particular, Rector Hoang Anh Tuan affirmed that science and technology is a breakthrough spearhead in the context of the university continuing to assert its model as a smart, innovative, and nation-building research university. The Party, State, and Government have issued many breakthrough policies on science and technology and education and training, increasing investment in resources and mechanisms for higher education institutions. Party secretaries and heads of units need to grasp this spirit to promote science and technology activities in their units in the coming period.
The university's scientific staff is a key driving force. Staff need to be trained, updated on methods, and supported to develop their professional capabilities; harmonizing individual in-depth research with national-level scientific programs in the context of the country entering a new era of development. The university aims to continue attracting outstanding scientists, especially international scientists, to work at the university; invest in the development of key research groups; review and adjust criteria for evaluating the completion of research tasks; and streamline professional activities to encourage capable staff to focus on key tasks.
Promote the attraction of investment resources for science and technology from the central government, ministries, sectors, localities, and science and technology funds; effectively utilize strategic and potential international scientific partners; and promptly establish a specialized focal point for attracting resources for the university's science and technology activities.
Innovate management mechanisms and issue relevant documents to organize science and technology activities in a synchronized, rigorous, and constructive manner, serving and creating the best conditions for scientists to develop their expertise.
Investing in upgrading technological infrastructure and digital transformation aims to create a modern foundation for research and training activities; provide tools to promote academic integrity; and build a large scientific database to support the research work of the university's staff.
Strengthen the allocation of funding for science and technology activities from the University's revenue sources according to the plan of the Steering Committee for the implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government (abbreviated as Steering Committee 6399). The Planning and Finance Department and the Science, External Relations & Journal Department will review the funding allocation structure and propose to the Board of Directors a plan to restructure resources towards developing key, long-term, multi-product projects; prioritizing a balance between in-depth scientific publications and practical policy advice for the Party, State, and localities.
The school prioritizes the implementation of several key scientific tasks in accordance with Resolution No. 253-NQ/DU dated August 4, 2025, of the School's Party Committee.
Organizing training and professional development programs for local officials within the context of operating a two-tiered local government system aims to demonstrate the mission of disseminating knowledge and fostering national development.
In addition, the school prioritizes approving scientific projects to support its staff in seeking socialized resources.
Associate Professor Dr. Nguyen Thi Thanh Huyen - Deputy Director of the Institute of Journalism and Communication Training, proposed developing an internal communication channel on policies for science and technology development and innovation.
Associate Professor Dr. Nguyen Van Chieu - Head of the Department of Political Science, proposed several solutions to transform science and technology into a development resource for the university.
