The Artificial Intelligence (AI) Competency Framework for Students is the result of two years of cooperation between the University and Meta Group within the framework of a project to apply AI in learning, teaching and research.
The rapid development of AI is reshaping the way we work, learn and innovate. AI is no longer a concern of the future but has become an urgent requirement of the present. Artificial intelligence is increasingly becoming an inseparable part of life, requiring education systems to proactively equip learners with the capacity to use and co-create AI responsibly, effectively and ethically. Integrating AI learning objectives into formal education programs is essential to help students and teachers access AI safely, meaningfully and be ready to adapt to a society that is strongly digitally transformed. Educational institutions that do not meet this requirement will find it difficult to maintain relevance and competitiveness in the new context.
The book "Artificial Intelligence Competency Framework for Students" was officially published.
The AI competency framework for university students, developed by the University of Social Sciences and Humanities in collaboration with Meta Group, is a timely response to the urgent need in the context of AI becoming an indispensable part of academic, professional and social life. This competency framework was formed on the basis of consultation with experts, researchers, lecturers and students, and referenced widely used international digital and AI competency frameworks, and organized a panel discussion to widely collect opinions from relevant parties, including management units and employers.
Seminar to gather opinions on building an AI competency framework for students in July 2025
Prof. Dr. Hoang Anh Tuan - Principal of the School emphasized: The AI competency framework is built with the goal of serving as a foundation for developing training programs, equipping university students with the ability to use, evaluate, create and behave responsibly with AI technology in learning, research, career development and entrepreneurship. We not only aim to prepare students and lecturers to apply AI in higher education, but also consider this a fundamental competency, serving labor productivity, prosperity and sustainable adaptation in the future.
Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, speaking at the Seminar to gather opinions for the AI Competency Framework for Students
The AI Competency Framework for Students includes two parts: Durable Competencies and AI-specific Competencies. The durable competencies include: Flexibility, Growth Mindset, Personal Agency, Creative Problem Solving, Communication and Collaboration, and Project Management.
There are six specific competency domains, including: Understanding AI and Data (How does AI work?), Critical Thinking and Evaluation of AI (How do I evaluate the output of AI?), Ethics and Responsibility in the Use of AI (How do I ensure AI is used ethically and responsibly?), Human-Centered Thinking, Emotional Intelligence and Creativity (How do I keep the human-centered role?), Professional Applications of AI (How do I apply AI in a specific context?), and Design and Development of AI Systems (How can I create an AI system?). Each competency domain is deployed according to four levels of development: proficiency, proficiency, depth, and mastery, which are consistent with students' evolving competencies throughout their studies and work after graduation.
The AI competency framework for students includes 6 competency domains.
Based on the vision of students as responsible citizens and co-creators of AI, the competency framework emphasizes the role of critically evaluating technological solutions, recognizing social responsibility in the age of AI, promoting lifelong learning, and developing inclusive and sustainable AI solutions.
Along with the publication of the book on AI competency framework, at the end of October 2025, the Project will continue to introduce 2 books to support lecturers and students in applying AI, specifically: "Breakthrough in teaching and research with artificial intelligence" (for lecturers and researchers) and "Application of artificial intelligence in learning and career" (for students). Thus, this set of 3 documents will form a handbook to help promote strong AI application in higher education.
The University of Social Sciences and Humanities believes that AI has the potential to enhance human capabilities, but this can only be achieved when learners are equipped with a solid foundation of AI capabilities, including deep understanding, effective application, critical thinking, and professional ethics. Therefore, the University calls for the cooperation of educational institutions, communities, and state management agencies to build a generation of students who master technology and use AI for the common good of society and sustainable development.
