Among the requirements and tasks for the Hanoi Capital Party Committee in the new term, General Secretary To Lam suggested that Hanoi must be built as a "City of culture - identity - creativity", aiming for a "Civilized - modern - sustainable Capital" with the wisdom of the times and global stature: where culture is the root, crystallizing national wisdom, nurturing beliefs, aspirations and bravery, creating a unique attraction that no other city can copy; identity is the fulcrum, core competitive advantage, helping Hanoi not only preserve its historical soul but also create attraction to lead creativity, develop a knowledge-based economy, attract talent; creativity is the driving force for development, transformation, turning heritage into living values, both preserving, developing, and expanding the urban stature, from planning, architecture, art to education, science and administration.
To do so, the General Secretary suggested, the development strategy must synchronously connect culture, space, economy and people. Every decision, every project and investment must ensure that traditional character is preserved, cultural space is shaped for future generations, and innovation capacity is created. It is necessary to develop "creative circuits" connecting the entire capital, ensuring the flow of creative energy from heritage, knowledge to technology, connecting cultural, academic and innovation centers.
On that basis, "3 creative poles" will be formed, including: Heritage - the historical inner city center and the space along the Red River - Co Loa Citadel; Knowledge - National University and training and research centers; and Technology with Hoa Lac High-Tech Park and innovation zones. This will be the axis leading the creativity of the entire capital, maximizing historical, knowledge and technological values, turning Hanoi into a city that converges the past, present and future.
According to the General Secretary, when Hanoi puts Culture - Identity - Creativity at the center of all development orientations, the Capital not only affirms its leading position, leading and spreading national strength, but also becomes a model urban area with courage, intelligence, vitality and sustainability, where the past, present and future converge into a comprehensive strength, serving as a foundation for the country to develop in the new period.

General Secretary To Lam also requested that Hanoi must become a place to create new policies, test new technologies, train new talents and initiate new ideas for the country. The capital is converging all the most favorable conditions, along with Ho Chi Minh City, the two localities with the most advantages to take on the role of the country's innovation and technology center: a place that concentrates high-quality intellectual human resources, with leading universities and research institutes such as Hanoi National University, University of Science and Technology, Academy of Posts and Telecommunications, Vietnam Academy of Science and Technology; a hub for national technology and data infrastructure, with key high-tech zones such as Hoa Lac, data centers, research centers, synchronous digital infrastructure networks; a place with a thriving business and innovation ecosystem, with Viettel, VNPT, FPT, MobiFone ... and thousands of technology startups; is home to research centers of global technology corporations such as Samsung, Qualcomm; and is also home to abundant capital from large financial institutions such as Vietcombank, Techcombank, VPBank, Agribank, BIDV, VietinBank...

VNU is not only a key national university but also a strategic resource of Hanoi in education, science, technology and innovation. Tens of thousands of bachelors, masters and doctors trained at VNU have been actively contributing to the team of cadres, experts, managers, entrepreneurs and intellectuals of the capital.
Over the years, VNU has signed and implemented many comprehensive cooperation programs with Hanoi City, especially in areas such as smart urban planning, public administration, education, health, environment, digital transformation and high-quality human resource development. VNU scientists regularly participate in policy consulting, social criticism, and research on major issues of Hanoi such as sustainable development, social security, heritage conservation, climate change response and urban spatial planning.
VNU is aware of the urgency and great opportunities from the Central Resolutions, and is ready to put Hanoi's big problems as the focus of its applied research. VNU currently has more than 3,000 scientists, 500 professors and associate professors, with the capacity to solve interdisciplinary and inter-field problems from basic to applied research.
The leaders of VNU said that the Law on Science, Technology and Innovation recently passed by the National Assembly, combined with Resolution 71/NQ-CP amending the Government's action program, and the Law on the Capital, have opened a favorable legal corridor for Hanoi and VNU to jointly test innovative governance models, co-invest in laboratories, deploy specialized research institutes, and attract international experts.
On July 25, 2025, the Hanoi People's Committee and VNU had a working session to discuss and agree on key cooperation contents between the two sides in implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
VNU has proactively researched the major issues of the Capital and proposed a list of key tasks, focusing on four major groups of issues that the City is particularly concerned about, namely: Environment and sustainable development; Economy and public health; Preservation and promotion of cultural values, digital heritage; and Digital platform to support data-based decision-making. In addition, training, fostering and capacity building for City officials is also a focus of cooperation. These proposals clearly demonstrate VNU's vision and outstanding ability in solving the complex, interdisciplinary challenges of a large city like Hanoi.
In the journey of developing the Capital of culture, civilization and modernity, VNU has always affirmed its role as an intellectual locomotive and a center of innovation, contributing to the development of Hanoi's soft power.
