The workshop is within the framework of the Science and Technology Task "Training, using and attracting talents - a breakthrough in policies to develop high-quality human resources to meet the requirements of rapid and sustainable national development" (Code: KX04.28).

According to Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities; Head of Project KX.04.28/21-25, this is a national science and technology task chaired by the University of Social Sciences and Humanities, VNU, and has initially achieved some results. The Project Management Board has completed the system of specialized topics in the Project to deploy the scientific products that the Project has registered. Up to now, the overview report, recommendation report and scientific manuscript are expected to be completed by scientists and accepted at the grassroots level by the end of 2024.
With a team of experienced experts from inside and outside the University of Social Sciences and Humanities, international experts, the manuscript has gathered the contributions of scientists in many different fields. The scientific conference "Breakthrough solutions in training, using and attracting talents to serve the rapid and sustainable development of the country" is a forum for scientists to discuss and contribute ideas for the Project Management Board to adjust and supplement in order to bring the highest professional quality to the manuscript.
The workshop received many comments and contributions from scientists in many different fields.
Prof. Dr. Phung Huu Phu - Former member of the Party Central Committee, Former Standing Vice President of the Central Theoretical Council, Former Rector of the University of Social Sciences and Humanities, Chairman of the Science and Training Council of the University of Social Sciences and Humanities emphasized that the topic needs to clarify the concept of talent, criteria for evaluating talent, from which breakthrough policies can be developed. In addition, it is necessary to renew awareness about attracting, using, training and fostering talent in the political system.

Highly appreciating the significance and value of the KX04.28 topic, Associate Professor, Dr. Bui Truong Giang - Vice President, General Secretary of the Central Theoretical Council emphasized that this is an urgent topic in the current context of the country. Contributing comments to the draft report, Associate Professor, Dr. Bui Truong Giang said that the topic needs to be supplemented with more extensive international experiences from countries that have been successful in training, using, and attracting talents to summarize into lessons, especially in the public sector in Vietnam.

Raising questions about the training objectives of specialized high schools and high-quality training systems at universities nationwide, Associate Professor, Dr. Luu Bich Ngoc - Chief of Office of the National Council for Education and Human Resources Development shared that it is necessary to set criteria for comprehensive training for students at these training units. In addition to training in knowledge, it is necessary to train skills to comprehensively equip students, contributing to building high-quality human resources for the country.
Currently, many localities have policies for recruiting and attracting talents, but there are still some differences compared to reality, for example, the scoring of criteria and certificates is not favorable for personnel trained in countries around the world to return to work in Vietnam. Associate Professor, Dr. Luu Bich Ngoc emphasized that relevant agencies have been and are having solutions to solve this problem. The above issues need to be studied and supplemented to include in the proposed solutions of the Project.

Mr. Le Duc Thang - Central Theoretical Council highly appreciated the prestige of the University of Social Sciences and Humanities in participating in research and implementing national scientific topics, in which topic KX.04 closely followed the goals and tasks set by the Central Theoretical Council and had some appropriate adjustments. In addition, Mr. Le Duc Thang suggested that the Topic should develop a set of criteria to evaluate what is talent, and make new recommendations on the use of talent to enrich and improve the scientific quality of the Topic.

Dr. Nguyen Van Dang - Ho Chi Minh National Academy of Politics, an expert in the field of public policy, said that it is necessary to classify and evaluate talented people in different fields to build appropriate policies, including short-term and long-term policies. Establishing a national institution to respect talented people with competitive examinations is a lesson from many advanced countries in the world such as Singapore, China, Japan, etc. that we can learn from.

The project management board will fully absorb the opinions of scientists to complete the project report, thereby providing effective policy advice on training, using and attracting talents to serve the country's rapid and sustainable development.
Previously, in May 2024, the Project Management Board organized a scientific workshop on "Viewpoints, policies and current status of training, using and attracting talents in Vietnam today" and received many comments from nearly 80 experts and scientists in the fields of education, culture and arts, science and technology, economics, management science, etc. The workshop discussed and clarified the viewpoints and policies as well as assessed the current status of training, using and attracting talents in Vietnam at present with new arguments.
