Discussion on talent training and think tank development with the Shandong Provincial Academy of Social Sciences, China.

On November 22, 2023, the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) held a meeting and working session with the Shandong Provincial Academy of Social Sciences, China.
Representing the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) were Assoc. Prof. Dr. Dao Thanh Truong - Vice Rector; Dr. Pham Hoang Hung - Head of the Cooperation and Development Department; Assoc. Prof. Dr. Bui Thanh Nam - Head of the Training Department; Assoc. Prof. Dr. Nguyen Van Chieu - Head of the Faculty of Political Science; and Dr. Trinh Ngoc Thach - Lecturer in the Faculty of Management Science.
Representing the partner organization were Professor Yuan Hong Ying, President of the Shandong Provincial Academy of Social Sciences; Mr. Xu Guang Ping, Head of the Department of Regional and Urban Development Research; Ms. Ling Qi, Researcher at the Intellectual Property Research Center; Ms. Sun Ling Yan, Deputy Director of the Financial Market Research Department; and Mr. Wang Yan, Deputy Director of the Science Management Department.
Speaking at the meeting, Assoc. Prof. Dr. Dao Thanh Truong - Vice Rector of the University of Social Sciences and Humanities, shared: Cooperation and exchange with global partners has been and continues to be a top priority for the university to contribute to achieving the goal of becoming an advanced research university in the region and the world. Among these, universities and research institutes in China are important partners in training and scientific research, student and faculty exchange, international publications, and conference organization. The university has established cooperative relationships with 60 universities and research institutes in China. Each year, approximately 700 Chinese students study at VNU-USSH, and nearly 1000 of the university's students study or participate in exchange programs at partner universities and research institutes in China.
With a mission to be a leader in training high-quality, highly skilled human resources, the university aims to expand and develop science-oriented disciplines alongside traditional sciences – keeping pace with the rapidly changing trends of society and the job market. The university currently has 17 affiliated institutes/faculties/departments, 1 research institute, and 5 research centers, offering a diverse range of training programs including 28 undergraduate programs, 36 master's programs, and 30 doctoral programs.
Professor Yuan Hong Ying expressed her admiration for the tradition of classical academic values ​​at VNU - USSH.
According to Professor Yuan Hong Ying, Shandong Province is one of China's key political provinces, and the Shandong Provincial Academy of Social Sciences is a leading theoretical research institution for the Party. With over 300 staff members and 6 affiliated research institutes specializing in knowledge-based sciences, the Shandong Provincial Academy of Social Sciences also has training and research units similar to those of the University of Social Sciences and Humanities, such as Philosophy, Vietnamese Studies, and Political Science. This similarity in development and research direction will serve as a bridge for future cooperation between the two institutions.
During the meeting, the two sides discussed and exchanged views in detail on the following topics:
  • The situation regarding economic development, industrial growth, investment promotion, and foreign cooperation in Vietnam.
  • Share practical experiences and successes of the School/Institute in building think tanks, training talent, and transferring knowledge.

According to Associate Professor Bui Thanh Nam, Vietnam's economy is dynamic and developing according to an industrialization model. Vietnam is committed to maintaining peace and stability in the region and internationally, avoiding factors that could lead to conflict. Vietnam has signed strategic partnership agreements with a total of 18 countries, of which 6 have been upgraded to comprehensive strategic partners. Accordingly, Vietnam has successfully negotiated and signed many Free Trade Agreements (FTAs) with bilateral and multilateral trading partners, including 16 FTAs ​​that have been signed and implemented.
Vietnam prioritizes the training and development of high-quality human resources, a crucial factor in the current context of the country's deep integration into the global economy. Accordingly, infrastructure development over the past five years, particularly the successful construction of a highway system with a total length doubled, has helped accelerate traffic flow across provinces and cities, reduce vehicle operating costs, and boost national economic development.
Dr. Trinh Ngoc Thach emphasized that Vietnam considers human resources as a national resource.
Discussing the directions for talent training in Vietnam, Dr. Trinh Ngoc Thach stated that Vietnam has talent training programs divided into two branches: scientific and technological talent and management science talent. Within this, VNU has successfully developed a talent training program and a high-quality program, aiming to train high-quality human resources for central ministries and agencies.
In the current era, there is a need for reform in the system of remuneration and job placement to ensure that human resources are assigned positions that match their expertise and abilities. Accordingly, identifying talent and determining who can train talent should also be prioritized, setting necessary criteria and standards, thereby optimizing the nation's abundant and potential human resources.
Associate Professor Dr. Dao Thanh Truong affirmed: IPAM will be a modelA typical think tank in the field of policy and management.
According to Associate Professor Dr. Dao Thanh Truong, the Institute of Policy and Management (IPAM) under the University of Social Sciences and Humanities continues to be recognized as a key research center at the Vietnam National University, Hanoi. Established in 1991, IPAM combines training and research functions and will serve as a typical think tank model in the field of policy and management. The Institute strives to become a key national research and training center in policy and management. In February 2021, the Institute of Policy and Management was honored in the Top 2020 Social Policy Think Tanks and Top 2020 Best New Think Tanks of the Think Tanks and Civil Societies Program (TTCSP) - University of Pennsylvania - USA.
In the coming period, the Institute of Policy and Management will continue to implement a strategy of developing strong research teams and task forces in project implementation as a foundation for expanding its scope of activities; focusing on strengthening the international integration capacity of local human resources.
