Discussion on talent training and think tank development with Shandong Academy of Social Sciences, China

On November 22, 2023, the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) had a meeting and worked with the Shandong Provincial Academy of Social Sciences, China.
On behalf of the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH), there were the participation of Assoc. Prof. Dr. Dao Thanh Truong - Vice Rector of the University; Dr. Pham Hoang Hung - Head of the Department of Cooperation and Development; Assoc. Prof. Dr. Bui Thanh Nam - Head of the Department of Training; Assoc. Prof. Dr. Nguyen Van Chieu - Head of the Department of Political Science and Dr. Trinh Ngoc Thach - Lecturer of the Department of Management Science.
On the partner side, there were Prof. Yuan Hong Ying - President of Shandong Academy of Social Sciences; Mr. Xu Guang Ping - Head of Urban and Regional Development Research Department; Ms. Ling Qi - Researcher of the Center for Intellectual Warehouse Research; Ms. Sun Ling Yan - Deputy Head of Financial Market Research Department and Mr. Wang Yan - Deputy Head of Science Management Department.
Speaking at the meeting, Associate Professor, Dr. Dao Thanh Truong - Vice Rector of the University of Social Sciences and Humanities shared: Cooperation and exchange with partners around the world has been and is the top priority of the university to contribute to the goal of becoming an advanced research university in the region and the world. In particular, Chinese universities and research institutes are important partners of the university in training and scientific research, cooperation in student and lecturer exchange, international publication and organization of seminars. The university has had cooperative relations with 60 universities and research institutes in China. Every year, about 700 Chinese students come to study at VNU - USSH and nearly 1,000 students of the university study or exchange at partner universities and research institutes in China.
With the mission of being a pioneer in training high-quality, highly qualified human resources, the school aims to expand and develop science-oriented fields interwoven with traditional science - catching up with the rapidly changing trends of society and the job market. The school currently has 17 affiliated institutes/faculties/departments, 01 research institute and 5 research centers, providing a system of rich training programs including 28 undergraduate training programs, 36 master training programs and 30 doctoral training programs.

According to Professor Yuan Hong Ying, Shandong Province is one of the key political provinces of China, and the Shandong Academy of Social Sciences is the leading theoretical research unit for the Party. With more than 300 staff and 6 affiliated research institutes specializing in knowledge science, the Shandong Academy of Social Sciences also has training and research units similar to the University of Social Sciences and Humanities such as Philosophy, Vietnamese Studies, Political Science, etc. The similarities in development and research directions will be a bridge for cooperation between the two training institutions in the future.
At the meeting, the two sides discussed and exchanged specific topics:
  • Situation of economic construction, industrial development, investment promotion and foreign cooperation in Vietnam
  • Exchange practical experiences and successes of the School/Institute in building think tanks, training talents and transferring knowledge.
Associate Professor, Dr. Bui Thanh Nam discusses the economic development situation, foreign investment and cooperation in Vietnam
According to Associate Professor, Dr. Bui Thanh Nam, Vietnam's economy is a dynamic economy, developing according to the industrialization model. Vietnam is committed to maintaining peace and stability in the region and internationally, avoiding factors that could lead to conflict. Vietnam has signed agreements to build strategic partnerships with a total of 18 countries, of which 6 countries have been upgraded to comprehensive strategic partners. Accordingly, Vietnam has successfully negotiated and signed many Free Trade Agreements (FTAs) with bilateral and multilateral trade partners, of which 16 FTAs ​​have been signed and implemented.
Vietnam emphasizes training and developing high-quality human resources, which is an important factor in the current context when the country is deeply integrated into the world economy. Accordingly, the development of infrastructure in the past 5 years, especially the successful construction of the expressway system with a total length doubled before, helps speed up traffic through provinces and cities, save vehicle operating costs and enhance national economic development.
Dr. Trinh Ngoc Thach emphasized: Vietnam considers human resources as national resources.
Discussing the directions of talent training in Vietnam, Dr. Trinh Ngoc Thach said that Vietnam has talent training projects divided into two branches: Science and Technology Talents and Management Science Talents. In which, VNU has successfully developed talent training programs and high-quality programs, aiming to train high-quality human resources for central ministries and branches.
In the current period, there is a need for reform in the remuneration system, arranging jobs for human resources in accordance with expertise and capacity. Accordingly, identifying talents and locating people who can train talents also need to be promoted, setting necessary criteria and standards, thereby optimizing the abundant and potential human resources of the country.
Assoc. Prof. Dr. Dao Thanh Truong affirmed: IPAM will be a modeltypical think tank in the field of policy and management.
According to Associate Professor, Dr. Dao Thanh Truong, the Institute of Policy and Management (IPAM) under the University of Social Sciences and Humanities continues to be recognized as a Key Research Center at the Vietnam National University, Hanoi. Established in 1991, IPAM is a combination of training and research subsystems, and will be a typical Think tank model in the field of policy and management. The Institute strives to become a key national research and training center on policy and management. In February 2021, the Institute of Policy and Management was honored in the Top 2020 Social Policy Think Tanks and Top 2020 Best New Think Tanks of the Think Tanks and Civil Societies Program (TTCSP) - University of Pennsylvania - USA.
In the coming time, the Institute of Policy and Management will continue to implement the strategy of developing strong research groups and Taskforce groups in implementing project topics as a foundation to expand the field of operation; focusing on enhancing the international integration capacity of local human resources.
