Celebrating 10 years of the Institute of Policy and Management: A journey of many achievements

On November 3, 2023, the Institute of Policy and Management under the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) celebrated its 10th anniversary, marking a development milestone with the Institute's remarkable contributions in the fields of policy and management research in Vietnam.

The ceremony was attended by distinguished guests and scientists who have devoted much effort and intelligence to the development of IPAM.

Attending the ceremony, on behalf of the University of Social Sciences and Humanities, there were Prof. Dr. Phung Huu Phu - Former Vice Chairman of the Central Theoretical Council, Former Deputy Head of the Central Propaganda Department, Chairman of the Science and Training Council of the University of Social Sciences and Humanities, VNU; Prof. Dr. People's Teacher Nguyen Van Khanh - Former Rector of the University of Social Sciences and Humanities, Former Director of the Institute of Policy and Management; Assoc. Prof. Dr. Dao Thanh Truong - Vice Rector of the University of Social Sciences and Humanities, Head of the Executive Board of the VNU Scientists Club, Director of the Institute of Policy and Management; Assoc. Prof. Dr. Dang Thi Thu Huong - Vice Rector of the University; Assoc. Prof. Dr. Vu Cao Dam - Chairman of the Science and Training Council, Institute of Policy and Management; representatives of leaders of departments and faculties of VNU-USSH.

On the side of Hanoi National University, there were the participation of Associate Professor, Dr. Pham Bao Son - Deputy Director, Prof. Dr. Nguyen Huu Duc - Former Deputy Director and leaders of Departments in Hanoi National University;
On the side of the Rosa Luxemburg Institute, Federal Republic of Germany (abbreviated as RLS), there was the participation of Ms. Gabriele Zimmer - Member of the Executive Board of the Institute; Mr. Joerg F. Schultz - Former Head of the Asia Department, Rosa Luxemburg Institute; Mr. Philip Degenhardt - Head of the Asia Regional Cooperation Department, Rosa Luxemburg Institute; Mr. Stefan Mentschel - Regional Director of the Rosa Luxemburg Institute for Southeast Asia - Representative Office in Hanoi; along with representatives of the heads of departments of the RLS Institute, directors of regional funds of RLS.
On the guest side, representatives of central agencies and localities were present: Dr. Tran Van Tung - Former Deputy Minister of Science and Technology, Mr. Nguyen Thanh Duy - Director of the Department of Science and Technology of Soc Trang province; leaders of the Offices, programs of the Ministry of Science and Technology, the Department of Intellectual Property and Institutes under the Ministry.
The celebration received the attention and participation of leaders and distinguished guests from agencies under the National Assembly, ministries, departments, localities, directors of departments of science and technology, rectors of universities, academies, scientists and many press agencies.

Assoc.Prof.Dr. Dao Thanh Truong delivered the opening speech at the ceremony celebrating the 10th anniversary of the Institute of Policy and Management.

Speaking at the opening ceremony, Associate Professor, Dr. Dao Thanh Truong emotionally shared: “The anniversary ceremony is a very special and meaningful milestone when looking back at the 10-year journey of the Institute of Policy and Management, which is also the 32-year journey of development from the model of research program - research center - institute, and now a key research center of VNU.”.
Accordingly, since 1991, with the support of the University of Social Sciences and Humanities, Associate Professor, Dr. Vu Cao Dam and his colleagues have established the "Sociology Research Program on Policy and Science - Technology". After 10 years of operation and development, the Program changed its name to "Sociology Research Program on Environment and Development".
Faced with the need to expand cooperation projects and build a policy research network in Vietnam, in 2022, the Center for Policy Research and Analysis CEPSTA was established under the University of Social Sciences and Humanities on the basis of the results of the research program.
By 2013, based on the development potential of CEPSTA and the practical need for the formation of Think tanks in policy research in Vietnam, in April 2013, with the permission of VNU, the Rector of the University of Social Sciences and Humanities decided to establish the Institute of Policy and Management. It can be said that the development of IPAM in recent years is thanks to the attention and support of the Board of Directors of VNU, the Board of Directors of the University of Social Sciences and Humanities and the companionship of domestic and foreign partners, including the Rosa Luxemburg Foundation, Federal Republic of Germany.
The ceremony paid special tribute to generations of leaders and scientists who built the foundation of Associate Professor, Dr. Vu Cao Dam - founder, Chairman of the Scientific Council of IPAM, Prof. Dr. People's Teacher Nguyen Van Khanh - Former Rector of the University of Social Sciences and Humanities, Former Director of the Institute of Policy and Management; Associate Professor, Dr. Tran Van Hai, Dr. Trinh Ngoc Thach... These are the scientists who founded and built the foundation for IPAM over the past 10 years and are also the ones who inspired generations of IPAM students to strive and develop.
Associate Professor, Dr. Dao Thanh Truong emphasized: “For me personally, as the Director, seeing students grow up from IPAM with the inheritance of the traditions of the Teachers and Students of the Institute of Policy and Management is the most successful thing, the most sustainable achievement of IPAM.”.

Prof. Dr. People's Teacher Nguyen Van Khanh - Former Principal of the University of Social Sciences and Humanities, Former Director of the Institute of Policy and Management shared that the results and successes of IPAM have demonstrated the correct orientation in the operational goals of a research center with the mission of leading in "Developing ideas, awareness and Innovation", creating an important foundation for the Institute to continue carrying out policy consulting tasks associated with the country's development needs and social practices.
“In the coming decades, building on the achievements, I expect IPAM to play the role of a Think tank like the School of Public Policy named after the outstanding leader Lee Kuan Yew of the National University of Singapore, to be at the forefront of innovation, especially in the field of research and policy consulting in Vietnam." - Prof. Dr. People's Teacher Nguyen Van Khanh said.
At the ceremony, the Institute of Policy and Management was honored to receive recognition and reward decisions from VNU in recognition of its efforts and achievements in the past 10 years of development.

Mr. Joerg Schultz - Rosa Luxemburg Foundation congratulated IPAM's achievements over the past 10 years

At the ceremony, the Institute for Policy and Management and the Rosa Luxemburg Foundation, Federal Republic of Germany (RSL) solemnly celebrated the 20th anniversary of cooperation and signed a memorandum of understanding to deepen the relationship between the two organizations. The cooperation between the Institute for Policy and Management and the Rosa Luxemburg Foundation is the longest-standing and most sustainable partnership activity with more than 20 years, since the first project with the theme "Vietnam-Rosa Luxemburg Project on Policies Studies" in 2002.
Also on this special anniversary, the Institute of Policy and Management organized an international seminar with the theme "Social change and issues of science, technology and innovation management in Vietnam" and a book and photo exhibition displaying valuable documents on the formation and development process of IPAM.
The exhibition will continue from November 6 - 8, 2023 at Building D of the University of Social Sciences and Humanities, VNU.
