The ceremony was attended by representatives from the Board of Directors of Hanoi National University and its affiliated units, the Board of Directors of the University of Social Sciences and Humanities, representatives from the Rosa Luxemburg Foundation (Federal Republic of Germany), representatives from central and local agencies, rectors of universities and academies, scientists, and many press agencies.
The University of Social Sciences and Humanities currently has 40 foreign partners, including 21 from the Federal Republic of Germany. Among these, the cooperation between the Institute of Policy and Management and the Rosa Luxemburg Foundation is the longest-lasting and most sustainable partnership, spanning over 20 years since the first project, "Vietnam-Rosa Luxemburg Project on Policies Studies," in 2002.
During the period 2008 - 2017, RLS continued to cooperate with the Institute to implement 03 Project items: (1) Policy research and capacity building for policymakers and socio-political organizations; (2) Innovation of education policy; (3) Selection of left-wing theories in a changing world and support for organizing several international conferences.
During the period 2018-2023, in addition to policy research projects applying the expertise of German specialists, IPAM and RLS began a project category on socio-ecological transformation.
Accordingly, the projects have yielded many important results associated with the shaping and development of the Institute for Policy and Management. The support of the RLS Institute has enabled IPAM to implement branded research and training projects on policy with policymakers nationwide, including over 50 training courses on policy analysis and planning skills, policy appraisal and evaluation skills for members of People's Councils, the Vietnam Fatherland Front, the four Central Offices (Office of the President; Office of the National Assembly; Office of the Government; Office of the Central Committee of the Party) and for professional policy researchers.
The project's research activities also provided materials to enhance the capacity of policymakers at all levels... In particular, in 2008-2009, a textbook on Policy Science was published and used in university curricula. Also in 2011, at the request of the Institute of Legislative Studies, Standing Committee of the National Assembly, the Institute published and donated 550 copies of the book "Policy Analysis and Planning Skills" for National Assembly deputies in the 2011-2015 term. By 2016, the book "Policy Evaluation Skills" was published, providing materials for policymakers at all levels within the framework of the cooperation project with the RLS Foundation.
Over 20 years of cooperation, a series of international workshops and seminars have been organized, including policy seminars and exchanges between German experts on contemporary development issues, which have helped promote academic exchanges and research activities between Vietnam and the Federal Republic of Germany. The RLS Institute has also given IPAM the opportunity to participate in study tours to learn and exchange experiences in policy research. These activities have helped researchers and policy activists in Vietnam accumulate theoretical foundations and experience in policy research.
The Institute for Policy and Management is one of RLS SEA's first partners to propose and implement the first project on socio-ecological transformation in Vietnam. The project initially developed research topics on SEET through open academic discussions among researchers, policymakers, experts, leaders at all levels, the media community, and businesses.
Thanks to its effective activities in the field of policy research and analysis, the Institute, which was one of Vietnam's first research and training units in the field of policy research and analysis, has formed a strong research group on Policy and Management, and has now become one of the Key Research Centers of Vietnam National University, Hanoi, with new momentum and mindset.
Associate Professor Dr. Dao Thanh Truong - Vice Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, expressed his sincere gratitude for RSL's valuable cooperation with IPAM.
Associate Professor Dr. Dao Thanh Truong shared his belief that, with the continuous efforts of its members and the cooperation and support of scientists, administrators, organizations, and units inside and outside the university, domestically and internationally, especially with the RLS Institute, the Institute of Policy and Management will certainly be one of the most effective think tanks, participating in domestic and international forums on policy and management; actively contributing to the process of policy planning and implementation, promoting socio-economic development and international integration of the country.
Recalling the early days of RSL and IPAM's partnership, Joerg Schultz, one of the pioneers in laying the foundation for this collaboration, emphasized:
This is a rare relationship characterized by exceptional trust between the two organizations and between scientists from both countries. On the Vietnamese side, those who laid the solid foundation for this excellent relationship include Assoc. Prof. Dr. Vu Cao Dam, Prof. Dr. Nguyen Van Khanh, and later Assoc. Prof. Dr. Dao Thanh Truong. Collaborating with IPAM is a great honor for RSL in general and for me personally.
IPAM is increasingly establishing itself as a think tank making significant contributions to policy advice in Vietnam, especially in the context of the new policy and management challenges posing both globally and domestically.
