An individual considered to be digitally proficient needs to be skilled and adept at using digital tools such as personal computers, smartphones, social media, and various application and software platforms in both personal and professional life. Furthermore, they need critical thinking skills to evaluate vast amounts of information and understand how to appropriately utilize these tools. They also need to know how to maintain safe and positive interactions within digital communities, striving for balance for themselves and society as a whole based on a multifaceted perspective, empathy, and respect for differences. Most importantly, they need to be willing to continuously improve their digital skills to support their lifelong learning and career development.
We currently have a young, highly potential population that possesses many favorable conditions for focusing on developing digital skills. At this time, the necessary steps are to affirm the importance of digital skills to leaders, managers, educators, and parents; to consider the impact of macro-level policies on the development of citizens' digital skills, especially among young people; and to call for the involvement of social organizations, businesses, universities, and research groups. Digital skills should be integrated into curricula at different educational levels, with various levels of access, and regular surveys and assessments of citizens' digital skills should be conducted based on digital competency frameworks corresponding to specific target groups.
In fulfilling its national mission and supporting students in enhancing their skills to meet the increasingly demanding requirements of the digital economy, the University of Social Sciences and Humanities (Vietnam National University, Hanoi) has collaborated with Meta Group to implement the "Enhancing Digital Capacity for Students" project. The project, implemented since 2020, has achieved many positive results. On November 10, 2022, building on the project's success, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, the Association of Vietnamese Universities and Colleges, and Meta Group will jointly organize a workshop.

• Digital Competency MonographThe workshop provides information on the current state and importance of digital skills for 21st-century citizens. It also offers an opportunity to discuss the advantages, challenges, and potential strategies to promote digital skills development among students in higher education institutions. This will help education administrators and policymakers develop appropriate solutions for fostering digital skills among Vietnamese students. Many useful resources on digital skills will be shared at the workshop.
Furthermore, with the participation of managers, scientists, leading experts in the fields of digital transformation, information technology, and higher education, as well as representatives from universities and colleges, the conference aims to contribute to raising community awareness of the importance of digital competence for citizens in general and students in particular in the national digital transformation process.
Through plenary sessions and in-depth panel discussions, the conference will analyze digital transformation trends and the demand for digitally-enabled human resources in Vietnam. Additionally, within the framework of the conference, three digital skills development documents will be officially released, including:
Digital competency framework for students, Digital competency development handbook, and Digital competency monograph.
