Need to promote training of staff capable of working in an international environment

That was the sharing of Prof. Dr. Hoang Anh Tuan at the Scientific Workshop on training and fostering civil servants capable of working in an international environment organized by the Department of Training and Fostering of Officials, the Central Organizing Committee in coordination with the Organizing Committee of Vinh Phuc Provincial Party Committee on October 11 in Vinh Phuc.

The workshop was chaired by Associate Professor, Dr. Vu Thanh Son, Director of the Department of Training and Development of Cadres, Central Organization Committee and Comrade Nguyen Ba Huy, Member of the Standing Committee of the Provincial Party Committee, Head of the Organization Committee of Vinh Phuc Provincial Party Committee. And the participation of more than The 50 delegates are representatives of the leaders of departments, offices, and units of a number of central agencies, ministries, and branches: the Scientific Council of Central Party Agencies, the Ho Chi Minh National Academy of Politics, the Ministry of Home Affairs, the Ministry of Foreign Affairs, the Vietnam Academy of Social Sciences; representatives of the organizing committees of the provincial Party Committees of Hung Yen, Ha Nam, Thai Nguyen, Hoa Binh, Bac Kan, Tuyen Quang, Ninh Binh, Thanh Hoa, along with experts and scientists.
In his opening speech at the Workshop, Mr. Vu Thanh Son, Director of the Department of Training and Development of Officials, Central Organizing Committee emphasized that the purpose of the Workshop is to provide theoretical information on training and fostering civil servants capable of working in an international environment and related contents in the work of building a team of officials capable of working in an international environment; at the same time, study the experiences of developed countries in the region and the world in training and fostering civil servants to meet the requirements of international integration. From there, draw appropriate lessons for Vietnam to build a team of officials and civil servants capable of working in an international environment. The results of the Workshop contribute to advising the Central Committee on developing training and fostering programs for officials with sufficient qualities and capacity to work well in an international environment.

Delegates who are leaders of Vinh Phuc province shared the achievements in training and fostering cadres, the objectives of Project No. 06-DA/TU, dated September 22, 2021 on "Breakthrough in training and fostering cadres of Vinh Phuc province for the period 2021-2025" with a vision to 2030. Vinh Phuc has certain difficulties in building a team of provincial cadres capable of working in an international environment. Therefore, the leaders of Vinh Phuc province also hope that from this Workshop, the Provincial Party Committee Organizing Committee and agencies and units in the province will listen to and absorb the opinions of experts, scientists, representatives of agencies, units, provinces and cities nationwide to advise the Standing Committee and the Standing Committee of the Provincial Party Committee to have more specific, suitable and feasible solutions in building a team of cadres, civil servants and public employees capable of working in an international environment.
The workshop listened to the opinions of experts and researchers from the University of Social Sciences and Humanities, Ho Chi Minh National Academy of Politics, and Diplomatic Academy. The opinions emphasized the importance of training and fostering civil servants capable of working in an international environment; the current challenges of this work, as well as the requirements for qualifications, qualities, and skills of cadres and party members in the context of international integration.

Exchange at the Workshop,Prof. Dr. Hoang Anh Tuan (Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi)affirms that the issues raised by the Workshop are very correct and relevant to the current personnel work. In the context of an increasingly open international environment, the requirements for the staff and civil servants are increasingly high. With a tradition of more than 70 years, the University of Social Sciences and Humanities currently has nearly 100 training programs; many of which are coordinated with state agencies to train staff and civil servants.

The school regularly draws experience and learns from domestic and foreign models to apply to training and fostering models in Vietnam. For current human resource training, the school pays special attention to training not only knowledge but also focuses on the comprehensive skill system, thinking, awareness, and positive attitude of cadres and civil servants. It can be considered a balanced triangle model of knowledge - skills - positive thinking. In which, training positive thinking for human resources is very important, aiming to "synchronize from the root" in training cadres.

Regarding the foreign language criteria for current officials and civil servants, he added that foreign language training is very important to have a team of officials and civil servants working in an international environment. "Standardizing foreign language training for the current team of civil servants is a difficult task, with many obstacles, but it is difficult - but it cannot be avoided" - Mr. Hoang Anh Tuan emphasized.

In addition to the opinions of experts, the opinions expressed by representatives of the organizing committees of the provincial Party Committees of Hoa Binh, Thai Nguyen, Vinh Phuc, Tuyen Quang, etc. showed the positive results of the localities in training and fostering cadres and civil servants capable of working in an international environment.
All opinions expressed at the Workshop unanimously affirmed that international integration experiences are very diverse and rich, and it is necessary to distill experiences to apply appropriately to Vietnam's reality.

Many opinions also proposed to enhance the self-study and self-experience methods of cadres and civil servants, especially in industries and professions with higher requirements for the international environment. The responsibilities of Party committees and organizations, the awareness of cadres and civil servants and the responsibilities of training institutions were also issues discussed in the Workshop with consensus, affirming the role and importance of these factors. Regarding solutions: The Workshop agreed that there should be consistent leadership from the Central to the grassroots level in training and fostering cadres abroad. Practice shows that there are advantages but there are also many difficulties and obstacles that need to be resolved, especially in perfecting the legal document system, resolving regimes and policies for cadres and civil servants when participating in training and fostering...
