There is a need to strengthen the training of personnel capable of working in an international environment.

This was shared by Professor Hoang Anh Tuan at the scientific conference on training and developing civil servants capable of working in an international environment, organized by the Department of Cadre Training and Development, Central Organization Committee, in coordination with the Vinh Phuc Provincial Party Committee's Organization Department on October 11th in Vinh Phuc.

The workshop was chaired by Associate Professor, Dr. Vu Thanh Son, Director of the Department of Cadre Training and Development, Central Organization Committee, and Mr. Nguyen Ba Huy, Member of the Standing Committee of the Provincial Party Committee and Head of the Organization Department of Vinh Phuc Province. More than 100 participants attended. Fifty delegates, representing the leadership of departments, divisions, and units of several central agencies, ministries, and sectors: the Scientific Council of the Central Party Agencies, the Ho Chi Minh National Academy of Politics, the Ministry of Interior, the Ministry of Foreign Affairs, the Vietnam Academy of Social Sciences; representatives of the organizing committees of the provincial Party committees of Hung Yen, Ha Nam, Thai Nguyen, Hoa Binh, Bac Kan, Tuyen Quang, Ninh Binh, and Thanh Hoa, along with experts and scientists.
In his opening remarks at the Workshop, Mr. Vu Thanh Son, Director of the Department of Cadre Training and Development, Central Organization Committee, emphasized that the purpose of the Workshop was to provide theoretical information on training and developing civil servants capable of working in an international environment, and related content in building a team of cadres capable of working in an international environment; and to study the experiences of developed countries in the region and the world in training and developing civil servants to meet the requirements of international integration. From this, appropriate lessons can be drawn for Vietnam to build a team of cadres and civil servants capable of working in an international environment. The results of the Workshop will contribute to advising the Central Committee on developing training and development programs for cadres with the necessary qualities and capabilities to work effectively in an international environment.

Representatives from Vinh Phuc province shared the achievements in cadre training and development, and the objectives of Project No. 06-DA/TU, dated September 22, 2021, on "Breakthroughs in cadre training and development in Vinh Phuc province for the period 2021-2025" with a vision to 2030. Vinh Phuc faces certain difficulties in building a team of provincial cadres capable of working in an international environment. Therefore, the Vinh Phuc provincial leadership hopes that from this workshop, the Provincial Party Committee's Organizing Committee and agencies and units in the province will listen to and absorb the opinions and discussions of experts, scientists, and representatives from agencies, units, and provinces and cities nationwide to advise the Standing Committee and the Provincial Party Committee on more specific, appropriate, and feasible solutions for building a team of cadres, civil servants, and public employees capable of working in an international environment.
The workshop heard presentations from experts and researchers from the University of Social Sciences and Humanities, the Ho Chi Minh National Academy of Politics, and the Diplomatic Academy. The presentations emphasized the importance of training and developing civil servants capable of working in an international environment; the current challenges facing this work; and the requirements for qualifications, qualities, and skills for cadres and Party members in the context of international integration.

Discussions at the Workshop,Prof. Dr. Hoang Anh Tuan (Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi)It is affirmed that the issues raised at the Conference are very relevant and appropriate to current personnel management. In the context of an increasingly open international environment, there are increasingly high demands placed on the contingent of officials and civil servants. With a tradition of over 70 years, the University of Social Sciences and Humanities currently has nearly 100 training programs; many of which are in collaboration with state agencies to train officials and civil servants.

The school regularly learns from and applies training and development models both domestically and internationally to its own training programs in Vietnam. For current human resource training, the school pays special attention not only to knowledge but also to comprehensive skills, including critical thinking, awareness, and a positive attitude among officials and civil servants. This can be considered a triangular model of knowledge, skills, and positive thinking. In this model, cultivating positive thinking in the workforce is crucial, aiming for "synchronization from the root" in personnel training.

Regarding the foreign language criteria for current officials and civil servants, he further shared that foreign language training is very important to have a team of officials and civil servants working in an international environment. "Standardizing foreign language training for current civil servants is a difficult task, with many obstacles, but it is difficult – and therefore unavoidable," emphasized Mr. Hoang Anh Tuan.

Besides the opinions of experts, statements from representatives of the organizing committees of Hoa Binh, Thai Nguyen, Vinh Phuc, Tuyen Quang provinces, etc., showed the positive results of these localities in training and developing cadres and civil servants capable of working in an international environment.
All opinions expressed at the seminar unanimously affirmed that experiences in international integration are diverse and rich, and it is necessary to select experiences that are appropriate to the Vietnamese context.

Many opinions also suggested strengthening the self-study and self-experience methods of officials and civil servants, especially in sectors and professions with higher requirements for an international environment. The responsibilities of Party committees and organizations, the awareness of officials and civil servants, and the responsibility of training institutions were also discussed at the workshop, with consensus affirming the role and importance of these factors. Regarding solutions: The workshop agreed that there needs to be consistent leadership from the central to the grassroots level in training and developing officials abroad. Practical experience shows that there are advantages but also many difficulties and obstacles that need to be overcome, especially in perfecting the legal framework and resolving the entitlements and policies for officials and civil servants participating in training and development programs…
