Contributing a speech on the topic "Promoting the value of cultural heritage - resources, an important driving force to promote sustainable socio-economic development in Quang Ninh province", Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi affirmed that resources are an important driving force to promote sustainable development of Quang Ninh province.
Accordingly, cultural heritage is the bridge between the past and the present, between the present and the future, and is the foundation for creating and developing human resources. A community without a past is a community with an uncertain future. With a rich quantity and diverse types, cultural heritage is a solid foundation for development, creating the character of Quang Ninh people.
Cultural heritage is a resource for sustainable development, a driving force for economic development of the province. In recent years, Quang Ninh province has promoted the implementation of key tasks on growth model innovation, transforming the development method from "brown" to "green", in which services and tourism are increasingly becoming key economic sectors, actively contributing to socio-economic development and promoting economic restructuring of the locality. Natural landscapes, heritages and scenic spots are the leading important factors attracting tourists to Quang Ninh province, an important driving force for the development of tourism and service economy. According to statistics, human resources in the service and tourism sector of the province increased from 36.7% (in 2015) to 41.9% (in 2020); In the period 2011 - 2015, tourism revenue accounted for 5.1%, in the period 2016 - 2020, despite being affected by the COVID-19 pandemic, tourism revenue reached 7.1%, the average growth rate of the industry was 11.9%/year.

According to the tourism development project of Quang Ninh province, in the coming time, tourism will be developed in four key areas: Ha Long, Uong Bi - Dong Trieu - Quang Yen, Van Don - Co To, Mong Cai. The product lines that will be focused on development include: sea and island tourism; cultural and spiritual tourism; community and ecological tourism; border tourism. Thus, in the four key product lines of the province, there are two lines associated with cultural heritage: cultural and spiritual tourism and community tourism.
Prof. Dr. Hoang Anh Tuan emphasized that Quang Ninh province possesses a rich and diverse treasure of tangible and intangible cultural heritage. Heritage value is the crystallization of spiritual and material values throughout history, an important and sustainable resource of the province. Cultural heritage is an important resource that is fundamental to building and developing Quang Ninh people with identity and courage, capable of building, developing and integrating with the world. Therefore, heritage value is first of all a resource for Quang Ninh province to continue to create spiritual values, build and develop people, thereby creating material values and values around it. This is an important resource for building the pillars of "people" and "culture" to concretize the goal of rapid and sustainable development of the province.
Cultural heritage is also an important resource and driving force for the development of tourism and services in Quang Ninh province. Monuments, scenic spots and spiritual values of Quang Ninh culture and people create an attraction for tourists to learn and explore. Preserving, exploiting and promoting heritage values is the driving force for Quang Ninh province to achieve the goal of "rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh identity".
The workshop discussed extremely important and urgent issues to strengthen the leadership of Party committees at all levels in the work of building and developing the culture and people of Quang Ninh in the spirit of the Resolution of the 13th National Party Congress, the Resolution of the 15th Provincial Party Congress, further promoting the strength and cultural values of the people of Quang Ninh, creating resources and driving forces for the development of the province.
