During his time in the Russian Federation, where Prof. Dr. Pham Quang Minh studied for 6 years at university (1980-1986), the Rector had many meetings with partners, exploring the possibility of cooperation in training and scientific research.
Prof. Dr. Pham Quang Minh presented the signed document to Prof. Kraeva (Rector of Moscow State Linguistic University) in the presence of Minister of Education and Training Phung Xuan Nha and Deputy Minister of Science and Education of the Russian Federation.
In particular, in the presence of Minister Phung Xuan Nha and Deputy Minister of Science and Education of the Russian Federation and representatives of more than 40 universities of both Vietnam and the Russian Federation, Prof. Rector Pham Quang Minh signed a cooperation agreement with Moscow State Linguistics University (MSLU). This is one of the most prestigious universities in the Russian Federation in language training. Currently, MSLU is training and researching 36 languages in the world, of which Vietnamese has been officially included in training for two years. The cooperation agreement will create opportunities for teacher and student exchanges in the fields of Vietnamese studies, languages, history, culture and other social sciences. In the context of the increasingly developing Vietnam - Russia strategic partnership, Vietnamese studies in general, translation training and Vietnamese language in particular will have many opportunities for development in the future.

After visiting the Russian Federation, Professor Pham Quang Minh continued to visit Hungary. Here, the Professor also had many important meetings with partners. Hungary is a small country, a member of the EU and is strategically located in Central Europe and has a fairly developed education system, a high level of internationalization, providing 200 scholarships to Vietnamese students every year.
In the presence of General Secretary Nguyen Phu Trong and senior officials from both Vietnam and Hungary, Professor and Rector Pham Quang Minh signed a cooperation agreement to enhance student exchanges within the framework of the EU's Erasmus plus program with Corvinus University of Budapest, one of Hungary's prestigious universities.

In addition, the Rector also established relations with Lorand National University, preparing for the establishment of the Faculty of Vietnamese Studies and building the Vietnamese Studies major at the number 1 university in Hungary and Central Europe.
Prof. Dr. Pham Quang Minh presented the paper "Internationalization of Higher Education: Implication for Vietnam-Hungary Cooperation"
On behalf of the university, at the second Conference of Rectors of Vietnamese and Hungarian Universities, Prof. Rector Pham Quang Minh presented a paper on “Internationalization of Higher Education and Implications for Vietnam-Hungary Cooperation”. The paper affirmed the importance of internationalization of higher education, the opportunities and challenges and implications for educational cooperation between Vietnam and Hungary, especially focusing on forming short-term, 2+2, 3+1 teacher and student exchange programs, focusing on language training, history, culture, etc. of the two countries, as a foundation for the Vietnam-Hungary Comprehensive Partnership that the leaders of the two countries have just approved.
