Mr. Antony Blinken said this was his second visit to Vietnam and he had the opportunity to meet and talk with young Vietnamese people - talented and ambitious innovators and creators. They are the ones responsible for deciding the country's future development.
He cited the challenges the world is facing today such as global economic problems, climate change, pandemics, migration waves… These challenges are beyond the ability of any government to solve. It forces countries to coordinate and cooperate with new ways, new responsibilities, with tools, solutions and knowledge that are outside of government. In the fight against these challenges, the world needs the young generation with their vision, strengths, creativity and passion.

“Vietnam or any other country needs to innovate and create more. That is why, in my opinion, we need a new space to promote innovation, so that all countries and all people can promote such principles and benefits,” he said.
To do this, young people need to be given the necessary skills, to be creative and start successful businesses in a world where everyone has the opportunity to pursue their aspirations, passions, and excel. In particular, young people need to be encouraged to think critically and be skeptical of the world around them.

The speech also highlighted the role of education and shared information about cooperation activities between the US and Vietnam in this field. The US has cooperated with the University of Social Sciences and Humanities to train a team of staff working in social work. Later this year, Fulbright University Vietnam will be established in Ho Chi Minh City following the US model. The US has provided support to Vietnam in preschool education, education for ethnic minorities, educational innovation, etc. The PEER program - a joint research program between Vietnam and the US - has also been implemented to promote and preserve biodiversity in Vietnam. In addition, Vietnam is also one of the 10 countries with the largest number of students studying in the US.

US Deputy Secretary of State Antony Blinken also praised Vietnam's economic reform and opening up, which has helped millions of people escape poverty in a short time. And now, "the task that needs attention is to improve economic capacity, develop the economy and create a healthy business environment." He said that this is feasible and good, especially with the birth of the TPP agreement with the participation of Vietnam. TPP will account for 40% of global GDP and this is a comprehensive agreement related to labor safety standards, innovation, and intellectual property rights. TPP will help the free exchange of ideas, promote innovation for a digital-based economy, help people start businesses, and resolve business disputes. Enterprises will have more equal opportunities to do business in Vietnam in all industries.
The speech then discussed the need to respect the right to express opinions and to help young people speak their minds. Promoting fundamental freedoms and human rights is a prerequisite for an innovative, creative and free society. The Vietnamese government has made efforts to promote the development of religious organizations as well as civil society.

The speech also affirmed that an innovative and creative system needs to focus on connecting with the outside world. That is why Vietnam and the United States are increasingly cooperating strongly and comprehensively with each other in global forums, such as peacekeeping operations, wildlife trafficking prevention, security, energy, rescue, disaster relief, climate change, etc. The relationship between the two countries is increasingly closer in the fields of maritime, rescue, and training of the Vietnamese Coast Guard, combating cross-border crimes and ensuring maritime security and stability in the region.

The disputes in the East Sea were also mentioned in the Deputy Minister's speech. He stated that China is carrying out island reclamation activities in the East Sea, which raises many questions about its intentions in the East Sea - one of the most important shipping routes in the world. International law promotes the freedom of navigation of all countries in the world, big or small. Therefore, "we want China to rise peacefully and comply with the international system based on international law".

At the end of his speech, Mr. Antony Blinken also mentioned President Obama's visit to Vietnam in May to further promote the close partnership with Vietnam. Based on shared values and principles, the upcoming cooperation will aim to find new solutions to respond to challenges such as hunger eradication, poverty reduction, epidemics, promoting a peaceful order based on the rule of law, for the peace and prosperity of the region and the world.
