Official document No. 497/ĐHQGHN-TCCB, Hanoi, dated February 17, 2011, from Vietnam National University, Hanoi, regarding the examination for promotion from lecturer to senior lecturer in 2011.In accordance with Government Decree No. 116/2003/ND-CP dated October 10, 2003, on the recruitment, employment, and management of officials and civil servants in state-owned public service units, and Government Decree No. 121/2006/ND-CP dated October 23, 2006, amending and supplementing some articles of Decree No. 116/2003/ND-CP, Hanoi National University plans to organize the 2011 promotion examination from lecturer to senior lecturer as follows:
1. Eligible contestants
This refers to lecturers recruited and appointed to the lecturer category (code 15.111) at units under the Vietnam National University, Hanoi.
2. Conditions and criteria for participation in the exam
Candidates applying for promotion to senior lecturer in 2011 must meet the following conditions and standards: - Currently holding the lecturer rank and capable of assuming or currently working in a position suitable to the responsibilities and duties of the senior lecturer rank as stipulated in Decision No. 538/TCCP-BCTL dated December 18, 1995, of the Minister of the Government's Organization and Personnel Committee (now the Minister of the Interior); - Currently teaching at units under the Vietnam National University, Hanoi, with at least 9 years of experience in the lecturer rank or equivalent (excluding probationary or trial periods), including at least 3 years in the lecturer rank; - Having a salary coefficient of 3.66 or higher; - Holding a master's degree or higher; - Having a research project or scientific research work as prescribed for the senior lecturer rank. - Having been evaluated by the employing unit as having performed their duties well for three consecutive years up to the application deadline, possessing good moral character and discipline, and having the capacity for teaching and scientific research; not currently under disciplinary action or being considered for disciplinary action according to the law; - Having been approved by the competent management agency or unit according to the allocated standards and approved to participate in the competition.
3. Content, format, and duration of the exam
- Written and oral examinations covering general knowledge for officials and employees in state-owned enterprises; knowledge of higher education and teaching skills; - Foreign language examination (one of five languages: English, Russian, French, German, or Chinese) with listening, speaking, reading, and writing skills; - For lecturers teaching foreign languages, a second foreign language examination is required; - Computer skills practical examination as required by the lecturer's duties at Vietnam National University, Hanoi; - The content, format, and time of each examination will be announced later.
4. Exemption from the foreign language exam.
- Exemption from the foreign language exam is granted if one of the following conditions is met: + The civil servant holds a second university or postgraduate degree in one of the five aforementioned languages; + The civil servant has graduated from a university or postgraduate program abroad in one of the five aforementioned languages; graduated from a university or postgraduate program at a foreign higher education institution in Vietnam using one of the five aforementioned languages; or has taught or researched abroad for 12 months or more using one of the five aforementioned languages, as confirmed by the head of the unit.
5. Application documents
- Application form for promotion from lecturer to senior lecturer (Form No. 1); - Scientific resume certified by the head of the unit within no more than 3 months from the deadline for submitting the application (Form No. 2); - Candidate evaluation report from the head of the managing unit within 3 consecutive years up to the deadline for submitting the application (Form No. 3); - Copies of diplomas and certificates as prescribed for the senior lecturer rank; - Declaration of the candidate's scientific research projects and works recognized by the university and successfully applied in the professional field (with confirmation of the projects, works, and research topics); - The size of the candidate's application dossier must comply with the regulations in point a, clause 1, article 1, Decision No. 06/2007/QD-BNV dated June 18, 2007 of the Minister of Home Affairs and include 2 4x6 photos. Applicants who submit their applications are legally responsible for the accuracy of their application documents.
6. Exam time
Expected to be between July and September 2011.
7. Examination location: Vietnam National University, Hanoi
Units are requested to compile the dossiers and lists of qualified candidates (Form No. 4) and send them to Hanoi National University (via the Personnel Department) before March 15, 2011, by official letter and email. Units that fail to send the list by the aforementioned deadline will be considered as not having a need for candidates.
