Official dispatch No. 497/VNU-TCCB Hanoi, dated February 17, 2011 of VNU on the exam to promote from lecturer to senior lecturer in 2011.Pursuant to Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government on recruitment, use and management of cadres and civil servants in State-owned enterprises and Decree No. 121/2006/ND-CP dated October 23, 2006 of the Government amending and supplementing a number of articles of Decree No. 116/2003/ND-CP, Hanoi National University plans to organize the exam to promote from lecturer to senior lecturer in 2011 as follows:
1. Contestants
Is a lecturer recruited and appointed to the lecturer position (code 15.111) at units under VNU.
2. Contest conditions and standards
Candidates registering for the exam to upgrade from lecturer to senior lecturer in 2011 must meet the following conditions and standards: - Currently in the lecturer position, capable of taking on or working in a position suitable to the responsibilities and tasks of the senior lecturer position prescribed in Decision No. 538/TCCP-BCTL dated December 18, 1995 of the Minister and Head of the Government Organization and Personnel Department (now the Minister of Home Affairs); - Currently teaching at units under VNU, having held the lecturer position or equivalent for 9 years or more (excluding internship and probationary period), of which at least 3 years must be in the lecturer position; - Have a salary coefficient of 3.66 or higher; - Have a master's degree or higher; - Have a project or scientific research work according to the regulations of the senior lecturer position; - Evaluated by the employing unit as having completed their tasks well for 3 consecutive years up to the deadline for submitting the application, having good moral qualities and discipline, having the ability to teach and conduct scientific research; not being subject to disciplinary action or being considered for disciplinary action according to the provisions of the Law; - Approved by the competent management agency or unit according to the allocated criteria and agreed to be sent to take the exam.
3. Content, format and time of exam
- Written and oral exams on general knowledge for cadres and civil servants in state-owned enterprises; knowledge of higher education and teaching skills; - Foreign language exam (one of five languages: English, Russian, French, German, Chinese) with listening, speaking, reading and writing skills; - For foreign language lecturers, they must take a second foreign language exam; - Practical IT exam according to the requirements of VNU's lecturer duties; - The content, format and time of each subject exam will be announced specifically later.
4. Exemption from foreign language exam
- Exemption from the foreign language exam when one of the following conditions is met: + Officials with a second university or postgraduate degree in a foreign language in one of the five languages mentioned above; + Officials who have graduated from university or postgraduate abroad in one of the five languages mentioned above; graduated from university or postgraduate at foreign higher education institutions in Vietnam using one of the five languages mentioned above or have spent 12 months or more teaching or researching abroad using one of the five languages mentioned above as confirmed by the head of the unit.
5. Application form
- Application for promotion from lecturer to senior lecturer (form No. 1); - Scientific CV confirmed by the head of the unit within 3 months from the deadline for submitting the application (form No. 2); - Candidate's comments from the head of the management unit within 3 consecutive years from the deadline for submitting the application (form No. 3) - Copies of certificates and diplomas as prescribed for the senior lecturer position; - List of candidate's scientific research projects and works recognized by the school and applied with results in the profession (with certificate of scientific research projects, projects and topics); - The size of the candidate's application is implemented according to the provisions at Point a, Clause 1, Article 1, Decision No. 06/2007/QD-BNV dated June 18, 2007 of the Minister of Home Affairs and accompanied by 02 4x6 photos; Candidates submitting application documents must be legally responsible for their application documents.
6. Exam time
Expected from July to September 2011.
7. Exam location: Hanoi National University
Units are requested to collect documents and list of qualified candidates (form number 4) and send them to Hanoi National University (via the Organization and Personnel Department) before March 15, 2011 via official dispatch and email. After the above deadline, any unit that does not send the list will be considered as not in need.
