On August 2, 2007, the Prime Minister signed Decision No. 129/2007/QD-TTg promulgating the Regulations on Workplace Culture in State Administrative Agencies with the goal of building a team of officials, civil servants, and public employees who work professionally and modernly, contributing to the reform of the national administration. Thorough implementation of workplace culture also ensures the dignity and effectiveness of the operations of agencies and organizations.
On August 2, 2007, the Prime Minister signed Decision No. 129/2007/QD-TTg promulgating the Regulations on Workplace Culture in State Administrative Agencies with the goal of building a team of officials, civil servants, and public employees who work professionally and modernly, contributing to the reform of the national administration. Thorough implementation of workplace culture also ensures the dignity and effectiveness of the operations of agencies and organizations.In line with this viewpoint, the Vietnam General Confederation of Labor has launched and implemented proactive solutions to promote the movement for building a cultural life at the grassroots level among workers, civil servants, and laborers. Through this, the intellectual level and cultural enjoyment of workers, civil servants, and laborers have improved, creating a healthy environment and gradually contributing to raising the cultural life in localities, agencies, units, and enterprises. As a grassroots trade union with a long tradition, the Trade Union of the University of Social Sciences and Humanities (VNU Hanoi) always focuses on promoting awareness among its staff about the importance of building a cultural life at the grassroots level, linking it with the dissemination of legal education; and ensuring that staff understand their duties, rights, responsibilities, and obligations as both employees and managers in building a cultural life, with specific and practical actions. - The School's Trade Union Executive Committee has proactively participated with the Board of Directors in building a system of grassroots cultural institutions; actively advised the Board of Directors on investing in the construction of facilities and equipment: offices, classrooms, and laboratories; training a team of trade union officials with professional expertise in organizing cultural and sports activities; building a management apparatus and staff participating in community cultural activities; ensuring material and spiritual conditions and preferential policies for trade union officials and staff participating in cultural and sports activities. - Building a healthy university cultural environment such as: civilized lifestyle, discipline, and order; building a team of professional management staff and highly qualified and capable teaching staff; maintaining and promoting the school's brand; ensuring healthy competition; building harmonious and stable labor relations; creating a green, clean, beautiful, safe, and civilized working environment. During the 2009-2012 term, the University's Trade Union actively and proactively organized activities to promote and develop the draft "Regulations on University Culture" through seminars, discussions, and exchanges of experience not only within the University's Trade Union but also within the cluster of 5 universities' trade unions (Hanoi University of Technology, Hanoi University of Science, National Economics University, Hanoi University of Civil Engineering, and Hanoi University of Social Sciences and Humanities). Through these activities, union officials and members have enhanced their awareness of their role and responsibility in building a grassroots cultural life and creating a healthy, humane teaching and learning environment. - Building cultural, artistic, and sports movements: promoting mass cultural and artistic movements; developing hobby clubs among staff and employees (football, badminton, table tennis clubs, etc.); Attracting staff and employees to participate in common cultural activities such as gender equality, reproductive health, culture, and arts... effectively implementing the "National Movement for Physical Training Following the Example of the Great President Ho Chi Minh". - Improving material living conditions and creating favorable conditions for staff and employees to participate in building cultural life: Ensuring that salaries and additional income for staff and employees are increasingly higher, commensurate with each person's contribution; strictly implementing policies and laws on labor, insurance, and social security; exploiting resources to invest in development and improve the skills and capabilities of staff and employees. In particular, the University's Trade Union has done a good job of visiting and supporting staff and employees (including students with particularly difficult circumstances) during times of need and providing emergency assistance. Every year, the University's Trade Union proactively organizes visits to wish Tet (Lunar New Year) or visit the families of union members who are eligible for social welfare benefits (families of war invalids, martyrs, and families with difficult circumstances). With the achievements made during the 2009-2012 term in general, and the results achieved in building grassroots cultural life in schools in particular, the Trade Union of the University of Social Sciences and Humanities has been actively contributing to the successful implementation of the Movement to build grassroots cultural life among workers, civil servants, and laborers launched by the Vietnam General Confederation of Labor. It has deservedly been recognized as an outstanding and strong grassroots trade union for many consecutive years, receiving numerous prestigious awards: Certificates of Merit from the Vietnam General Confederation of Labor, Certificates of Merit from the Prime Minister, and the Second Class Labor Medal.
