In accordance with Official Letter No. 3793/ĐHQGHN-CTHSSV from the Director of Vietnam National University, Hanoi regarding the awarding of the title "Outstanding Young Face of Vietnam National University, Hanoi" in 2012; in order to summarize the emulation movement in learning, working, scientific research, and moral training of students, graduate students, doctoral candidates, and young staff; and to prepare for the consideration and recognition of the title "Outstanding Young Face at the University Level - 2012", the University's Board of Directors requests the Heads of units to conduct the evaluation according to the following standards and implementation schedule:1. Outstanding Young Person Award at the University Level: awarded to students and young staff members who possess good political and moral qualities, lead a healthy lifestyle, actively contribute to social work, professional work, class activities, youth union activities, and student association activities, have high prestige and influence within the group, are respected by the group, and meet one of the following requirements: a. Achieve excellent results in studies, research, and work: - Students with a GPA of 3.60 or higher, no failed exams in that academic year, and excellent conduct scores; - Students from disadvantaged backgrounds who demonstrate a spirit of overcoming difficulties and striving for success, or outstanding class officers, youth union members, or student association members, with a GPA between 3.20 and 3.59 and excellent conduct scores; (Eligible students are those from disadvantaged backgrounds as defined in Circular No. 54/1998/TT-LT dated August 31, 1998, of the Ministry of Finance and the Ministry of Education and Training, and Decision No. 09/2011/QD-TTg dated January 30, 2011, of the Prime Minister on the promulgation of poverty standards applicable for the period 2011-2015). - Postgraduate students achieving a GPA of 3.60 or higher in their subjects and having at least one article published in a national or international scientific journal. - Doctoral students achieving a GPA of 3.70 or higher in their specialized subjects and having at least two articles published in national or international scientific journals. - Young cadres who have received the title of Emulation Soldier at the grassroots level or higher. b. Students who have won official individual awards in national, regional, or international student competitions or Olympic competitions. c. Awarded a national-level or ministerial/central government, VNU, provincial/city-level official individual award in scientific research, culture and arts, or sports. Note: The title will not be awarded to students who graduated in the 2011-2012 academic year. 2. The organizing units will select and submit the list (
