The program aims to provide knowledge and skills in policy evaluation and transfer modern teaching methods to more than 40 lecturers from universities, academies, and research institutes in Hanoi.
This activity is part of the "Enhancing Teaching Capacity for Lecturers" project, a collaboration between the University of Social Sciences and Humanities and the Rosa Luxemburg Institute, with the participation of Vietnamese lecturers and experts from the Federal Republic of Germany.

Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) delivered a speech highly appreciating the significance of the Program.
The program consists of two parts. Part one is a course on policy evaluation skills, including an overview of policy research and policy evaluation skills, presented by Assoc. Prof. Dr. Vu Cao Dam (IPAM).
In the second part of the program, instructors from the Rosa Luxemburg Institute will transfer teaching methods, provide tools for lesson design, discussion management, and communication in teaching activities to the trainees through sharing experiences and hands-on demonstrations of these methods.

At the program's opening ceremony, Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) delivered a speech highly commending the achievements of the Policy Research and Analysis Project, which the Rosa Luxemburg Institute and the University of Social Sciences and Humanities have jointly implemented since 2002.
The project has helped implement numerous research activities on policy, published books on Policy Science commissioned by the National Assembly Office; successfully organized more than 30 training courses for local policy-making officials and key officials of the Vietnam Fatherland Front Committee, People's Councils, and People's Committees at all levels, making a positive contribution to the process of policy planning, critique, and evaluation in Vietnam.
The latest collaborative project between the two sides, which involves jointly developing programs and implementing training courses for lecturers in the fields of policy research and management, marks a new development in the 15-year partnership between the two organizations.

Professor Dr. Nguyen Van Khanh (Director of IPAM) spoke about the key areas of cooperation between IPAM and the Rosa Luxemburg Foundation.
Professor Nguyen Van Khanh (Director of IPAM) affirmed that the success of the course will be an important output of the Policy Research and Analysis Project. Transferring international teaching methods to beneficiaries, including lecturers and staff working at universities, academies, and research institutes in Vietnam, will be a key focus of IPAM in the future.

Mr. Ronald Honer (representing the Rosa Luxemburg Foundation, Federal Republic of Germany) expressed his admiration for the achievements in the cooperation between the two organizations.
Mr. Ronald Honer (representing the Rosa Luxemburg Institute, Federal Republic of Germany) stated that he was impressed with the achievements of the cooperation project between Rosa and the University over the past four years. Rosa will continue to cooperate to identify common topics and interests between the two sides, relevant to the Vietnamese context. In particular, the cooperation will focus on building a new generation of lecturers to discover new directions in current learning and research.

Assoc. Prof. Dr. Dao Thanh Truong (Deputy Director of IPAM) presented on the modules in the program.
Associate Professor Dr. Dao Thanh Truong (Deputy Director of IPAM) shared the following information: In August 2016, the University of Social Sciences and Humanities established the Department of Public Policy and has completed the acceptance testing of the Master's program in Public Policy, with the first cohort expected to enroll this year. In this context, improving the quality of lecturers in the field of policy will help sustainably develop the current training programs related to Public Policy Science at the University.

Policy Research Project (to date). Education Policy Reform Project (2009-2011). The Project on the Theory of the Left in a Changing World (2009-2015). We have successfully organized nearly 40 training courses on policy analysis and planning skills, and policy appraisal and evaluation skills for grassroots-level policymakers. Conduct policy training courses for staff of the National Assembly Office, and provide publications as ordered by the National Assembly Office. Together with the Faculty of Management Science, IPAM contributes to the development of specialized fields and training programs in Policy and Management. |
