To prepare for the task of providing information and reference materials to meet the needs of National Assembly deputies in 2017, the National Assembly Office sent công văn (official letter) No. 217/VPQH-TV requesting the Institute of Policy and Management, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi to provide a number of books and publications related to research, analysis, and evaluation of policies, with the National Assembly Library as the receiving point.
Following discussions and collaborations, the National Library of Vietnam has received the book "Skills of Policy Appraisal and Evaluation," one of the most recent publications from the Institute of Policy and Management, with contributions from authors Assoc. Prof. Dr. Vu Cao Dam, Dr. Trinh Ngoc Thach, and Assoc. Prof. Dr. Dao Thanh Truong. The book was published in 2016 with funding from the Rosa Luxemburg Institute, Federal Republic of Germany.

Speaking at the award ceremony, Professor Nguyen Van Kim emphasized: “Policy is a tool of management, aiming to direct the community's motivation towards social development goals. When policies are correct, social goals are achieved successfully. Besides its functions of research and training in policy, the University of Social Sciences and Humanities also actively participates in policy consulting and evaluation activities in many fields, providing research results that contribute to improving the effectiveness of Vietnam's policy-making process. The Institute of Policy and Management is a unit that is very active in implementing these activities.”

It is known that in 2011, the Institute of Policy and Management (formerly the Center for Policy Research and Analysis) had the opportunity to donate the book "Policy Analysis and Planning Skills" to the National Assembly Office at the request of the Institute of Legislative Research. The positive feedback from readers – policymakers – laid the groundwork for the National Assembly Office to continue contacting and requesting the Institute of Policy and Management to provide more publications in the field of policy research, materials on science and technology and innovation policy, science and education policy, and regional development policy.

The book "Policy Evaluation Skills," which was awarded to the book, contributes to providing policymakers with theories on the policy evaluation process and policy evaluation tools. Readers will also gain experience in policy evaluation skills through case studies on higher education policy and regional development policy provided by the authors.
At the ceremony, on behalf of the National Assembly Library, Ms. Trinh Giang Huong – Director of the National Assembly Library – respectfully expressed her deep gratitude to the Institute of Policy and Management, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, and proposed that the Institute continue to provide books and publications on policy research, science and technology policy, and science and education policy. The National Assembly Library plans to commission the Institute of Policy and Management to organize scientific seminars and book presentations on policy and management; and to produce annual reports and quick reports to serve the information needs of National Assembly deputies during their sessions. The National Assembly Library also hopes to disseminate useful policy and management information to National Assembly deputies through the Policy Research Journal under the National University Science Journal, which is managed by the Institute of Policy and Management, in the near future.
