Signing of Memorandum of Cooperation with Bouthviset University (Lao PDR)

At the beginning of the ceremony, Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities) expressed his joy at welcoming representatives of Bouthviset University to visit and work at the University. The Rector affirmed that the University has a policy of internationalization and expanding cooperation with foreign partners, including neighboring countries. The cooperation between the two universities is also important in consolidating and developing bilateral relations between Vietnam and Laos.

Sharing about higher education in Laos, Prof. Chansavath Khounviset (Principal of Bouthviset University, Laos) said that each year in Laos, there are 100,000 high school graduates, but only 20,000 of them study at public universities. The rest mainly study abroad. Therefore, he proposed opening a Vietnamese language center in Laos so that Lao students can learn Vietnamese right in their own country. This also helps the University of Social Sciences and Humanities and Vietnamese language training institutions in general promote their image to the Lao People's Democratic Republic.

Agreeing with Prof. Chansavath Khounviset, Prof. Dr. Pham Quang Minh said that opening a Vietnamese language center in Laos will help more Lao people have the opportunity to learn Vietnamese. The principal also proposed some cooperation ideas such as sending 1-2 Vietnamese language lecturers to Bouthviset University to exchange teaching methods. In addition, it is possible to implement distance learning via the Internet for Lao students. With that meaning and orientation, the bilateral memorandum of understanding is the beginning for the leaders of the two schools to negotiate and determine specific plans for the next 5 years.

The leaders of both sides then signed a memorandum of understanding. The two universities will focus on the following cooperation activities: Exchange of teaching and research staff; exchange of administrative staff and experts; exchange of students; cooperation in education and training, cooperation in short-term training programs, seminars and academic seminars; exchange of academic data and information (journals, books, textbooks), special research projects for mutual benefit. The memorandum is valid for 5 years, and will be supplemented each year.
