Social insurance and health insurance are considered pillars of the social security system, policies that clearly demonstrate the social and humane nature. The nature of social insurance is to ensure partial compensation or replacement of workers' income when they have reduced or lost income due to illness, maternity, work accidents, occupational diseases, unemployment, retirement age or death. Based on contributions to the social insurance fund organized by the State, health insurance is a form of insurance with a deeply shared community character applied in the field of medical examination, treatment and health care for everyone, not for profit, organized and implemented by the State and responsible subjects participating according to the provisions of the Law on Health Insurance.
By participating in social insurance and health insurance, everyone shares rights and obligations according to the principle of "the majority makes up for the minority". The social insurance and health insurance policies of our State are built to ensure protection for people throughout their lives. In the social security system, the social insurance system plays the most sustainable and pivotal role. Developing social insurance will be the premise and condition for implementing social security policies well, contributing to the socio-economic development of the country.
The Faculty of Journalism and Communication is a pioneer in communication activities to raise awareness and proactive participation of students in social insurance and health insurance. Not only inviting experts from Vietnam Social Insurance to share new points in the Law on Social Insurance and Health Insurance, the Organizing Committee also invited researchers to participate in the forum to have a deeper insight into this issue from the perspective of culture, communication and society.
According to statistics, by October 31, 2017, the number of people participating in compulsory social insurance was 13.21 million people, unemployment insurance was 11.4 million people, voluntary social insurance was 220 thousand people. In particular, the number of people participating in health insurance was 79.73 million people, reaching a health insurance coverage rate of 85.3% of the population. However, there are still students who have not participated in health insurance. As of December 31, 2016, the rate of students participating in health insurance reached 92.5% and there are still about 7.5% of students who have not participated, mainly focusing on students from the second year onwards.
Dr. Pham Luong Son (Deputy General Director of Vietnam Social Security) shares information about the situation of participation in social insurance and health insurance in Vietnam.
Dr. Pham Luong Son (Deputy General Director of Vietnam Social Security) said: Participating in social insurance and health insurance has been legalized and regulated in the Law on Social Insurance and the Law on Health Insurance. Specifically, the Law on Health Insurance stipulates that students are required to participate. Students need to be more aware of their responsibilities in implementing the law, first of all the Law on Health Insurance and later the Law on Social Insurance. The knowledge and especially the social and humane nature of social insurance and health insurance need to be implemented by students and spread more strongly in their families and communities while they are still in university.
Prof. Dr. Pham Quang Minh spoke about the role of universities and students in communicating and raising awareness about social insurance and health insurance.
Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities) commented: One of the outstanding achievements of our country after 31 years of renovation is to build and develop a social insurance and health insurance system that "covers" a high proportion of the total population. No state does not care about the health of its people, especially the health of the young generation - the future of the country. Security - stability - prosperity are the goals that all countries aim for. Not only developing and creating a lot of material wealth, but the distribution of that material wealth must be fair and bring benefits to the majority, then that is a developed society. Therefore, social insurance and health insurance also have important significance for the sustainable and long-term development of each country. The University of Social Sciences and Humanities is honored to be one of the universities actively participating in disseminating knowledge and the importance of this issue to young people, thereby helping to raise awareness and responsibility of citizens when participating in social insurance and health insurance.

Sharing the perspective of a media culture researcher and also a patient who is enjoying the benefits of health insurance, Associate Professor, Dr. Nguyen Thi Minh Thai said that paying for health insurance is a cultural and kind way to behave towards oneself. It demonstrates the necessary initiative and concern for the health and life of the individual, reducing the burden on the family and society. Only when becoming a patient, suffering daily physical and mental injuries, fatigue and financial burdens, will the patient realize the value of these humane policies. Always proactively anticipate any health situations that may arise and stay optimistic, "living positively with the awareness of death and risks" is the message of culture researcher Nguyen Thi Minh Thai.
Associate Professor, Dr. Nguyen Thi Minh Thai shares the experience of a patient who enjoyed the benefits of health insurance and looks at participating in social insurance and health insurance from a behavioral culture perspective.
With the experience of someone who has lived and worked in many countries, Dr. Doan Huong said: in developed countries, health insurance and social insurance are mandatory and extremely important. Even foreign students are required to participate in insurance to ensure their rights. There have been many cases of Vietnamese students falling into difficult situations or being heavily fined for violating the law by not participating in health insurance in the country where they study.
Dr. Doan Huong emphasized the role of the media in raising awareness of participating in social insurance and health insurance.
Dr. Doan Huong advises young people: “Love yourself while you still can. Without health, you cannot have dreams and success.” Don’t let yourself fall into tragedy when you fall into a serious illness and financial exhaustion without any insurance support.
Recognizing the important role of the media in promoting people to actively participate in the general policies of the Party and the State, Dr. Doan Huong believes that there should be large, continuous and diverse communication campaigns to all subjects in society. And universities and communication experts must be the focal points to support and actively advise State specialized agencies in implementing extensive communication campaigns on social insurance and health insurance.
