Attending the seminar were Dr. Pham Luong Son (Deputy Director General of Vietnam Social Security), and Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities). Speakers included Ms. Hoang Kim Ngoc (Head of Health Insurance Scheme Department, Health Insurance Policy Implementation Board, Vietnam Social Security), Mr. Kieu Ba Duoc (Head of Social Insurance Policy Implementation Board, Vietnam Social Security), and two renowned cultural and media researchers: Assoc. Prof. Dr. Nguyen Thi Minh Thai and Dr. Doan Huong.

Social insurance and health insurance are considered pillars of the social security system, policies that clearly demonstrate a social and humane nature. The essence of social insurance is to guarantee compensation for part or all of a worker's income when it is reduced or lost due to illness, maternity, work accidents, occupational diseases, unemployment, retirement, or death. Based on contributions to the social insurance fund organized and implemented by the State, health insurance is a form of community-based insurance with profound sharing, applied in the field of medical examination, treatment, and healthcare for everyone. It is non-profit, organized and implemented by the State, and participants are obligated to participate according to the provisions of the Health Insurance Law.
By participating in social insurance and health insurance, everyone shares benefits and obligations according to the principle of "the many compensating for the few." The social insurance and health insurance policies of our State are designed to ensure protection for people throughout their lives. Within the social security system, the social insurance system plays the most fundamental and sustainable role. Developing social insurance will be a prerequisite and condition for effectively implementing social security policies, contributing to the socio-economic development of the country.

The Faculty of Journalism and Communication is a pioneer in communication activities aimed at raising awareness and promoting student participation in social insurance and health insurance. In addition to inviting experts from Vietnam Social Insurance to share insights on new points in the Social Insurance Law and Health Insurance Law, the Organizing Committee also invited researchers to participate in the forum to gain a deeper understanding of the issue from a cultural, media, and social perspective.
According to statistics, as of October 31, 2017, the number of people participating in compulsory social insurance was 13.21 million, unemployment insurance was 11.4 million, and voluntary social insurance was 220,000. Notably, the number of people participating in health insurance was 79.73 million, achieving a health insurance coverage rate of 85.3% of the population. However, there is still a situation where students have not yet participated in health insurance. As of December 31, 2016, the rate of students participating in health insurance reached 92.5%, and about 7.5% of students had not yet participated, mainly concentrated among students from their second year onwards.

Dr. Pham Luong Son (Deputy Director General of Vietnam Social Security) shared information on the situation of participation in social insurance and health insurance in Vietnam.
Dr. Pham Luong Son (Deputy General Director of Vietnam Social Security) stated: Participation in social insurance and health insurance is legalized and regulated in the Social Insurance Law and the Health Insurance Law. Specifically, the Health Insurance Law stipulates that students are required to participate. Students need to be more aware of their responsibilities in implementing the law, starting with the Health Insurance Law and later the Social Insurance Law. The knowledge, and especially the social and humane nature of social insurance and health insurance, should be strongly disseminated by students to their families and communities while they are still in university.

Professor Pham Quang Minh spoke about the role of universities and students in communicating and raising awareness about social insurance and health insurance.
Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) commented: one of the outstanding achievements of our country after 31 years since the Doi Moi (Renovation) period is the construction and development of a social insurance and health insurance system that covers a high percentage of the total population. No state is indifferent to the health of its people, especially the health of the younger generation – the future of the country. Security, stability, and prosperity are the goals that all nations strive for. A developed society is not only one that develops and produces a lot of material wealth, but also one whose distribution is fair and benefits the majority. Therefore, social insurance and health insurance are also of great importance to the sustainable and long-term development of each nation. The University of Social Sciences and Humanities is honored to be one of the universities actively involved in disseminating knowledge and the importance of this issue to young people, thereby helping to raise awareness and responsibility of citizens when participating in social insurance and health insurance.

Ms. Hoang Kim Ngoc (Head of Health Insurance Scheme Department, Health Insurance Policy Implementation Board, Vietnam Social Security) introduced the new points of the Health Insurance Law, especially health insurance for students.

Mr. Kieu Ba Duoc (Head of the Social Insurance Policy Implementation Department, Vietnam Social Insurance) introduced the new points of the Social Insurance Law to the students.
Sharing the perspective of a cultural and media researcher and also a patient benefiting from health insurance, Associate Professor Dr. Nguyen Thi Minh Thai believes that paying for health insurance is a cultured and kind way to treat oneself. It demonstrates necessary proactiveness and concern for one's health and life, reducing the burden on family and society. Only when becoming a patient, enduring daily physical and mental strain and financial burdens, do patients realize the value of these humane policies. Always proactively anticipate any health situations and maintain an optimistic spirit; "living positively with an awareness of death and risks" is the message from cultural researcher Nguyen Thi Minh Thai.

Associate Professor Dr. Nguyen Thi Minh Thai shared her experience as a patient benefiting from health insurance and viewed participation in social insurance and health insurance from a cultural and behavioral perspective.
With her experience living and working in many countries, Dr. Doan Huong stated that in developed countries, health insurance and social insurance are mandatory and of paramount importance. Even international students are required to participate in insurance to ensure their rights. There have been numerous cases of Vietnamese students facing difficulties or heavy fines for violating the law by not contributing to health insurance in the country where they study.

Dr. Doan Huong emphasized the role of media in raising awareness about participation in social insurance and health insurance.
Dr. Doan Huong advises young people: "Cherish yourself while you still can. Without health, you cannot have dreams or achieve success." Don't let yourself fall into tragedy when faced with serious illness and financial ruin without any insurance coverage.
Recognizing the crucial role of media in encouraging active participation in the Party and State's overall policies, Dr. Doan Huong believes that large-scale, continuous communication campaigns with diverse formats are needed to reach all segments of society. Universities and communication experts should act as key providers of support and advice to specialized state agencies in implementing comprehensive communication campaigns on social insurance and health insurance.
